Risk is defined as the probability of a specific adverse event occurring within a specific period, while Quantitative risk assessment (QRA) is the development of a quantitative estimate of risk based on engineering evaluation and mathematical techniques by combining estimate of incident consequences and frequencies. In view of the increase in the use of railways as the mode of transportation for hazardous materials throughout the world, the associated risk analysis should be taken into concern. In this study, the failure frequency of the transportation of ammonia from the Petronas fertilizers Kedah (PFK) plant in Gurun (Northern part of Peninsular Malaysia), to the Chemical Company Malaysia (CCM) fertilizer's facilities in Port Klang (South-western part of Peninsular Malaysia) was evaluated by incorporating the human error assessment. The study highlighted the importance of human error contributions in the failure frequency analysis and its impact on the selected failure scenarios. Besides, it also shows that the application of the human error assessment and reduction technique (HEART), which is a useful human reliability analysis tool, should be used in parallel with the fuzzy arithmetic approach to reduce the uncertainties involved in the estimation of human error probabilities, and hence, to reduce the likelihood of incorrect risks estimates being assessed. The results suggested that the commonly applied approach in quantitative risk assessments, which only consider equipment failures in the failure frequency estimations, are clearly an underestimate of the potential causes of failures leading to hazardous material releases, and hence, the calculated risks based do not reflect the actual risks. © 2008 American Institute of Chemical Engineers Process Saf Prog, 2009

Debugging large-scale parallel applications is challenging. In most HPC applications, parallel tasks progress in a coordinated fashion, and thus a fault in one task can quickly propagate to other tasks, making it difficult to debug. Finding the least-progressed tasks can significantly reduce the effort to identify the task where the fault originated. However, existing approaches for detecting them suffer low accuracy and large overheads; either they use imprecise static analysis or are unable to infer progress dependence inside loops. We present a loop-aware progress-dependence analysis tool, Prodometer, which determines relative progress among parallel tasks via dynamic analysis. Our fault-injection experiments suggest that its accuracy and precision are over 90% for most cases and that it scales well up to 16,384 MPI tasks. Further, our case study shows that it significantly helped diagnosing a perplexing error in MPI, which only manifested at large scale.

This article examines five common misunderstandings about case-study research: (a) theoretical knowledge is more valuable than practical knowledge; (b) one cannot generalize from a single case, therefore, the single-case study cannot contribute to scientific development; (c) the case study is most useful for generating hypotheses, whereas other methods are more suitable for hypotheses testing and theory building; (d) the case study contains a bias toward verification; and (e) it is often difficult to summarize specific case studies. This article explains and corrects these misunderstandings one by one and concludes with the Kuhnian insight that a scientific discipline without a large number of thoroughly executed case studies is a discipline without systematic production of exemplars, and a discipline without exemplars is an ineffective one. Social science may be strengthened by the execution of a greater number of good case studies.

The text presents a new interpretation of the Old Rus’ Primary Chronicle through the lens of I. Wallerstein’s and A.G. Frank’s World(-)System Theories, combined with social constructivism and historical anthropology, which will allow the author to elaborate on the utility and advantages that this concept offers for the large-scale study of pre-modern literature.

Phronetic organizational research is an approach to the study of management and organizations focusing on ethics and power. It is based on a contemporary interpretation of the Aristotelian concept phronesis, usually as ‘prudence’. Phronesis is the ability to think and act in relation to values, to deliberate about ‘things that are good or bad for humans’ in the words of Aristotle (1976:1140a24–b12). Phronetic organizational research effectively provides answers to the following four value-rational questions, for specific problematics in management and organization studies: 1. Where are we going with this specific management problematic? 2. Who gains and who loses, and by which mechanisms of power? 3. Is this development desirable? 4. What, if anything, should we do about it?

The Aalborg Project may be interpreted as a metaphor of modern politics, modern administration and planning, and of modernity itself. The basic idea of the project was comprehensive, coherent, and innovative, and it was based on rational and democratic argument. During implementation, however, when idea met reality, the play of Machiavellian princes, Nietzschean will to power, and Foucauldian rationality-as-rationalization resulted in the fragmentation of the project.

