Koskinen will introduce his legislative proposals to parliament in November. The measures are intended to focus on the users of sexual services, rather than further criminalise prostitutes.
Prostitutes themselves are, in many cases, seen to be the victims in such transactions. It is hoped that such laws would be much more effective in combatting prostitution and all the other crimes and social problems associated with it.
Koskinen says that violations should be punished with a hefty fine or even prison. The Justice Minister pushed for a similar law without success during the spring of 2004.
