President Alexander Stubb commented on the terrorist attack in Moscow in a social media post on Saturday morning.
"The news from Moscow are shocking. Our thoughts are with the victims and their loved ones. ISIS has claimed responsibility. Finland condemns terrorism in all its forms and manifestations," Stubb wrote in English and Finnish.
Orpo cites Putin's "war crimes"
Prime Minister Petteri Orpo (NCP) also commented on the Yle current-affairs programme Ykkösaamu on Saturday morning.
He too described the news from Moscow as "shocking".
"We condemn all acts of terrorism wherever they occur, and I want to express my condolences to the victims' relatives. It's unbelievable that something like this could happen," Orpo said.
The Yle interviewer noted that many western countries had condemned the attack, but that no condolences had been directed directly to Russian President Vladimir Putin.
"Isn't there quite a clear reason for that? The way his war of aggression has apparently claimed hundreds of thousands of victims, the war continues and war crimes are committed. I think the connection is quite clear," Orpo said.
Orpo said that Finland is “monitoring the investigation of the matter”.
Russia has arrested 11 people including four suspected gunmen in connection with the shooting rampage that killed at least 137 people in a concert hall near Moscow, the Kremlin said on Saturday.
Militant Islamist group Islamic State claimed responsibility for Friday's attack, the deadliest in Russia for 20 years. But there were indications that Russia was pursuing a Ukrainian link, despite Ukrainian officials' categorical denials of any Ukrainian involvement in the attack.
Ministry: No Finnish victims
No Finns were killed or injured in the attack, according to Jussi Tanner, Director General of Consular Services at the Ministry of Foreign Affairs.
He told the Finnish news agency STT that the ministry has received fewer than 100 travel notifications from Finns visiting Russia, with just over 30 of them to Moscow.
Tanner said that the Finnish Embassy in Moscow is closely monitoring the situation.
The ministry recommends avoiding all travel to Russia.
