Built Heritage Restoration and Preservation

Today built heritage conservation should consider constantly changing needs of users. In particular, recent problems related to the economic crisis and to environmental pollution make issues related to consumption reduction and environmental impact particularly important.
Even if historical buildings have many sustainable features in terms of embodied energy and land consumption, they don’t perfectly meet current standards and impose many restraints from a constructive and typological/functional point of view.
In recent years a new approach to preservation has been derived from the theory of “care of monuments” by Ruskin: a preventive and constant maintenance,  interpreted as less destructive and cheaper intervention and management of the continual becoming. Besides a lifecycle approach leads to reconsider management and to rethink the intervention putting in place a balance between positive and negative contributions in the long term.
The LCA mantra “from cradle to grave” is usually applied to new products taking into account all components, from the extraction/production of raw materials to the disposal of constructive elements. Since the main goal of historical buildings' conservation is to shift to infinity their dismissal time, this study aims to lay the foundations for an innovative approach for sustainability assessment of existing buildings that should consider the resources savings and doesn’t set a time limit for the building’s life.
The paper focuses on “minor” built heritage, the most exposed to abandonment and decay.

La sostenibilità nei suoi aspetti ambientale ed economico è divenuta, da diversi anni, tema centrale nei
dibattiti tecnici relativi a tutte le aree della produzione e della gestione dei beni materiali, sia a causa delle
conseguenti ricadute sull’ambiente, sia per le problematiche connesse alla dipendenza dalle fonti
energetiche non rinnovabili (esaurimento, razionamento da parte dei paesi estrattori, incremento dei costi).
Negli ultimi anni, con l’estensione del tema dai dibattiti tecnici alla sfera pubblica e politica è avvenuto un
rilevante cambiamento culturale e si è tentato di mettere in atto strategie di produzione e gestione
“sostenibili”.
Dal Rapporto Brundtland in poi il concetto di sostenibilità è stato sempre connesso alla difesa degli interessi
delle generazioni future tramite la non compromissione di un patrimonio comune (ambientale, culturale,
ecc.). Dalla metà degli anni Novanta – con la Conferenza di Kyoto – il tema della sostenibilità fu applicato
direttamente al settore edilizio per il suo significativo impatto sull’ambiente. L’edilizia è infatti responsabile
di circa il 40% dell’energia consumata in Europa (il 70% della quale deriva dall’energia usata per il
riscaldamento degli edifici (Commissione delle Comunità Europee 2005) e produce circa il 35% delle
emissioni di gas serra (Commissione delle Comunità Europee 2004, p. 21); inoltre la popolazione europea
trascorre quasi il 90% del proprio tempo negli edifici e per questo una cattiva progettazione o il ricorso a
metodi di costruzione inadeguati può avere effetti negativi non solo sui costi di gestione, ma anche sulla
salute umana (Commissione delle Comunità Europee 2004, pp. 21-22).
Nel settore delle nuove costruzioni il tema della sostenibilità ambientale è largamente pubblicizzato da anni,
spesso però come solo come schermo per nascondere una pratica progettuale e costruttiva che non ha
cambiato la propria impostazione generale, ma solo alcuni parametri progettuali (e.g. trasmittanza termica
delle chiusure) (Cinieri, Zamperini 2014, p. 724). Nell’ambito del costruito esistente invece l’intervento in
termini di sostenibilità è una novità attuale, sebbene da un punto di vista teorico la necessità di applicare i
principi della sostenibilità anche a edifici già costruiti sia stata messa in evidenza quasi vent’anni fa durante
le conferenza Habitat II (Nazioni Unite 1996, p. 9).
In Italia il 91,6% degli edifici che costituiscono il patrimonio edilizio nazionale è stato realizzato prima del
1991 (Ambrogio, Zuppiroli 2013, pp. 88-93), anno di emanazione della legge 10 del 9 gennaio 1991 - Norme
per l'attuazione del Piano energetico nazionale in materia di uso razionale dell'energia, di risparmio
energetico e di sviluppo delle fonti rinnovabili di energia. Nel secondo dopoguerra le città avevano subito
una grande espansione, connesso ad un’effettiva necessità di nuovi alloggi che furono spesso costruiti in
maniera frettolosa e con scarsa attenzione ai temi energetici; dopo una fase di inversione di tendenza tra
gli anni Settanta e gli Ottanta (quando si puntò molto sulla riqualificazione dei centri storici), a partire dal
decennio successivo si è costruito più delle effettive necessità. Il brusco calo di investimento nelle nuove
costruzioni – principalmente causato dallo scoppio della “bolla speculativa” (2007-2008) – ha portato a
incrementare il peso relativo degli interventi sull’esistente (vedi figg. 1-2) (Cinieri 2015, pp. 5, 104-105).
Le direttive europee 2002/91/CE e 2010/31/UE (EPBD) hanno trattato il tema il problema della sostenibilità
ambientale del patrimonio costruito esistente, tuttavia non hanno imposto standard prestazionali e hanno
demandato agli Stati membri l’applicazione dei requisiti prestazionali nell’ambito del patrimonio edificato
di valore architettonico-culturale (cfr. 2002/91/CE, art. 4, comma 1 e 2010/31/UE, art. 4, comma 2).
L’implementazione di strategie progettuali sostenibili per la gestione di beni ai quali è attribuito un valore
non solo economico, ma anche storico e culturale è oggi considerato di grande importanza e attualità. Negli
ultimi decenni si è infatti progressivamente ampliato l’interesse per la tutela dei beni architettonici storici
diffusi, che coincidono approssimativamente con quelli costruiti precedentemente alla diffusione – nel
Secondo dopoguerra – delle tecniche costruttive basate sulla produzione industrializzata dei componenti e
su una nuova organizzazione del processo edilizio (Cinieri 2015, p. 36). Sebbene in Italia questi edifici
corrispondano a circa il 30% dell’intero patrimonio edilizio, la vigente legge in materia di beni culturali
(D.Lgs 42/2004) tutela solo gli edifici dichiarati di «interesse culturale», corrispondenti a circa il 3% degli
edifici realizzati prima del 1946 (Ambrogio, Zuppiroli 2013, pp. 88-93; MiBACT 2014, p. 8).
Al di là del problema ambientale, la recente crisi economica ha reso più vincolante il tema della gestione
tecnico-economica dei beni edilizi, incentivando le ricerche volte al risparmio delle risorse.
Nonostante i fondi pubblici destinati a finanziare interventi conservativi siano stati progressivamente ridotti
negli ultimi anni, per il patrimonio storico che può essere considerato “emergente” spesso viene tollerata
una non sostenibilità ambientale ed economica; al contrario, per i beni diffusi (che costituiscono una parte
significativa dell’intero patrimonio edilizio) non si può evitare di mettere in atto strategie volte al risparmio
di risorse economiche (Cinieri, Zamperini 2014, pp. 726-727) e la problematica è particolarmente sentita
nell’ambito dell’edilizia residenziale.

