In a Plot sense this is a political thriller without politics or mystery that thrills you. So The Winter Soldier but not as good.
In an editing Sense, this is an Abomination, stitched together from the original version and the reshoots that followed, as a result of negative test audience feedback. So Suicide Squad but not as bad.
