Kiljunen Persona Non-Grata in Kyrgyzstan

Former MP Kimmo Kiljunen has been declared persona non-grata by the parliament of Kyrgyzstan. The parliament made the decision after Kiljunen headed up a commission that wrote a report on unrest that hit the Central Asian country in the summer of 2010.

Kiljunen’s international commission published its report earlier in the spring. The report criticised Kyrgyz security forces and military officials for their roles in the unrest, which saw the deaths of 470 ethnic Uzbeks.

A statement released by the parliament said that the commission’s report was "biased, one-sided, does not contribute to peace, stability and serve to prevent further conflict”. It also said that attacks by mobs on Uzbek neighbourhoods "if proven beyond reasonable doubt in a court of law, would amount to crimes against humanity".

That accusation provoked discomfort in the country, even though the Kyrgyz government had requested the investigation in an effort to demonstrate openness and accountability. Nationalism is on the rise in Kyrgyzstan, and the report has been seen as a slur on ethnic Kyrgyz that fails to address perceived Uzbek culpability in the violence.