The paper discusses socio-economic and cultural conditions and technological and formal aspects which attests rooftop additions on existing buildings as a model for increasing built density of residential area. In Italy most of the residential buildings constructed in postwar period have today low architectural quality and are degraded. The need for upgrade of this real estate gives the opportunity to implement strategies to reduce land consumption through rooftop additions. In a conservative approach to built heritage, the dismantling of roofs implies a loss of material culture; otherwise, the construction of the same volumes in new areas would cause an irreversible land consumption. A conflict rises between the needs for conservation of built heritage and of territory; in accordance with Amedeo Bellini, the resolution of this conflict must be based on ethical judgments. Thus the addition shouldn’t be a parasite, but it must achieve a symbiotic architecture in which both host and symbiont derive benefit from the interaction.

Processes of increase in urban population have always been characterized by an alternation of phases in which densification of existing urban fabric prevailed, with other in which the prevalent phenomenon was urban expansion. Phases of density increase are related to physical constraints or economic-political issues. Expansion prevails in periods in which constraints disappear. In recent decades, the housing bubble has fostered the so-called urban sprawl, which irreversibly subtracts room for agriculture and natural environment. The goal of sustainability imposes to hold down land consumption. Nevertheless, evolution of needs and changes in activities require adequate spaces. This paper proposes the use of symbiotic architecture to requalify and rationally densify urban fabric: the possibility to create new built volumes in already-urbanized areas prevents the creation of new infrastructure, allowing to allocate resources to the redevelopment of existing ones; the increase of building density consent neighbourhoods to reach a critical mass of inhabitants allowing the establishment of new services. Proposed solutions cannot be regulated by general rules; they should be governed by specific urban plans based on the study of the anthropic load on existing infrastructures and on the protection of already saturated areas from property speculation.