At the same time that case studies are widely used and have produced canonical texts, it may be observed that the case study as a methodology is generally held in low regard, or is simply ignored, within the academy. For example, only 2 of the 30 top-ranked U.S. graduate programs in political science require a dedicated graduate course in case study or qualitative methods, and a full third of these programs do not even offer such a course. In contrast, all of the top 30 programs offer courses in quantitative methods and almost all of them require training in such methods, often several courses. In identifying this paradox of the case study’s wide use and low regard, Gerring rightly remarks that the case study survives in a “curious methodological limbo,” and that the reason is that the method is poorly understood. In what follows, we will try to resolve Gerring’s paradox and help case study research gain wider use and acceptance.

In this paper we argue that the use of the communicative theory of Jürgen Habermas in planning theory is problematic because it hampers an understanding of how power shapes planning. We posit an alternative approach based on the power analytics of Michel Foucault which focuses on ‘what is actually done’, as opposed to Habermas’s focus on ‘what should be done’. We discuss how the Foucauldian stance problematises planning, asking difficult questions about the treatment of legitimacy, rationality, knowledge and spatiality. We conclude that Foucault offers a type of analytic planning theory which offers better prospects than does Habermas for those interested in understanding and bringing about democratic social change through planning.

This article presents results from the first statistically significant study of cost escalation in transportation infrastructure projects. Based on a sample of 258 transportation infrastructure projects worth US$90 billion and representing different project types, geographical regions, and historical periods, it is found with overwhelming statistical significance that the cost estimates used to decide whether such projects should be built are highly and systematically misleading. Underestimation cannot be explained by error and is best explained by strategic misrepresentation, that is, lying. The policy implications are clear: legislators, administrators, investors, media representatives, and members of the public who value honest numbers should not trust cost estimates and cost-benefit analyses produced by project promoters and their analysts.

This article presents the theoretical and methodological considerations behind a research method which the author calls ‘phronetic planning research’. Such research sets out to answer four questions of power and values for specific instances of planning: (1) Where are we going with planning? (2) Who gains and who loses, and by which mechanisms of power? (3) Is this development desirable? (4) What, if anything, should we do about it? A central task of phronetic planning research is to provide concrete examples and detailed narratives of the ways in which power and values work in planning and with what consequences to whom, and to suggest how relations of power and values could be changed to work with other consequences. Insofar as planning situations become clear, they are clarified by detailed stories of who is doing what to whom. Clarifications of that kind are a principal concern for phronetic planning research and provide the main link to praxis.

Megaproject Planning and Management: Essential Readings contains the seminal articles from the growing body of research on megaproject planning and management along with an original introduction by the editor, Bent Flyvbjerg. The article first describes characteristics of major infrastructure projects. Second, it documents a much neglected topic in economics: that ex ante estimates of costs and benefits are often very different from actual ex post costs and benefits. For large infrastructure projects the consequences are cost overruns, benefit shortfalls, and the systematic underestimation of risks. Third, implications for cost–benefit analysis are described, including that such analysis is not to be trusted for major infrastructure projects. Fourth, the article uncovers the causes of this state of affairs in terms of perverse incentives that encourage promoters to underestimate costs and overestimate benefits in the business cases for their projects. But the projects that are made to look best on paper are the projects that amass the highest cost overruns and benefit shortfalls in reality. The article depicts this situation as ‘survival of the unfittest’. Fifth, the article sets out to explain how the problem may be solved, with a view to arriving at more efficient and more democratic projects, and avoiding the scandals that often accompany major infrastructure investments. Finally, the article identifies current trends in major infrastructure development. It is argued that a rapid increase in stimulus spending, combined with more investments in emerging economies, combined with more spending on information technology is catapulting infrastructure investment from the frying pan into the fire.

