Basically because a rectangles rules are looser

so a rectangle is any four sided shape with two sets of parallel sides, so you can have one set that’s short and one set that’s long, but you can also have four sides that are exactly the same, because you still have two sets of parallel sides

a square, on the other hand, is a four sided shape with four equal sides. So a square HAS to have all sides exactly the same. A rectangle can have differently sized sides, but a square cant.

TLDR; A square fits all the criteria to be a rectangle, but some rectangles to not fit all the criteria to be a square
