I find it hard to conceive how a string of terrorist attacks can sway the collective will of the conclave. The writers went a little overboard with the virtue signaling.

A surprising gem! Tinfoil-head and preachy environmentalist overtones notwithstanding, this two-hour title combines elements from sci-fi and thriller staples to create an an above-average silver-screen adventure.
A lot of reviewers, especially in the last 18 months or so, can't seem to help themselves but dock points for its dated effects. I'd encourage anyone who is interested in this movie to consider that date when this movie was first released and suspend any judgment they may have against its visuals.