The understanding of measurement and evaluation which is one of the teacher qualifications in the new curriculum has come into prominence. Therefore, classroom measurement and evaluation applications have become as significant as large-scale measurement and evaluation applications. The purpose of the study is to investigate how classroom and large-scale measurement and evaluation practices are applied in Turkish Education System. As a result of the examination of national literature, it was observed that classroom and large-scale measurement and evaluation applications were inadequate. Consequently, it was seen that the validity of classroom and large-scale measurement applications was very low and that the applications of measurement and evaluation did not serve their purposes. Besides, the right decisions on students would not be true because of the judgments made from the results of the invalid exams (classroom or large-scale).

This article provides an answer to what has been called the biggest problem in theorizing and understanding planning: the ambivalence about power found among planning researchers, theorists, and students. The author narrates how he came to work with issues of power and gives an example of how the methodology he developed for power studies—phronetic planning research—may be employed in practice. Phronetic planning research follows the tradition of power studies running from Machiavelli and Nietzsche to Michel Foucault and Pierre Bourdieu. It focuses on four value-rational questions: (1) Where are we going with planning? (2) Who gains and who loses, and by which mechanisms of power? (3) Is this development desirable? (4) What should be done? These questions are exemplified for a specific instance of Scandinavian urban planning. The author finds that the questions, and their answers, make a difference to planning in practice. They make planning research matter.

This paper presents a formulation and procedure for incorporating the multibody dynamics analysis capability of tracked vehicles in large-scale multibody system. The proposed self-contained modular approach could be interfaced to any existing multibody simulation code without need to alter the existing solver architecture. Each track is modeled as a super-component that can be treated separate from the main system. The super-component can be efficiently used in parallel processing environment to reduce the simulation time. In the super-component, each track-link is modeled as separate body with full 6 degrees of freedom (DoF). To improve the solution stability and efficiency, the joints between track links are modeled as complaint connection. The spatial algebra operator is used to express the motion quantities and develop the link’s nonlinear kinematic and dynamic equations of motion. The super-component interacts with the main system through contact forces between the track links and the driving sprocket, the support rollers and the idlers using self-contained force modules. Also, the super-component models the interaction with the terrain through force module that is flexible to include different track-soil models, different terrain geometries, and different soil properties. The interaction forces are expressed in the Cartesian system, applied to the link’s equation of motion and the corresponding bodies in the main system. For sake of completeness, this paper presents dynamic equations of motion of the links as well as the main system formulated using joint coordinates approach.

As megaprojects have become ubiquitous, their real benefits and costs have come under increased scrutiny. We interviewed Bent Flyvbjerg, who has extensively studied megaproject development. Flyvbjerg has found systematic problems in the development process: by intentionally misrepresenting information and deliberately disregarding risks, proponents instigate projects that result in fewer benefits and higher costs than promised.

The Supplementary Green Book Guidance on Optimism Bias (HM Treasury 2003) with reference to the Review of Large Public Procurement in the UK (Mott MacDonald 2002) notes that there is a demonstrated, systematic, tendency for project appraisers to be overly optimistic and that to redress this tendency appraisers should make explicit, empirically based adjustments to the estimates of a project’s costs, benefits, and duration. HM Treasury recommends that these adjustments be based on data from past projects or similar projects elsewhere, and adjusted for the unique characteristics of the project in hand. In the absence of a more specific evidence base, HM Treasury has encouraged departments to collect data to inform future estimates of optimism, and in the meantime use the best available data. In response to this, the Department for Transport (henceforth DfT), has contracted Bent Flyvbjerg in association with COWI to undertake the consultancy assignment "Procedures for dealing with Optimism Bias in Transport Planning". The present Guidance Document is the result of this assignment.

The Interoperability Regulations adopted by the European Union in May 2019 provide for the interconnection of the six large-scale information systems of the European Union's Area of Freedom, Security and Justice, which are: the Schengen Information System (SIS); the Visa Information System (VIS); the Entry/Exit System (SES), the European Travel Information and Authorisation System (ETAIS); the European Criminal Records Information Service for third country nationals (ECRIS-TCN), and the European Dactyloscopy System (Erudoac). Relying on the use of biometric technology and artificial intelligence applied to data science, Regulations 2019/817 and 2019/818 bring new objectives to the underlying systems, including the detection of multiple identities which, if not justified, warns of the possibility of a person illegally using a fraudulent identity. The problem of "correct identification" of persons concerns all the legacy policies of the Schengen area and is a crucial issue for the pursuit of criminals and terrorists. However, the implementation of efficient individual controls - useful especially at borders - must be developed with respect for the human rights of all persons and, in the case of the European Union, for Article 8 of the Charter of Fundamental Rights of the European Union, which enshrines the right to the protection of personal data.

