1. Objet de l'Appel d'Offres
Dans le cadre de l'Exercice budgétaire 2023, le Maire de la Commune de Touroua lance pour le
compte de la Commune de Touroua un appel d'Ofifres National Ouvert pour travaux de construction
de deux mini-adductions d'eau potable équipées de pompes à énergie solaire à Wakiliré et Bazabaïré et
construction de deux mini-adductions d'eau potable équipées de pompes à énergie solaire à Borongo et
Ouro-fandou, Commune de Touroua, Département de la Bénoué, Région du Nord.
2. Consistance des travaux
Les travaux, objet du présent Appel d'Offres, comprennent tous les corps d'état prévus et détaillés
dans le cddre du Devis Quantitatif et Estimatif, notamment
Installation du chantier et travaux préliminaires ;
Construction d'un forage productif de 60m de profondeur minimum ;
Construction d'un château ;
Pose pompé ét"générateur solaire ;
Elément de refoulement, de distribution et accessoires ;
Construction des quatre ou trois points de puisage ;
Prestation diverses ;
3. Délai d'exécution
Le délai maximum prévu par le Maître d'Ouvrage pour la réalisation des travaux objet du présent Appel
d'Offres est de quatre(04) mois pour chaque lot.
4. Allotissement
Les travaux objet du présent Appel d'Offres consistent en deux (02) lots :

Le coût prévisionnel de l'opération à l'issue des études préalables est de quarante-quatre millions sept
cent dix mille (44 7100 000) Francs CFA pour le lot N°i et quarante millions (40 000 000) Francs CFA

6. Participation et origine
La participation au présent dossier est ouverte à égalité des conditions à toutes les entreprises agréées dans
le domaine hydraulique installées au Cameroun et jouissant des capacités juridiques, financières et
techniques requises.
7. Financement
Les travaux du présent Appel d'Offres sont financés par le Budget d'Investissement Public du Ministère de
l'Eau et de l'Energie et du Ministère de la Décentralisation et du Développement Local au titre de l'Exercice
2023, ressources transférées à la Commune de Touroua.
8'Cautionnement de soumission
Chaque soumissionnaire doit joindre à ses pièces administratives, une caution de soumission d'un montant
de huit cent quatre-vingt-quatorze mille deux cents (894 200)francs FCFA pour le lot N®i et de huit
cent mille (800 000) francs FCFA pour le lot N°2, établie par un organisme financier agréé par le
Ministère chargé des finances et dont la liste figure dans la pièce 11 du DAG et valable pendant trente (30)
jours au-delà de la date de validité des offres.

11-Remise des offres
Chaque Offre rédigée en français ou en anglais en sept (07) exemplaires dont l'original et six (06) copies
marquées comme telles, devra parvenir au Service Technique de la commune de Touroua au plus tard le
10/03/2023 à 12 heures précises.

i2-Recevabilité des offres

Sous peine de rejet, les pièces du dossier administratif requises doivent être produites en originaux ou en
copies certifiées conformes.
Elles doivent être datées de moins de trois (03) mois précédant la date originale de dépôt des offres ou
avoir été établies postérieurement à la date de signature de l'Avis d'Appel d'Offres.

 Toute offre incomplète conformément aux prescriptions du Dossier d'Appel d'Offres sera déclarée
"irrecevable. Notamment l'absence de la caution de soumission délivrée par une banque de premier ordre
agréée par le Ministre en charge des Finances.
13-Ouverture des plis
L'ouverture des plis, qui se fera en un temps à savoir l'ouverture des pièces administratives, des offres
techniques et financières, aura lieu le io/o3/2023à 13 heures dans la salle de La Commission interne de
Passation des Marchés Publics auprès de la Commune de Touroua.
Seuls les soumissionnaires peuvent assister à cette séance d'ouverture ou s'y faire représenter par une
personne de leur choix dûment mandatée.
14-Critères d'évaluation
L'évaluation des offres se fera en un seul temps et en trois (03) étapes :
• 1^*^ étape : Vérification de la conformité du dossier administratif de chaque soumissionnaire.
• 2®étape ; Evaluation technique des offres administrativement conformes.
• 3®étape: Vérification des offres financières des entreprises dont les offres ont été reconnues
techniquement qualifiées et administrativement conformes.
Les critères d'évaluation des offres sont les suivants :

