"English summary: The interpretation of Dutch Jewish Council Records

The main question in this thesis is: how do we interpret historical documents if we do not know the exact context in which they were created? It is a basic question for researchers and it will be all the more important in the digital age if we want to secure digital sustainability. The problem is demonstrated from the example of the Jewish Council Records that are part of the Information Bureau archives, at the Red Cross in The Hague. On these paper index cards a large amount of personal and procedural information was recorded by staff of the Jewish Council during the occupation of the Netherlands. On the appr. 180000 cards nearly every individual Jewish person was registered individually. After the war, the same card system was used by the Netherlands Red Cross as a basis for tracing the victims and to determine their fate.

Recreating the context
If we want to read the information on the cards and understand the meaning of the scribbled notes, we have to recreate the procedures that created these records. The card in itself is only the end product of a complicated chain of administrative events in a paper bureaucracy. The procedures changed many times and were scarcely documented. This means that the paper network has to be reconstructed, that existed when the records were created. The implication is that all the archives that may hold key-information have to be analysed. In that way the context of the Jewish Council records can be reconstructed. Context is required to interpret the information on these records. There are two layers of context. The first is the archives of the Information Bureau of the Red Cross and consists of deportation lists, personal files and other collections that were connected tot the Jewish Council Records after the war. The second level are the external archives that hold context information are scattered all over the Netherlands, but are mainly at NIOD-Amsterdam, National Archives the Hague and in local municipal archives.

How to obtain robust digital sustainability
To obtain robust digital sustainability, a detailed analysis of the interconnection of all these files is necessary. This analysis should be part of the meta-data. The paper bureaucratic network has to be reconstructed, and the remaining context-carriers have to indentified. Isolated digitisation of complex systems like the Jewish Council Records will lead to digital representations that cannot be interpreted. This is in fact what happened already, when microfilmed copies of the Jewish Council Records were transferred to ITS-Arolsen in the 1950’s. This organisation provided copies to Yad Vashem. Now all these microfilms are digitised and made available to institutions like the United States Holocaust Memorial Museum. These ‘orphaned’ digital files have no metadata attached about the creation, history and interrelations with other archives. Researchers will not be able to use the full potential of these files, because the context-environment was lost.
It is also argued that the new historian of the paperless information age will not understand the way a paper bureaucracy works. If this problem is not addressed, misunderstandings will arise interpreting the products of a paper bureaucracy: deportation list and file-card etc.

The thesis provides a detailed description of all the interrelations between internal (in the Red Cross Information Bureau archives) and external archives. It also analyses the way the German occupying authorities exerted their rule over the information that was provided to the Jewish council. The German authorities were conducting a war against the Jews and used their power to restrict the communication of the Jewish council and to destabilise the day-to-day practice of the Jewish council."

This first introduction, written for educational purposes, is meant to be a concise basic text in which the core concepts of archival science are coherently defined and explained, in a non-polemical way and departing from a de-institutionalised point of view. It is not intended to support or reject any single theory, but to provide an overview. It should be read as a synthesis of a variety of shared ideas and views, not as a manifesto of a new approach to archival science. If there is anything new to it, it might be located in the coherent and integrated presentation. In this primer of archival science annotation has been avoided.

The book consists of four parts, preceded by a calendar of professional and scholarly life and a bibliography of the works of Professor Czesław Biernat. The articles contained in the first part - 'Scientific and Professional Activities of Czesław Biernat' - are intended as a presentation of his person and achievements in the field of archival science, historical research, organizational activities within the Main Directorate of State Archives, and the functioning of archival specialization at the Institute of History, University of Gdańsk. In the second part - 'History' - and the third part - 'Archival Science and Source Studies' - studies are included that were dedicated to the Professor by younger colleagues and collaborators from numerous academic institutions both in the country and abroad. It is worth emphasizing that their content often remains closely related to research carried out in the field of Gdańsk and Pomerania history and source studies by Professor Biernat himself. The fourth part - 'Archival Science and Works of the State Archive in Gdańsk' - comprises texts primarily written by current employees of the Gdańsk archive. These texts showcase the work conducted by them in recent years as well as the ongoing efforts.