"Over budget, over time, over and over again" appears to be an appropriate slogan for large, complex infrastructure projects. This article explains why cost, benefits, and time forecasts for such projects are systematically over-optimistic in the planning phase. The underlying reasons for forecasting errors are grouped into three categories: delusions or honest mistakes; deceptions or strategic manipulation of information or processes; or bad luck. Delusion and deception have each been addressed in the management literature before, but here they are jointly considered for the first time. They are specifically applied to infrastructure problems in a manner that allows both academics and practitioners to understand and implement the suggested corrective procedures. The article provides a framework for analyzing the relative explanatory power of delusion and deception. It also suggests a simplified framework for analyzing the complex principal-agent relationships that are involved in the approval and construction of large infrastructure projects, which can be used to improve forecasts. Finally, the article illustrates reference class forecasting, an outside view de-biasing technique that has proven successful in overcoming both delusion and deception in private and public investment decisions.

Niccolò Machiavelli, the founder of modern political and administrative thought, made clear that an understanding of politics requires distinguishing between formal politics and what later, with Ludwig von Rochau, would become known as Realpolitik. No such distinction has been employed in the study of rationality. Yet I will argue that distinguishing between formal rationality and real rationality is as important for the understanding of rationality and planning as the distinction between formal politics and Realpolitik has been for understanding politics.

The purpose of the present chapter is to demonstrate how social scientists may engage with mass media to have their research impact public deliberation, policy and practice. Communicating research to practice is part and parcel of applied phronesis and not something external to it. Even in Aristotle's original definition of phronesis, laid down more than two millennia ago, the knowledge–action relationship is clear. A defining characteristic of phronesis is, in Aristotle's words, that it is ‘reason capable of action’ (The Nicomachean Ethics, 1976: Bk VI, 1140a24–1140b12). Phronetic research results (‘reason’) are therefore results only to the extent they have an impact on practice (‘action’). In public affairs, reason is made capable of action by effectively having reason enter the public sphere and public deliberation. It is reason times exposure in the public sphere that matters, not reason alone. Today, mass media dominate the public sphere in liberal democracies. The relationship of research with media therefore needs to be reflected. However, to my knowledge no study exists that describes in detail this aspect of phronetic research. Even in social science as a whole, studies of how scholars work with mass media to secure public impact of their research seem rare (Bagdikian 2004; McCombs 2004; Bryant and Oliver 2009). This, then, is the purpose of the present chapter: to begin to close this gap in our knowledge of social science and phronesis. Because the field is underexplored, it was found to be prudent to start with a phenomenological case study. The study shows how a group of phronetic social scientists, including the author, engaged with media, including world-leading titles such as The New York Times, in order to place their research results on the public agenda and initiate change in their chosen field of interest: megaproject policy and management.

This article presents results from the first statistically significant study of traffic forecasts in transportation infrastructure projects. The sample used is the largest of its kind, covering 210 projects in 14 nations worth U.S.$59 billion. The study shows with very high statistical significance that forecasters generally do a poor job of estimating the demand for transportation infrastructure projects. For 9 out of 10 rail projects, passenger forecasts are overestimated; the average overestimation is 106%. For half of all road projects, the difference between actual and forecasted traffic is more than ±20%. The result is substantial financial risks, which are typically ignored or downplayed by planners and decision makers to the detriment of social and economic welfare. Our data also show that forecasts have not become more accurate over the 30-year period studied, despite claims to the contrary by forecasters. The causes of inaccuracy in forecasts are different for rail and road projects, with political causes playing a larger role for rail than for road. The cure is transparency, accountability, and new forecasting methods. The challenge is to change the governance structures for forecasting and project development. Our article shows how planners may help achieve this.