Principaux critères éliminatoires:

Pièces administratives
• Absence de la Caution de soumission ;
• Fausse déclaration ou pièce falsifiée ;
• Non-conformité ou absence après 48 h d'une pièce du dossier administratif.
Offre technique
• Fausse déclaration ou pièce falsifiée ;
• Note technique inférieure au seuil minimal requis(70%);
• Absence de déclaration sur l'honneur du soumissionnaire pour non abandon du chantier au
cours de trois (03) dernières années ;
• La non possession en propre d'un atelier de forage (pièces justificatives :copie certifiée de la
carte grise pour le camion et la facture d'achat des matériels).
Offre financière
• Offre incomplète ou no^conforme ;
• Non-conformité du modèle de soumission ;
• Absence d'un prix unitaire quantifié ;
• Absence d'un sous-détail des prix unitaires.
Principaux critères essentiels:
L'évaluation des Offres techniques se fera par la méthode binaire (oui/non) suivant la grille d'évaluation
établie sur 45 critères essentiels jointe au DAO et qui prend en compte les critères essentiels ci-dessous:
• Présentation générale de l'Offre sur 3 critères ;
• L'expérience du personnel de l'entreprise sur 16 critères ;
• La disponibilité du matériel et des équipements essentiels sur 8 critères;
• Proposition technique et planning d'exécution des travaux sur 12 critères;
• Situation financière supérieure ou égale à la somme de quinze millions (15 000 000)F CFA
pour le lot N°i et treize millions cinq cent (13 500 000)F CFA pour le lot N°2 références de
l'entreprise sur 6 critères;
Seuls les Soumissionnaires ayant obtenu 70% de OUI (soit 32 oui sur 45 possibles) seront qualifiés pour la
suite de la procédure et verront leur Offre financière analysée.
15-Références prix et attribution
Il sera considéré les montants toutes taxes comprises à l'issue de l'évaluation de l'offre financière, le
marché sera attribué au soumissionnaire remplissant les capacités techniques et administratives requises et
dont l'offre est évaluée la moins disante après correction éventuelle.

Un soumissionnaire peut être attributaire de deux lots.

 i6-Durée de validité des offres
Les soumissionnaires restent engagés par leur offre pendant 90 jours à partir de la date limite fixée pour
la remise des offres.
ly-Renseignements complémentaires
Les renseignements complémentaires peuvent être obtenus aux heures ouvrables au Service technique de la
Commune de Touroua et à la Délégation Départementale de l'eau et l'énergie de la Bénoué.
18-Additif à l'Appel d'Offres
L'Autorité Contractante se réserve le droit d'annuler ou de modifier le présent Appel d'Offres avant la date
limite de dépôt des offres suite à une demande d'éclaircissements d'un soumissionnaire relevant un
manquement au DAG.

1. Obiect of the invitation to tender
Within the framework of 2023 budgetary exercise, the Mayor of Touroua Council, Contracting
Authority, hereby launches in emergency, an open national invitation to tender for the construction work
of two mini drinking water supply equipped by the pomp of solar energy at Bazabaïre and Waldlire
(Share N®i) and construction work of two mini drinking water supply equipped by the pomp of
solar energy at Borongo and Ouro-fandou (Share N°2) Touroua Council, Bénoué Division, North
Région.
2. Consîstency of works
These worlcs take into account ail aspects of construction according to current standards and the ruies
of the art, including the necessary Implementations and the completion of the building.
The Works are defîned within the général terms of order of works and bill of quantities, estimated in this
contract.

The services of this contract-include: >

- Installation and preliminary works;
- Construction a producer borehole 60 m;
- Construction a chateau;
- Installation of solar pump and solar generator;
- Elément of distribution and repression;
- Construction offour or three points supply;
- Various benefits;
3. Execution deadline
The maximum exécution deadline provided for by the Project Owner for the exécution of the
works subject of this tender shall be four(04) months for each share.