Księga składa się z czterech części, poprzedzonych kalendarium życia zawodowego
i naukowego oraz bibliografią prac Profesora Czesława Biernata. Artykuły zawarte w części pierwszej – „Działalność naukowa i zawodowa Czesława Biernata” pomyślano jako prezentację Jego osoby i dokonań z zakresu archiwistyki, badań historycznych, działalności organizacyjnej w ramach prac Naczelnej Dyrekcji Archiwów Państwowych oraz funkcjonowania specjalizacji archiwistycznej w Instytucie Historii Uniwersytetu Gdańskiego. W części drugiej – „Historia” i trzeciej – „Archiwoznawstwo i źródłoznawstwo” zamieszczono studia ofiarowane Profesorowi przez młodszych kolegów i współpracowników z licznych instytucji naukowych w kraju i za granicą. Warto podkreślić, że ich treść nierzadko pozostaje w ścisłym związku z badaniami prowadzonymi w zakresie historii Gdańska i Pomorza oraz źródłoznawstwa przez samego Profesora. Część czwarta – „Archiwistyka i prace Archiwum Państwowego w Gdańsku” obejmuje teksty napisane w większości przez obecnych pracowników gdańskiego archiwum. Prezentują one prace prowadzone przez nich w ostatnich latach oraz aktualnie.

Vrednovanje zapisa sastavni je dio stručnih aktivnosti arhiva usmjerenih na odabir za dugotrajno očuvanje zapisa koji imaju trajnu vrijednost za kulturu, povijest, znanost ili druge djelatnosti, te za zaštitu i ostvarivanje prava i interesa osoba i zajednica. Kroz taj i druge stručne postupke, vodeći računa o zahtjevima i interesima sredine u kojoj djeluju, suvremeni arhivi trebaju pridonositi transparentnosti rada javnih službi i demokratizaciji društva. Istaknuti kanadski arhivist Terry Cook povijest arhivističkoga vrednovanja podijelio je u četiri razvojne faze, od kojih posljednja podrazumijeva dijeljenje funkcije vrednovanja između arhivista stručnjaka i različitih zajednica građana, tj. zainteresirane javnosti. Sredinom 2018. godine u Hrvatskoj je usvojen novi Zakon o arhivskom gradivu i arhivima, kojim je među ostalim učinjen i svojevrsni normativni iskorak prema četvrtoj fazi Cookove periodizacije povijesti vrednovanja. U tom kontekstu članak donosi analizu potencijala, ali i rezerviranosti arhivske zajednice prema uključivanju šire javnosti u postupak vrednovanja zapisa. Radi boljega razumijevanja teme, daje se i kratki osvrt na pristup vrednovanju u hrvatskoj arhivskoj praksi u prethodnome razdoblju.

2019. Vivimos en una sociedad archivada. Mejor aún, una sociedad digitalmente archivada. Nuestros dispositivos electrónicos (computadoras, tabletas, teléfonos inteligentes, pantallas de todo tipo) nos dan acceso a infinidad de carpetitas amarillas que, a su vez, contienen otra infinidad de carpetitas amarillas en las que archivamos ―nosotros o alguien más― una innumerable cantidad de documentos. Toda clase de documentos: fotos, libros, canciones, películas, artículos de periódicos, la tarea de la escuela, clases de la universidad, el papeleo impositivo, estudios médicos, contactos, conversaciones, videos, correspondencia, rutinas de ejercicios físicos, declaraciones de amor, lo que se imaginen. Y ni siquiera deben imaginarlo, sólo tienen que echar un vistazo a sus archivos.

Todo está ahí, en esas abultadas carpetitas amarillas. Al menos eso creemos: que efectivamente todo está ahí. En el disco rígido, en la nube, el chip, en esa cosa que ya parece tan natural como los árboles y las estrellas llamada internet. Uno de los rasgos de nuestra sociedad archivada es que aquello que no está guardado en las carpetitas amarillas, aquello que no está digitalizado y en línea, parece no existir. No lo tenemos en cuenta. Lo ignoramos.