Do different types of megaprojects have different cost overruns? This apparently simple question is at the heart of research at the University of Oxford aimed at understanding the characteristics of megaprojects, particularly in terms of how they are established, run and concluded. In this study, we set out to investigate cost overruns in the Olympic Games. To do so, we examined the costs of the Games over half a century, including both summer and winter Olympics. We looked at the evolution of final reported costs and compared these to the costs established in the Games bids, submitted to the International Olympic Committee (IOC) up to seven years before the Games occurred. In so doing we established the largest dataset of its kind, and documented for the first time in a consistent fashion the costs and cost overruns for the Olympic Games, from 1960 to 2012. We discovered that the Games stand out in two distinct ways compared to other megaprojects: (1) The Games overrun with 100 per cent consistency. No other type of megaproject is this consistent regarding cost overrun. Other project types are typically on budget from time to time, but not the Olympics. (2) With an average cost overrun in real terms of 179 per cent – and 324 per cent in nominal terms – overruns in the Games have historically been significantly larger than for other types of megaprojects, including infrastructure, construction, ICT, and dams. The data thus show that for a city and nation to decide to host the Olympic Games is to take on one of the most financially risky type of megaproject that exists, something that many cities and nations have learned to their peril. For the London 2012 Games, we find that: (1) With sports-related real costs currently estimated at USD14.8 billion, London is on track to become the most costly Olympics ever. (2) With a projected cost overrun of 101 per cent in real terms, overrun for London is below the historical average for the Games, but not significantly so. (3) The London cost overrun is, however, significantly higher than overruns for recent Games since 1999. London therefore is reversing a positive trend of falling cost overruns for the Games.

Taken together, the works of Jurgen Habermas and Michel Foucault highlight an essential tension in modernity. This is the tension between the normative and the real, between what should be done and what is actually done. Understanding this tension is crucial to understanding modern democracy, what it is and what it could be. It has been argued that an effective way of making democracy stronger is to strengthen civil society. This article contains a comparative analysis of the central ideas of Habermas and Foucault as they pertain to the question of democracy and civil society. More specifically, the discourse ethics of Habermas is contrasted with the power analytics and ethics of Foucault evaluating their usefulness for those interested in understanding, and bringing about, democratic social change.

If we want to empower and re-enchant organization research, we need to do three things. First, we must drop all pretence, however indirect, at emulating the success of the natural sciences in producing cumulative and predictive theory, for their approach simply  does not work in organization research or any of  the social sciences (for the full argument, see Flyvbjerg 2001). Second, we must address problems that matter to groups in the local, national, and global communities in which we live, and we must do it in ways that matter; we must focus on issues of context, values, and power, as advocated by great social scientists from Aristotle and Machiavelli  to Max Weber and Pierre Bourdieu. Finally, we must effectively and dialogically communicate the results of our research to our fellow citizens and carefully listen to their feedback. If we do this – focus on specific values and interests in the context of particular power relations – we may successfully transform organization research into an activity performed in public for organizational publics, sometimes to clarify, sometimes to intervene, sometimes to generate new perspectives, and always to serve as eyes and ears in ongoing efforts to understand the present and to deliberate about the future. We may, in short, arrive at organization research that matters.

For over fifty years, successive waves of critique have underscored that the apolitical character of much of Political Science research betrays the founding mission of the discipline to have science serve democracy. The Caucus for a New Political Science was originally based on such a critique, and the Perestroika movement in the discipline included a call for more problem-driven as opposed to theory- or method-driven work that would better connect Political Science research to ongoing political struggles. In recent years, movements for a public Sociology and public Anthropology as well as dissonant movements in Economics and related fields have added to the insistence that social science research was too often disconnected from the real world. Phronetic Social Science has emerged out of the ferment for change in the social sciences, starting with the much-debated book by Bent Flyvbjerg, Making Social Science Matter (Cambridge 2001). Flyvbjerg critiqued the social sciences for mimicking the natural sciences while proposing an alternative approach that focuses research on helping people address the problems they are facing in the context they are facing them. Today, Phronetic Social Science goes beyond the call for an alternative approach to social inquiry and its growing adherents are providing evidence that this alternative approach to doing research can enrich the social sciences by more effectively connecting research to efforts to address real world problems as people experience them. This essay provides a genealogy of efforts to connect Political Science to politics, a review of the major critiques of mainstream research, an explication of the rationale for more problem-driven, mixed methods research, a specification of the key principles of the phronetic approach, and examples of its application in the public realm. The essay concludes with implications for realizing a more political Political Science by way of taking a phronetic approach.