6 .Participation and origin

Participation in tendering is open on equal terms to légal Cameroonian companies with technical and
financial capabillties to carry out works subject to this tender.
7. Financing
Supplies which form the subject of this invitation to tender shall be financed by the public investment
budget of the Ministry of Water and Energy and the Ministry of Decentralization and Local
Development, 2023 financial year;

8. Provisional bid bond

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank
approved by the Ministry in charge of Finance featuring on the list in document 11 of the tender file of an
amount of eight hundred ninety four thousand and two hundred (894 200) CFA Francs for share N®i
and eight hundred thousand (800 ooo) CFA Francs for share N®2 and valid for thirty (30) days beyond
the original date of the validity of the offers.
9. Consultation of Tender File
The Tender File may be consulted during working hours at Technical Service ofTouroua Council as
soon as this notice is published.
10. Acquisition of tender file
The file may be obtained at the Technical Service of the Touroua Council, Contracting Authority. As
this notice is published against payment of a non-refundable sum of one hundred thousand (100 000)
CFA francs payable at the municipal revenue ofTouroua Public Treasury.
11. Submission of bids
Each bid in English or French, should be presented in seven (07) copies, with one (01) original and six
(06) copies, marked as such, in accordance with the requirements of the tender documents, will be
deposited against a duly signed receipt or acknowledgement letter Technical Service of theTouroua
Council, latest on the 10/03/2023 at 12:00 a.m.

12. Admissibility of offers

 Each bidder must include in his administrative documents, a bid bond of the amount mentioned
'above and valid for thirty (30) days beyond the validity of the offers.
Under pain of beîng rejected, oniy originals or true copies certified by the issuing service or
administrative authorities (Touroua Council ...) of the administrative documents required, including the
bid bond, must imperatively be produced in accordance with the Spécial Conditions of the invitation to
tender. They must obligatorily not be older than three (3) months or must not be produced after the
signing of the tender file.
Any offer not in conformity with the prescriptions of this notice and tender file shall be declared
inadmissible. Especially the absence ofa bid bond issued by
a fîrst-rate bank approved by the Ministry in charge of Finance or the non-respect of the models of the
tender file documents shall lead to a pure and simple rejection of the offer without any appeal being
entertained.

13. Opening of bids

The bids shall be opened in one phase. The opening of the administrative documents and the technical and
fînancial offers shall take place on the 10/03/2023 at 13 p.m. local time by the Tenders Board of Touroua
Council. Only bidders may attend or be duly represented by a person of their choice.
14. Evaluation criteria
14.1 Administrative documents
• Incomplète record (absence of a part)
• False déclaration or falsified document
• Non-compliance after 48 h of a document in the administrative file
14.2 Technical offer
• False déclaration or falsified document
• Technical note below the minimum threshold 36 yes over 51, either (70%).
• Non possession in essence (oi) shop of boring (justifying pièces: copy certified ofthe gray card for
the truck and the invqice of purchase ofthe materials);
14.3 Financial offer
Incomplète or non-compliant offer (lack of unit prices bordereau and estimate quantified quotation)
Non-conformance of the submission template
Absence of a quantified unit price
Absence ofa sub-detail of unit prices
Incohérent sub-detail prices.
14.2- Essential criteria:
The évaluation of the technical offers will be done by the binary method (yes / no) according to the
évaluation grid drawn up on 45 essential criteria attached to the DAO and which takes into account the
essential criteria below:
• General présentation of the Offer on 3 criteria;-
The experience of the cornpany's staff on 16 criteria;
• The availability of essential equipment and equipment onS criteria;
• Technical proposai and schedule of work on 12 criteria;
• Company référencés and pre-fmancing capacity of the Company equal or more than fifteen
million (15 000 ooo)F CFA for share N®i and thirteen million and five hundred thousand (13 500 000)F
CFA for share N°2 on 6 criteria

15. Allocation
The contract will be awarded to the tender presenting a technical offer in conformity and an evaluated
fînancial offer with the lowest offer.

Each tenderer can be attributed of the two shares if required situation.

Bidders will remain committed to their offers for 90 days from the deadline set for the submission
of tenders.
17. Complementary information
Complementary technical information may be obtained during working hours from the Touroua council
and Bénoué division délégation of water and energy.
18. Addition to the invitation to tender
The Contracting Authority can modified or delete this opened national consultation before the date of opening of
bids.
