The "at" phrasing outnumbers the "in" by about 2.5 to 1 for "campsite"; the "in" phrasing outnumbers the "at" phrasing by about 2.5 to 1 for "camp." I have not tried to sift the data for finer distinctions, e.g., as might be related to canoe-camping vs. backpacking, etc. The CoCA has 10 times as many "at the campsite" instances as "in the campsite" instances; but "in the camp" vs. "at the camp" has a ratio of about 3:2. At times other than this evening, I might investigate further to try to tease out what accounts for the differences. But I have to leave early tomorrow for a wedding out of state, so I'll just say that "at the campsite" is indeed the more common phrasing, but "in the campsite" appears to be attested at increasing frequency over the past couple of decades.