Vaclav Havel observed that a strong civil society is a crucial condition of strong democracy. Empowering civil society is a central concern for the project of democracy, just as the question of how best to think about such empowerment is important to social and political theory. But what is ‘civil society’? A search for clear definitions in the relevant literature is in vain. Not because the concept lacks definitions; rather the definitions are too multiple and varied to bring clarity. Most writers on civil society agree, however, that civil society has an institutional core constituted by voluntary associations outside the sphere of the state and the economy. Such associations range from, for example, churches, cultural associations, sport clubs and debating societies to independent media, academies, groups of concerned citizens, grass-roots initiatives and organizations of gender, race and sexuality, all the way to occupational associations, political parties and labour unions (Habermas 1992a: 453).

cas maximum – sinon le maximum - de ce que l’on pourrait nommer l’intégration de l’art de construire à une  politique de recherche et développement américain structurée par la Seconde Guerre Mondiale, et plus largement au complexe militaro-universitario-industriel (D. Pestre).
Notre recherche développe une histoire synchronique de son activité entre 1942 et 1972, en s’appuyant sur ses productions concrètes. En premier lieu, nous établirons qu’elles relèvent de ce que Michel Foucault appelle des « dispositif concret d’exercice du pouvoir » (instrumentation) visant à anticiper les instances des crises repérées par la gouvernance américaine avec l’urgence de la guerre (1942-1945), le logement (1945-
1950), le contrôle de l’espace aérien (1950-1954), la course américano-soviétique à la conquête du monde (1955-1960) ; crises auxquelles Wachsmann a contribué de façon remarquable avec dans l’ordre : l’optimisation des effets des bombes incendiaires sur l’environnement construit allemand (Chemical Warfare Service / Standard Oil Development Corporation), la production en grande série de maisons individuelles (National Housing Agency / Colorado Fuel and Iron Corporation/American Wire Corporation, Celotex Corporation, Housing and Home Financial Agency), le développement de structures aéroportuaires à très grande portée  pour l’armée de l’air (U.S.A.F. Scientific Advisory Board, et Air Materiel Command), la promulgation internationale de méthodes de design (Department of State).
En dépit de l’étendue de ces finalités redevables à la nature des crises et à leur fréquence, ces artefacts et objets techniques à vocation opérationnelle présentent cependant une très grande cohérence qui interroge  l’historien sur un plan cognitif quant aux conditions qui ont permis de produire cette qualité et ce alors que leur commande se trouve est prise dans une contingence des crises. Par leur objet et leur mise en suite, l’étude des travaux américains de Wachsmann amène cette recherche dans les difficultés d’une histoire des projets (Jacques Guillerme). A cette fin, cette recherche explore sur le mode de l’enquête historique la prise en charge de la question de l’automation de la construction par les militaires et de son alliage au développement dans de nombreux autres domaines (mécanique, mathématiques, sciences du vivant, sciences du comportement) et de son traçage auprès des activités de Konrad Wachsmann et son aasociation avec des instances étatiques en s’interrogeant sur les ressources comme facteur déterminant à la construction de cette cohérence. Outre le fait que cette hypothèse rencontre une profondeur diachronique dans le complexe militaro-industriel prussien et allemand de la fin des années 1920 mais encore plus avant dans l’Age Classique (Michel Foucault), nous mettrons en évidence que l’Après-Guerre a été le siège de l’établissement d’une nouvelle continuité entre le « souci technique » et une « programmation technologique » redevable à la forme et à la nature des attentes militaires axées sur les propriétés connue d’interchangeabilité (Edwin Layton, Yves Cohen) mais aussi plus largement de la conquête d’une flexibilité de production (Jonathan Zeitlin) d’usage (Yves Cohen) qui s’appuie sur une flexibilité fonctionnelle (totipotence, ouvrabilité). Dans cette perspective,  l’expérience la plus radicale réside dans le système constructif développé au plus près de l’armée (U.S.A.F. Hangar) basé sur le transfert de savoirs issus de la construction en bois vernaculaire pour la mise au point de structures métalliques inédites ; tubulaires, hyperstatiques, assemblées par des coins métalliqus percutés.
