It doesn't make sense and lacks consistency. It never explains why society is the way it is - it just demands you accept it (so many questions unanswered). Gunkata makes no sense as a fighting style either, and Preston (Bale) should have died about 20 times - apparently, you can't hit a stationary target if they wave their arms around enough. But it was stylish as hell.