The issue of the relationship between contemporary architecture and pre-existence is of utmost importance as always and nowadays increasingly architects tend to operate with additions or substitutions in the core of already urbanized areas, both of the historic city and in recently built context.
The paper present a critical description of the particular reasons that lead to insert new architecture in existing building tissue and of objectives that arises with respect to pre-existence in order to carry out an analysis of the conceptual and practical approaches arising therefrom; finally, the paper highlights the impact of these actions on transmission of existing buildings to future generations.
Only a careful dialogical approach to the inclusion of new architecture in the built contexts can be the herald of the modern instances of protection of existing heritage, safeguarding its historical authenticity and the multiplicity of its tangible and intangible features, which are proposed as data that are always subject to countless and endlessly new interpretations. In the variety of its forms and within the limits of respect for pre-existence, the dialogical approach also allows full freedom of expression to contemporary architecture allowing to add new cultural resources to the multilayered built palimpsest.

La cuestión de la relación entre la arquitectura contemporánea y la preexistente es de suma importancia, ya que desde siempre y cada vez más se sigue trabajand con las adiciones o sustituciones en áreas ya urbanizadas, tanto en el casco histórico como en contextos de más reciente construcción.
El artículo presenta un análisis crítico de las motivaciones contingentes que llevan a la inclusión de nuevas arquitecturas en lo construido y de los objetivos que se plantean respecto a la preexistencia, con el fin de llegar a la realizazión de un análisis de las orientaciónes conceptuales y prácticas que derivan de ellos; por fin se van a subrayar los efectos de estas intervenciones sobre la transmisión del patrimonio arquitectónico existente a las generaciones futuras.
Sólo una cuidadosa orientación dialógica hacia la inclusión de nuevas arquitecturas en contextos construidos puede ser el portador de las instancias modernas de tutela del existente, en su autenticidad histórica y en la multiplicidad de sus características materiales e inmateriales, que se presentan como datos que siempre serán sometidos a infinitas interpretaciones infinitamente nuevas. En la multiplicidad de sus formas y dentro de los límites respecto a la preexistencia, la orientación dialógica también permite la plena libertad de expresión de la arquitectura contemporánea permitiendo añadir nuevos recursos culturales al palimpsesto edificado."

The intervention on Cultural Heritage has evolved from an idea of a post factum restoration, that puts an end to a process of continual becoming, to a preventive and constant maintenance, as a less destructive and cheaper action, actually recovery of a philosophy of intervention on historical buildings that has been part of the discipline of restoration since long ago (“care of monuments” supported by John Ruskin).