Los archivos tradicionales no sólo deben enfrentarse con sus dificultades habituales (recortes de presupuesto, falta de personal calificado y de mobiliario idóneo, instrumentos de descripción inadecuados, desmembramiento de fondos documentales) sino encontrar un lugar en esta realidad digitalizada. Ser capaces de suplir la demanda de acceso inmediato a la información, pero también de organizarla, de sistematizarla, de interpretarla. De encontrar una voz clara en un espacio atestado de gritos desperdigados.

L'ultimo libro di Federico Valacchi articola e arricchisce una linea di riflessione già elaborata, nella stessa sede editoriale, con i volumi Diventare archivisti (2015) e Archivio: concetti e parole (2018), opere che, nel loro insieme, costituiscono ormai un corpus argomentativo di rilevante interesse, all'interno delle tradizioni disciplinari di settore e nel contesto più ampio del dibattito attuale su senso e prospettiva delle culture documentarie.

In 2013 verwierf het Studie- en Documentatiecentrum Oorlog en Hedendaagse Maatschappij (CegeSoma) het archief van mr. Frédéric Eickhoff. Tijdens de Tweede Wereldoorlog verdedigde hij ongeveer 2500 verzetslieden die moesten verschijnen voor de Duitse militaire rechtbanken in bezet België. Tijdens de verwerving van dit archief doken heel wat vragen op omtrent de ontsluiting en raadpleging ervan. Een advocaat is tijdens de uitoefening van zijn beroep immers gebonden aan het beroepsgeheim. Welke beperkingen legt dit beroepsgeheim nog op met betrekking tot het archief van een advocaat na diens overlijden? Vanuit deze vraag werden dit onderzoek en de bijhorende stage uitgevoerd.
Aangezien advocatenarchieven een zeer uiteenlopende inhoud hebben en zeker niet allemaal archiefbescheiden bevatten die onder het beroepsgeheim vallen, is het in de eerste plaats nodig het type archief waarrond dit onderzoek draait goed te definiëren. Daarna wordt gekeken naar de eigenlijke inhoud van de advocatenarchieven die relevant waren voor dit onderzoek. Aan de hand hiervan werd een niet-exhaustieve typologie van archiefstukken, aanwezig in zaak- en cliëntdossiers binnen een advocatenarchief, opgesteld.
Het beroepsgeheim van de advocaat en privacybescherming zijn de twee belangrijkste aspecten van een advocatenarchief waarmee een archiefinstelling rekening dient te houden. Het beroepsgeheim van de advocaat heeft binnen de Belgische context een absoluut karakter. Dit houdt in dat het onbeperkt in de tijd blijft gelden, zelfs na overlijden van zowel de cliënt als zijn raadsman. Bovendien is het een wettelijke en contractuele verplichting die de advocaat ten opzichte van zijn cliënt en bij uitbreiding, ten opzichte van de democratische rechtsstaat, dient na te komen. In theorie mogen archiefstukken die gebonden zijn aan het beroepsgeheim dus nooit vrijgegeven worden. Binnen de rechtsleer gaan er echter stemmen op voor een versoepeling van het beroepsgeheim en bijgevolg af te stappen van dit absolute karakter. Het beroepsgeheim heeft ook niet in alle landen ter wereld een dergelijke absolute invulling. In verschillende (Europese) landen is het voor cliënten mogelijk hun advocaat te ontheffen van zijn beroepsgeheim, waarna de advocaat vrijuit mag spreken. Een dergelijke invulling van het beroepsgeheim is voor een land als België dus zeker niet onmogelijk.

La Universidad Sertoriana de Huesca se fundó en 1354 –la más antigua del Reino de Aragón y la segunda de la Corona– y fue suprimida en 1845 al transformarse en Instituto de Segunda Enseñanza. Tras la supresión, el fondo fue conservado en la misma sede del Instituto hasta que fue transferido al Archivo Histórico Provincial de Huesca (1940). A partir de los documentos conservados y de la reglamentación de la misma Universidad se reconstruye la historia del Archivo, cómo se formó, la lógica en la organización de los documentos y, en última instancia, la relación entre el Archivo y la institución a la que sirvió. También se exponen los trabajos de descripción y difusión realizados en la última década, especialmente la publicación del fondo en parte digitalizado en DARA, el Sistema de Información de Documentos y Archivos de Aragón.

