@starsandstark I'm assuming you're referring to when Vengeance tore people apart with his bare hands, drank their blood and ate their corpses in a fit of rage as an out-of-control abomination...
Anyway, no, I do not think Cullen ate people.
You can survive without food for 3 weeks. 3 days without water.
He was trapped for more than days. It was weeks to months based on these calculations.
Eating people would not keep him alive if he had no access to water. Which, given the cage, he didn’t. He also displays signs of lyrium withdrawal, so he’d be even more prone to dehydration. Leliana also confirms he was denied food and water if she’s in your party—no comments that he had bits of people on his face.
I think we can safely assume Cullen was sustained by blood magic, thus part of his hatred of it and blood mages.
Anders/Vengeance ate people during an act of violence and hatred due to being possessed (Anders) and corrupted (Justice). It tasted good to him (well, to the spirit side).
Cullen would've had to eat his friends whom he'd watched be brutally slaughtered and has severe survivor's guilt because of it.
He wouldn't desecrate his friends further, no matter how desperate. He'd rather die.
The blood mages didn't let him.

“Did an Anders” probably should’ve given it away as a funny addition, but it genuinely made me think about it.