L’ensemble des systèmes constructifs (General Partition System, General Panel System, méthode appliquée à un hangar pour avions transportables, Mobilar System, U.S.A.F. Hangar, et des artefacts (Modular Coordination Classification, Localization Orientation Manipulator) conçus ou soutenus par Wachsmann pour les agences américaines forment un ensemble répondant à une problématique de mise en ressource de la  question spatiale (Andrew Pickering, Peter Louis Galison) dans l’agencement du technique, de l’économique et de l’organisation ayant pour centre le récalcitrant projet d’une industrialisation de la construction (David Hounshell) Par l’analyse détaillée des recherches partagées par l’architecte Konrad Wachsmann et le logicien  et stratège Albert Wohlstetter sur les systèmes constructifs (Mobilar System/ Atlas Aicraft Products Corp., General Panel System / General Panel Corporation of California, U.S.A.F. Hangar / Illinois Institute of Technology-Advanced Buidling Research / Rand Corporation-Department of Economics), nous établirons que celles-ci ont contribué d’un point de vue cognitif et généalogique au développement de l’outil de management de l’innovation technique telle que la systems analysis développée au sein de la Rand Corp. En particulier, on avancera que les systèmes constructifs sont des large-scale systems (Thomas Parke Hughes) ayant  formé un modèle d’incorporation et de prise en charge au sein de l’objet technique en termes de flexibilité  (ouvrabilité-totipotence) comme réponse technique à l’intensification prise par l’incertitude décisionnelle dans le contexte de la guerre nucléarisée. Le développement des systèmes constructifs répond donc à des attentes proprement militaires relatives à un agencement du technique et de l’économique dont la dynamique  s’appuie sur une investigation spatiale transitant de façon critique et première auprès des modèle matériels expérimentaux. Il est attendu, par l’étude de ces derniers, de formuler par une histoire sociale et technique qui réinterroge le statut d’échec qu’ont pu revêtir ces projets. Il s’agira de se demander en guise d’alternative, s’il n’ont pas été au contraire – du point de vue d’un dessein militaire- un succès, compte tenu de leur polymorphisme tout d’abord jusqu’à la toute fin des années 1950, mais aussi contradictoirement au début des années 1970, qui verront poindre la revalorisation de la recherche civile américaine à la tête de la Housing and Urban Development en concertation avec le National Bureau of Standards (DoC).

This paper focuses on problems and their causes and cures in policy and planning for large infrastructure projects. First, it identifies as the main problem in major infrastructure development pervasive misinformation about the costs, benefits, and risks involved. A consequence of misinformation is massive cost overruns, benefit shortfalls, and waste. Second, the paper explores the causes of misinformation and finds that political-economic explanations best account for the available evidence: planners and promoters deliberately misrepresent costs, benefits, and risks in order to increase the likelihood that it is their projects, and not the competition's, that gain approval and funding. This results in the "survival of the unfittest," where often it is not the best projects that are built, but the most misrepresented ones. Finally, the paper presents measures for reforming policy and planning for large infrastructure projects, with a focus on better planning methods and changed governance structures, the latter being more important.

Risk, including economic risk, is increasingly a concern for public policy and management. The possibility of dealing effectively with risk is hampered, however, by lack of a sound empirical basis for risk assessment and management. This article demonstrates the general point for cost and demand risks in urban rail projects. The article presents empirical evidence that allow valid economic risk assessment and management of urban rail projects, including benchmarking of individual or groups of projects. Benchmarking of the Copenhagen Metro is presented as a case in point. The approach developed is proposed as a model for other types of policies and projects in order to improve economic and financial risk assessment and management in policy and planning.