Już w chwili powstania Instytutu Pamięci Narodowej (IPN) w połowie 2000 r. było pewne, iż jego działalność powinna wykraczać poza granice Polski. Możliwość aktywności na forum międzynarodowym została zapisana wprost w ustawie o Instytucie z grudnia 1998 r. W art. 28 jest mowa o tym, że prezes IPN może zwracać się do wszelkich osób lub instytucji zagranicznych o pomoc w udostępnianiu dokumentów. Z kolei w art. 53 odnoszącym się do funkcji badawczych i edukacyjnych zapisano, iż Instytut " upowszechnia w kraju i za granicą wyniki swojej pracy oraz badań innych instytucji, organizacji i osób nad problematyką stanowiącą przedmiot jego działania ". W efekcie w latach 2000–2015 IPN podpisał kilkadziesiąt bilateralnych umów o współpracy z partnerami zagranicznymi, starał się reagować na opinie krzywdzące Polaków i pomniejszające ich wkład w budowę demokratycznego ładu Europy, zorganizował szereg międzynarodowych konferencji naukowych, prezentował za granicą publikacje i wystawy, prowadził akcje edukacyjne i aktywnie wspierał Polonię. Istotnym aspektem międzynarodowej aktywności IPN były inicjatywy podejmowane przez pion archiwalny. Aby jednak z perspektywy ostatnich kilkunastu lat dokonać ich przynajmniej wstępnego bilansu, należy najpierw określić, jak kształtowały się główne kierunki działań Archiwum Instytutu w tym zakresie w latach 2000–2015. Jeśli za podstawowe kryterium zostanie przyjęty sformalizowany i planowy charakter współpracy międzynarodowej, realizowany głównie na podstawie zawartych umów i porozumień, to należy wymienić trzy podstawowe obszary takiej aktywności Archiwum IPN: 1) bilateralna współpraca naukowa; 2) pomoc w zabezpieczeniu polskich zbiorów archiwalnych za granicą; 3) wymiana i pozyskiwanie kopii dokumentów z archiwów zagranicznych.

Diplomatics offers a methodological approach to Information Science providing subsidies for
documentary analysis in Archival Science. Its origin dates back to the seventeenth century, when in 1681,
Mabillon published the work De re Diplomatica libri VI enunciating for the first time, the elements for
document criticism. After Mabillon, other works were published in France, Austria, Germany and Italy
contributing to the consolidation of the discipline within the so called “documentary sciences”, admitting
concepts and methods for the criticism of medieval documents. However, despite the long list of works,
the literature still lacks a systematization of the ideas of classical authors that make up the discipline, more
specifically, how they interact and work to its constitution. This systematization is important once authors
as Bautier (1962), Duranti (1995) and Heredia (1991) identified in those works, the earliest theoretical and
practical manifestations for archival organization. Thus, this dissertation performs a theoretical reunion of
Diplomatics from the study of its major works published between the seventeenth and twentieth centuries,
aiming to identify the role they play in the construction of both disciplines, systematizing the ideas of the
more expressive frameworks of the area in order to build a ideal type of diplomatics method. To do so, it
was carried out an exploratory, theoretical and documentary study in the works of Diplomatics identifying
the nature, object and purpose of discipline, so it could be built a cartography of authors who integrate the
epistemological constitution of the area, as well as an ideal type of diplomatic method, able to deal with
old and contemporary documents.

This article examines the claim that, through its overt symbolic messaging, the Gatineau Preservation Centre, opened by the National Archives of Canada in 1997, embodies a perfect transparency between function and form, with the shape of the place being derived seamlessly from the needs of the archival work done there, and the proof being in the exposure of all the elements to view. It reveals the undercurrents of contending oppositions to this claim, both in the subversive, Mannerist, or "impure" architectural eccentricities designed into the structure, and in the embodiment of archival narratives whose symbolism is challenged by unacknowledged resistances. While the building is clearly inspired by Modernist and Enlightenment orientations, such as the ambition to preserve unchanged a universal, transcendent historical authenticity, these diverse resistances buried in it are manifested, for example, in the contest of male versus female structural elements, and in the authority of the monumental and exposed set against the seduction of the varied and secret. Most importantly, the absorption of the body both metaphorically and physically into the many disciplines of the place unconsciously calls into question the building's self-image as the epitome of a liberal-humanist and objective-scientific activity; it reflects instead the destabilizing plays and displays of power which are increasingly seen to form the indeterminate field of the archival pursuit.

