Not sure how much of my enjoyment of this is due to the cartoon's own qualities or because of how much I like Miyazaki's final Lupin III episode and Laputa.

Mega Man X: The Day of Sigma 2005
I like that despite the Mega Man X series being the "serious" version of Mega Man, they decided to make the Robot Master analogues these goofy cartoon animals and named them things like "Chill Penguin".

Peaks way too early with the secret agent man who almost shits his pants, but having the climax involve a child's cartoon pig drawing being turned into a crass sapient computer virus made to take over the world who has his own promotional video showcasing his potential for mass destruction scored to a ska track is really good too

There are "cartoons" and then there are "animator cartoons", and this is a wonderful example of the latter. The story really doesn't matter and they know it. This was just an excuse to animate cool mechs, cute girls, and fun action and it's all the better for it. Alongside a banger of a soundtrack, this is a wonderful experience for anyone who likes animation for animation's sake.
