The statistics bureau reported there were 669,000 low income households in the country last year, which is equal to 12.3 percent of Finland's population.
Statistics Finland determines low-income earners as households with less than 60 percent disposable income per head than the national average.
Last year, the threshold for low income for a one-person household was having less than 1,280 euros of disposable income per month. The national median disposable income in a single-person household was 2,130 euros per month.
A division in income between Eastern and Western Finland was highlighted by the reported figures. Proportionally, the most low-earners were in North Karelia in eastern Finland, where they accounted for 18.8 percent of the population.
The fewest low-earners were reported in the Åland islands, where they accounted for 8.8 percent of the population.