Artykuł powstał w oparciu o badania przeprowadzone w ramach realizacji projektu „Biurowość w czasach pandemii. Wpływ epidemii COVID-19 na informatyzację biurowości w administracji publicznej”, a jego głównym celem było określenie roli i znaczenia wykorzystania systemu EZD w okresie epidemii COVID-19 w jednostkach administracji samorządowej i rządowej w terenie. Na artykuł złożyły się – oprócz wprowadzenia i podsumowania – następujące części: System elektronicznego zarządzania dokumentacją (gdzie nakreślono w zarysie historię i prawne ramy wykorzystania systemów EZD w polskiej administracji), O badaniu (zawierającej opis poszczególnych etapów realizacji wspomnianego powyżej projektu badawczego i zgromadzonych danych), System EZD w badanych jednostkach – uwagi ogólne (w tej części omówiono proces wdrażania i wybrane aspekty użytkowania systemu EZD w jednostkach objętych badaniem), Organizacja pracy w czasie pandemii COVID-19 (przedstawienie praktycznych aspektów funkcjonowania urzędów w nowej, zmienionej pandemicznymi obostrzeniami rzeczywistości), System EZD w czasie pandemii (określenie roli systemu EZD w czasie epidemii koronawirusa SARS-CoV-2), Przygotowanie techniczne (ocena przygotowania technicznego oraz przybliżenie poczynionych inwestycji w sprzęt informatyczny niezbędny do pracy biurowej) oraz Przygotowanie merytoryczne (w tej części przedstawiono zapotrzebowanie urzędników na formy doszkalające).


The article is based on research conducted under the project „Office practices in times of pandemic. The impact of the COVID-19 epidemic on digitization of office work in public administration”, and its main objective was to determine the role and importance of the use of EDM system during the COVID-19 outbreak in local and central government administration units in the field. The article comprises – besides the introduction and summary – the following parts: Electronic Document Management System (where the history and legal framework of the use of EDM systems in Polish administration is outlined), About the study (describing the different stages of the above mentioned research project implementation and the collected data), EDM system in the surveyed units – general observations (this part discusses the implementation process and selected aspects of the use of the EDM system in the surveyed units), Organization of work during the COVID-19 pandemic (presentation of practical aspects of operation of the units in the new reality, changed by the pandemic strictures), EDM system during the pandemic (definition of the role of the EDM system during the SARS-CoV-2 coronavirus epidemic), Technical preparation (assessment of technical preparation and approximation of the investments made in IT equipment necessary for office work), and Substantive preparation (this section presents the needs of officials for additional training).

Hospital de Todos-os-Santos [All Saints Hospital] received since 1504 - the year the Regimento [rules of procedure] were approved - the abandoned or orphaned children of the city. Minors were placed in the Hospital wheel so this institution would foster, support, and educate them. Since 1564 the Hospital administration was entrusted to the Santa Casa da Misericórdia de Lisboa. Some years later, in the aftermath of the devastating earthquake on November 1, 1755, that Confraternity took on the direct responsibility for assisting unprotected children, creating the Hospital dos Expostos [Foundling Hospital].
Therefore, a considerable collection of documents (almost 200 linear metres) relating to the assistance of foundlings, covering a period dating back to the 17th century, is preserved in the Historical Archive of the Santa Casa da Misericórdia de Lisboa (AHSCML). This collection includes different archival series, with common and complementary information.
Some of these series are rare, such as the foundling tokens, which consist in handwritten notes that were left with some children when they were placed on the wheel. Sometimes these documents were accompanied by other pieces of various types.

As companies, governments and individuals scramble to protect important data and critical systems such as roads and power supplies from cyber threats, we overlook data sets that are perhaps even more valuable.

In a global environment of cyber-attacks, information manipulation and grey-zone cyber conflict aimed at disrupting nations and in particular western democracies, the threat to our national identity assets is real.

