  Like Kafka doing Inherent Vice, a bureaucratic nightmare wrapped in a freewheeling absurdity that can’t stop making excuses for its endless nonsense. A poignant meditation on the decline and death of the Soviet Union, if you’re inclined to read it that way.

  A fumbling German dude forcing his way into rooms with artists and then making them feel really uncomfortable while trying to get them to answer a ridiculously restrictive question, almost always making them look like idiots or forcing them to retreat into clichés rather than giving them the space and time to work through a novel idea. More a cavalcade of "Look who I annoyed!" than documentary of actual philosophical insight.
