Serebii could never fucking happen on the modern Internet
Serebii was made on geocities in '99 by a child. It was one of the first and continues to be one of the best resources for Pokemon. If it were today it'd probably be a wiki.fandom page.
Reminder that it was called Serebii because the English fandom didn't have an official name for Celebi yet. Serebii is such a living relic of old internet and old fandom and its amazing thats its still around.

To be fair, almost everyone in Ratatouille does have a French accent. The real question is why Linguini and also all the rats sound intensely American
If it was just the rats I’d say it’s because the movie can be interpreted to mean that the rats understand but don’t necessarily speak human languages so the rat dialog isn’t literally taking place the way we see it but that doesn’t explain why Linguini has a rat accent