These assets are the evidence of who we are as a nation – from our electronic land titles and biometric immigration data, to the outcomes of our courts and electoral processes and the digital images, stories and national conversations we are having right now.

This report explores the value of Australia’s identity assets and the consequences of not protecting them now and into the future.

A Arquivística tem o arranjo e a descrição dos documentos de arquivo como processos nucleares de sua teoria e prática que dividem o mesmo objetivo: representar o conhecimento arquivístico. Essa representação está baseada fundamentalmente na aplicação do princípio da proveniência e no conceito de fundo documental. O presente artigo busca discutir especificamente a descrição arquivística, em face das mudanças e propostas de uma abordagem pós-moderna da disciplina que propõe o conceito de fundo e o princípio da proveniência como norteadores conceituais e não como entidades físicas -como até o momento se supunha -no processo de representação. Para tanto, são apresentadas as perspectivas teóricas dos estudos canadenses e australianos que se apresentam na vanguarda do movimento pós-moderno, discutindo as bases teóricas da Arquivística Moderna, face à realidade dinâmica da produção documental contemporânea.

Public and private organizations depend, for their disciplinary and surveillance power, on the creation and maintenance of records. Entire societies may be emprisoned in Foucauldian panopticism, a system of surveillance and power-knowledge, based on and practised by registration, filing, and records. Archives resemble temples as institutions of surveillance and power architecturally, but they also function as such, because the panoptical archive disciplines and controls through knowledge-power. Inside the archives, the rituals, surveillance, and discipline serve to maintain the power of the archives and the archivist. But the archives' power is (or should be) the citizen's power too. The violation of human rights is documented in the archives and the citizen who defends himself appeals to the archives. People value “storage” as a means to keep account of the present for the future. In order to be useable as instruments of empowerment and liberation, archives have to be secured as storage memory serving society's future functional memories.

Historia zarządzania dokumentacją, a więc i droga dziejowa zawodu zarządcy dokumentacji zaczyna się znacznie wcześniej, niż ustalenie ram teoretycznych tej dyscypliny naukowej. Również zarządzanie nie jest pojęciem, które należy identyfikować jedynie z minionym stuleciem. Oś czasu records managementu zaczyna się zwykle w latach 50 XX w. i amerykańskiej potrzebie zapanowania nad tonami rokrocznie zapisywanego papieru. Ta dziedzina ogólnego zarządzania administracyjnego jest jednak tak uniwersalna w swoim zakresie, można stwierdzić, iż rozwijała się – choć nie nazwana jeszcze zarządzaniem dokumentacją – równocześnie w wielu krajach, w tym w Polsce. Głównym celem artykułu jest zredefiniowanie zawodu zarządcy dokumentacji oraz poszukanie jego odbicia w koncepcjach prezentowanych przez Jana Kościołka. W rozważaniach nad zarządzaniem dokumentacją zawarto przegląd definicji tej dyscypliny naukowej i wskazano zadania zarządcy dokumentacji w instytucji. Najważniejszym z nich jest permanentne poszukiwanie efektywności.

Jan Kościołek już w 1947 r. postulował powierzanie określonej komórce organizacyjnej – biurze organizacji – zadanie obserwowania pracy komórek oraz niwelowania nieprawidłowości. Pięć lat później, w 1952 r. pojawiają się pierwsze koncepcje stanowiska pracy, które jak najbardziej można porównywać lub nawet utożsamiać z zarządcą dokumentacji. Specjalista-organizator miał analizować czynności biurowe, szukać przyczyn nieefektywności, projektować zmiany i je wdrażać. Wszystkim tym we współczesnych instytucjach powinien zajmować się zarządca dokumentacji. Odbicie określonego w polskim prawie w 2011 r. koordynatora czynności kancelaryjnych można znaleźć w innej publikacji Kościołka. W 1952 r. zarządzającemu aktami przypisał zupełnie podobne zadania. Są to jednoznaczne dowody na to, że nie tylko w praktyce, ale także na gruncie naukowym dążono do opracowania metod efektywnego tworzenia i przechowywania dokumentacji na przełomie pierwszej i drugiej połowy XX w. w Polsce.

