  Todd Phillips did not want to make a movie about the Joker.

  He has famously said that he wanted to make a "real" crime movie, but the only thing that gets green lit is the superhero shit, so he'll Trojan Horse his "real" movie in a superhero disguise. He'll trick us all into seeing his "real" movie.
