This doc feels like it can’t decide if it wants to be about the victims of the event, or the political aftermath of it, and as a result, feels slightly propagandistic to justify the actions America took by using the stories of the victims to start/prime each episode.
However, as it goes on, and focuses more on the wars and being critical of the various administration’s decisions, it becomes a better narrative and feels more cohesive overall.