History of records management, as well as the past routes of the profession of records manager, starts much earlier then conceptualizing theoretical frameworks of this scientific discipline. Also management is not a term that should be identified only with the previous century. The timeline of records management starts usually in the 1950s with the American need of coping with tons of paper covered with writing every year. This field of general administrative management is so universal in its scope, it can be said that it developed – not under the name of records management yet – simultaneously in many countries, Poland included. The main goal of the article is to redefine the profession of records manager and looking for its reflections in ideas of Jan Kościołek. Consideration of records management included overview of the discipline’s definitions, as well as indicating tasks of a records manager in an institution. The most important one is permanent search for efectiveness.

As early as in 1947 Jan Kościołek suggested that the task of observing work of organisational units and neutralising flaws should be entrusted to a specific unit – organisation’s office. Five years later, in 1952, occurred first concepts of job that could be compared or equated to records manager. The specialist-organiser was supposed to analyse office work, look for reasons for inefficiency, design changes and implement them. All these tasks in contemporary institutions should be handled by a records manager. A reflection of the office tasks coordinator, described in the Polish law from 2011, could be found in another Kościołek’s publication. In 1952 he entrusted the job with similar tasks. This is concluding evidence that at the turn of the first and the second half of the 20th century not only in practice, but also in the academic field one pursued to establish methods of effective creation and storage of records.

Trotz der gegenseitigen fundamentalen Verbundenheit der Archivistik und der Geschichtswissenschaft auf dem Felde von Theorien, methodologischen Auffassungen, Methoden, Begriffen und Konzepten kommt es in der Tat zu überhaupt keinem Dialog oder zu einer tieferen Kommunikation. In diesem Kontext versucht der vorliegende Beitrag eine Weise zu finden, auf welche man die methodologischen Auffassungen von Archivistik und Geschichtswissenschaft verbinden könnte, und zwar auf der konkreten Ebene der Theorie der Bedeutung des Dokumentes. Weiter sucht er nach Möglichkeiten der Anknüpfung dieser Theorie an das Begreifen der historischen Quelle aus der Position der Geschichtswissenschaft.
Den Ausgangspunkt der Studie stellt die Frage des wissenschaftlichen Charakters der Archivwissenschaft, der Archivistik, dar. Weiter wird auf die bisher nur sehr sporadische Überschneidung der Methodologie von Archiv- und Geschichtswissenschaft hingewiesen. Drittens werden archivarische Schlüsselkonzeptionen des Wertes vom Dokument systematisiert und zwar als Grundlage des Vorschlags einer Ausarbeitung der Theorie von Bedeutungsebenen des Dokuments, wie auch des Archivales oder der historischen Quelle allgemein. Zum Schluss sind Möglichkeiten vorgeworfen, wie sich die Theorie der Bedeutung des Dokuments (historischer Quelle) und das spezifische Konzept des Tertiärwertes mit der Sphäre der Methodologie der Geschichtswissenschaft verbinden könnten.
Der Text sollte nicht nur auf die Defizite in der Kommunikation zwischen der Archivistik und der Geschichtswissenschaft auf dem theoretisch-metho690
dologischen Felde hinweisen, sondern versucht er auch die mögliche Zusammenarbeit beider Fächer aufgrund ihrer gemeinsamen theoretischen, methodologischen und methodischen Ausgangspunkte, sowie ihre potentielle gegenseitige Kommunikation und Verflechtung zu thematisieren. Zugleich will er beweisen, dass eine derartige Intention von großer Bedeutung und höchst aktuell ist.

The cases of archival crime in Indonesia, especially political cases, have been common news informed by media, from news paper, television, and social media. One of the disciplines which studies the archival forgery, as form of archival crime is diplomatics. This article analysed the case of the CC -Constitutional Court of the Repubic of Indonesia’s archival forgery carried out by Andi Nurpati as the chairman of GEC-General Election Commission in 2009. This paper examined the forgeries of the documents (2 letters sent from the CC to GEC) from archival diplomatics perspectives. It’s concluded that the two documents in the case of Andi Nurpati were not authentic and reliable due to the fact that they couldn’t fulfill the requirement of diplomatics in which the creation procedure and the components of author, writer and addressee didn’t  purport to be.

