the way the gamemakers allowed katniss to go after peeta, take care of him, almost die to save his life, get closer to him just to say that it was all for nothing, that the two victors rule was revoked. they brought him wounded to her, gave them both hope, and just as katniss was armed again, they made the announcement. i don’t think the gamemakers ever intended to have two victors, the rule change was just another asset to “prove” the capitol’s point, that humans and selfish and savage and that’s why they need rules and control, that’s why union is always discouraged. deliver a wounded boy on a silver platter and watch her kill him so she can go home, even after everything they’ve gone through together, it’s more dramatic to the audience that way. and peeta’s first reaction is to say “if you think about it, it’s not that surprising” because he understood from the beginning, even before stepping his foot into the arena, he’s always known the reason for the hunger games. and he not only understood that, but he also chose to not be a piece in their games from the beginning, by prioritising katniss instead of himself. humans aren’t inherently bad because i am good. he was about to kill himself so katniss would go home, but choosing to die with her was also choosing to not be a piece in their games. either way peeta won against their logic.
