Naturally, you can't compare live action to bombastic animation in later Gainax tie-in (also directed by Anno), but it comes damn close looking like a cartoon, which, frankly, should (most) comic adaptation strive to achieve. Live action Cutie Honey has all shortcomings of average tokusatsu, including cooky acting, low budget effects and naive plot, but it's still fun as hell.

August in the Water 1995
One perhaps can easily dismiss movie as bearing too much New Age aesthetics (Astrology, UFOs and extraterrestrial spirituality, which at some point circles back to traditional shinto beliefs), but to be fair, it perfectly captures that zeitgeist of disaffected 90s with all its denpa-kei elements. Moreover, it simply feels surreal and dreamlike. Forgot the last time a movie actually felt like smelling grass after the refreshing rain.
