This is closer to a 3 than a 3.5 but it's such a strange sequel that I admired it even when it wasn't working. Theres also elements of madness scattered throughout that make it worth it, like when Doyle burns down a building while tons of innocent people flee so he can catch a criminal...

A sleek, sexy, and ridiculously good time at the movies. Sex had seemingly disappeared from the movies for a while but is coming back in full force with Glen Powell and Adria Arjona having some absolutely red hot chemistry. The first hour is a lot of set up getting all the characters introduced and some gags/scenes land better than others. This is all build up for the last hour and a half which is some ridiculous over the top fun.
The sequence at the USO dance ranks up there with the best set pieces Spielberg has ever done.