For å klargjøre hva som bør forståes med arkivforskning er det nødvendig å se naermere på begrepet arkivvitenskap eller arkivistikk, som det av og til kalles for å unngå sammenblanding med det anglosaksiske begrepet "science". I det følgende vil den kontinentale forståelsen av begrepet vitenskap (wissenschaft) ligge til grunn. Arkivvitenskap vil derved bli benyttet sammen med det terminologiske tvillingbegrepet arkivviter 1 forstått som en utøver eller kjenner av denne vitenskapen. Dette i naturlig motsetning til begrepet arkivar hvis baerende mening er knyttet til funksjonsutøving. Det er altså mulig å vaere arkivviter uten å vaere arkivar, på samme måte som det åpenbart er mulig å vaere arkivar uten å i saerlig grad befatte seg med arkivvitenskap.

In the last decade, appraisal has become one of the central topics of archival literature. However, the approach to appraisal issues has been primarily methodological and practical. This article discusses the theoretical implications of appraisal as attribution of value to archives, and it bases its argument on the nature of archival material as defined by traditional archival theory.

In this paper I present the Mediated Recordkeeping model developed as an outcome of my PhD research into YouTube as an emergent archive and space of diversity and multiplicity and of personal and community memories and stories. The Mediated Recordkeeping model was developed from a deep understanding of continuum informatics and as a result of an exploration into the numerous and simultaneous transactional and evidential processes involved in the creation, use and value of cultural expression on YouTube. The Mediated Recordkeeping model challenges and extends continuum informatics, and presents a framework for understanding memory-making and recordkeeping as a node in a pluralized network. The opportunity this model presents is for heritage and memory institutions to connect, collaborate and facilitate an active, participative shared memory-making network that is diverse, yet inclusive of multiple narratives, including those that are dispersed, hidden and incommensurate.

Chapter 3 presents empirically informed analyses of a number of new public
space projects initiated first as counter-projects and counter-spaces
by a variety of community and historic preservation society interests.
It demonstrates further that, Vancouver City Council (VCC) proved
receptive to the counter-projects and provided an overarching strategic
spatial framework within which the projects on the ground were
devised and implemented. This chapter also introduces the importance
of the social animation of public space, whether through politicised
collective action or ludic enjoyment. Changing representations of space
through time are shown to have implications for spatial practice on the ground, based on differences in the way social behaviour in public
space is understood and interpreted.

The information has always played a key role in social life, however, in recent years, with the so-called "information age", discussions about the subject "information" have accompanied an exponent growth, both in the academic environment, as in society. The present paper discusses the information from the point of view of Information Science, specifically from the Archival Science point of view using the concepts information-as-a-thing, and organic information, both developed respectively by Buckland and by Couture, Ducharme and Rousseau.

Operation of the Central and State laws on right to information in India is integrally related to effective management of government records and information. This article makes a critical analysis of public records management in India, especially digital preservation, in the context of execution of central law on right to information in India—the Right to Information Act (2005). In particular, it makes a case for turning the gaze of all the stakeholders in the right to information movement to one of most significant, but neglected, legislation dealing with preservation, management, and organization of the records(including digital records) of the Central Government, the Public Records Act (1993). Архіўная сістэма -сістэма традыцыйна кансерватыўная, але мусіць адказваць і адказвае на актуальныя запатрабаванні грамадства. На працягу ўсяго ХХ ст. у Беларусі адбываліся перманентныя сістэмныя змены відавым складзе архіваў і дакументаў, асабліва яны праявіліся ў 90-я гг. ХХ ст. З гэтага часу былі створаныя Архіў электроннай дакументацыі пры Беларускім навукова-даследчым цэнтры электроннай дакументацыі, грамадскія архівы: Архіў найноўшае гісторыі, Беларускі архіў вуснай гісторыі, каталог "Некропалі Беларусі" і інш. Актуальным на сённяшні дзень з'яўляецца выяўленне лакунаў у камплектаванні дзяржаўных архіваў і іх запаўненне, шляхам праектавання і увядзення ў дзеянне новых відаў архіваў.