La rilevazione dei danni sismici sul patrimonio storico architettonico viene compiuta tramite modelli schedografici stabiliti dalla Protezione Civile e si differenzia da quella relativa alla verifica di agibilità dell'edilizia ordinaria, compiuta attraverso schede di primo livello (schede Ae-DES, cfr. OPCM 3753 del 6-4-2009 e DPCM 5-5-2011). Per gli edifici monumentali e per quelli di interesse storico, indipendentemente dall'esistenza o meno di un vincolo MiBAC, la rilevazione del danno e della vulnerabilità sismica viene effettuata attraverso schede di secondo livello (modelli A-DC per le chiese e B-DP per i palazzi, cfr. DPCM 23-2-2006, G.U. n°55 del 7-3-2006) che necessitano di un'analisi più approfondita mirata alla conoscenza storico-costruttiva dell'edificio (dati tipologici e dimensionali, analisi delle murature, stato di conservazione etc.), allo studio dei macroelementi e dei meccanismi di collasso, al rilievo del danno e della vulnerabilità con calcolo dei relativi indici, alla stima economica dei danni e dei costi di intervento, fino alla definizione di interventi opportuni per scongiurare ulteriori danni e per la messa in sicurezza dell'edificio e delle aree circostanti. Le attività di rilievo del danno sul patrimonio storico architettonico nell'area del cratere sismico abruzzese sono state compiute, nei mesi successivi al sisma del 2009, tramite un rilevante numero di sopralluoghi eseguiti -spesso in condizioni critiche per la sicurezza -da squadre del Nucleo Operativo Patrimonio Storico Artistico (NOPSA) composte da architetti e storici dell'arte funzionari del MiBAC, da tecnici esperti in analisi delle strutture storiche provenienti da Università italiane e/o dal CNR-ITC, nonché da Vigili del Fuoco. La compilazione delle schede, effettuata su copie cartacee dei modelli ufficiali, avveniva sulla base degli appunti grafici e della documentazione fotografica eseguita durante i sopralluoghi; l'archivio costituito presso la struttura del Vice Commissario delegato per la Tutela dei Beni Culturali (OPCM 3761 del 1-5-2009) è stato inizialmente cartaceo, poi digitalizzato in ambiente Microsoft Access. L'archivio fotografico (oltre 80.000 foto) è stato ordinato in cartelle distinte per località e denominazione del bene. La gestione di tale ingente documentazione è un problema complesso che non sembra ancora aver trovato, dopo quattro anni dal sisma, una soluzione definitiva, in quanto ogni amministrazione coinvolta (Struttura per la Gestione dell'Emergenza, Regione, Soprintendenze, Comuni, etc.) dispone di una propria base di dati predisposta in modo autonomo. The sustainability is an essential topic in the field of building planning and it became also a necessary requirement of the Cultural Heritage preservation.
It’s a long time since the STEP laboratory, of the University of Pavia, deals with researches on the themes of recovery and restoration of Interdepartmental Research Centre on Cultural Heritage Conservation (CISRiC). The STEP laboratory has worked on the development of analysis and energy assessment methodologies and on the sustainable management of historical buildings. In this area, a research was conduct and experimented on the southern wing of the royal palace of Monza, in Lombardy (north of Italy). Another project was focused on the creation of assessment models aimed at planning the conservation and the Life Cycle Assessment of “Minor” monuments, such as the sanctuary of the Beata Vergine Annunciata in Serle (province of Brescia), also in Lombardy.
The methodological features delineate a unified approach for the sustainable management of the Cultural Heritage, through the conducted case-studies.

This paper presents a methodology for the cross-disciplinary collaboration of researchers, scholars, and city stakeholders in the reactivation of urban spaces that lie in-between memory and marginal realities, with the use of immersive technologies observation data. This practice is implemented in the ongoing study of Paphos Gate area of historic Nicosia which lies on the infamous Green Line that still divides the city, and builds on the use of cutting-edge methods of capturing and analysing on-site information in order to integrate design within the history of the place.

The paper presents the intermediate results of a research ongoing at the University of Pavia whose object is the analysis of geometry, morphology, materials and degradation of the central building of the university, with the aim of drawing up a comprehensive program of planned conservation. The University of Pavia is an ancient foundation University (1361) and as such now it has a vast building stock composed of buildings whose construction dates back to various periods. The subject of this study is the central building, currently hosting the rectory and some university departments, which in its present form is the result of a long and complex historical stratification. At the same time the demand of planning not only technical but also financial investment with the purpose of preservation and enhancement of the built heritage now make it increasingly necessary to develop an integrated approach to planned conservation. In the current approach to protection of built heritage the importance of conservation of more easily degradable constructive and technological elements is recognized, therefore in this context, planned maintenance has taken on a peculiar character, and scientific community preferred to name it planned conservation. Punctual repair and conservation works were therefore opposed to the systematic and periodic replacement of elements which are damaged, degraded or (on the basis of theory of planned obsolescence) considered next to meeting these conditions. Given their specificity, such conservation works cannot disregard the careful knowledge of building elements on which it must operate and their composition in the building technology system. The drafting of a planned conservation plan therefore requires a careful preliminary study phase which might lead to the breakdown of the entire building technology system (or one of its sub-system) in the individual technical elements that compose it. On this basis, researchers have developed a test on one of the most significant historic courtyards of the central building complex: the Volta Court. During the research the survey of the geometry and of the current state of preservation have been carried out. The set of acquired information has been translated into an user friendly GIS system designed to provide the information base for defining the future monitoring and intervention strategy.