PageRank evaluates the importance of Web pages with link relations. However, there is no direct method of evaluating the meaning of links in a hyperlink-based Web structure. This feature may cause problems in that pages containing many in-links are highly ranked without considering the meaning of the link relations among the pages. We therefore propose a novel ranking approach to directly analyze the meaning of links by transforming a hyperlink-based Web structure into a semantic-link-based Web structure. We extract semantic metadata from Web pages and construct a semantic-link-based Web structure using RDF model. We define a metric to evaluate the weight of the links for stratifying rank values based on their importance in the semantic-link-based Web structure. We implement the weighted semantic ranking algorithm in the MapReduce framework to consider large-scale semantic metadata. The results of our experiment show that our approach outperforms existing PageRank algorithms.

The term ‘phronetic social science’ was coined in Making Social Science Matter (Flyvbjerg 2001). However, as pointed out in that volume and by Schram (2006), phronetic social science existed well before this particular articulation of the concept, but it was just not organized, recognized or named as such. Rather, it occurred here and there as scholars had adopted phronesis-like methods for their own purposes. The present title is the first organized volume of empirical–practical work in phronetic social science. Before Making Social Science Matter, phronesis, as a critical term of Aristotelian philosophy, had been theorized and its continuing importance as a key concept in Western thought had been convincingly argued by distinguished philosophers like Hans Georg Gadamer, Hannah Arendt, Alasdair MacIntyre and Richard J. Bernstein, among others. But no one had developed the theory and philosophy of phronesis into a practical methodology that could be applied by researchers interested in actually practising a phronetic social science. Making Social Science Matter developed such a methodology. Its implications were discussed and developed further in Making Political Science Matter (Schram and Caterino 2006). After these two theoretical–methodological contributions, it was evident that an important next step in demonstrating the usefulness of phronetic social science would be to illustrate, with concrete examples, how applied phronesis works in practical, empirical social science research. The contributions on applied phronesis contained in the present volume make clear that this next step has now been taken.

There is ferment in the social sciences. After years of sustained effort to build a science of society modelled on the natural sciences, that project, long treated with suspicion by some, is now openly being rethought. A critical intervention in this period of reflection was Making Social Science Matter (MSSM) by Bent Flyvbjerg, published in 2001. In that book Flyvbjerg challenged the very idea of social science as a science modelled on the natural sciences. Flyvbjerg argued that, as the social sciences study human interactions that involve human consciousness, volition, power and reflexivity, attempts to build generalizable, predictive models such as those for the natural world are misplaced and even futile.

Out-of-control information technology (IT) projects have ended the careers of top managers, such as EADS CEO Noël Forgeard and Levi Strauss’ CIO David Bergen. Moreover, IT projects have brought down whole companies, like Kmart in the US and Auto Windscreen in the UK. Software and other IT is now such an integral part of most business processes and products that CEOs must know their IT risks, which are typically substantial – and overlooked. The analysis of a sample of 1,471 IT projects showed that the average cost overrun was 27% — but that figure masks a far more alarming “fat tail” risk.  Fully one in six of the projects in the sample was a Black Swan, with a cost overrun of 200%, on average, and a schedule overrun of almost 70%. This highlights the true pitfall of IT change initiatives: It’s not that they’re particularly prone to high cost overruns on average – it is that there are a disproportionate number of Black Swans. By focusing on averages instead of the more damaging outliers, most managers and consultants have been missing the real risk in doing IT. In conclusion, the article outlines ideas as to what can be done to avoid Black Swans.

When I first became interested in in-depth case-study research, I was trying to understand how power and rationality shape each other and form the urban environments in which we live (Flyvbjerg, 1998). It was clear to me that in order to understand a complex issue like this, in-depth case-study research was necessary. It was equally clear, however, that my teachers and colleagues kept dissuading me from employing this particular research methodology.

This article asks how planning scholarship may effectively gain impact in planning practice through media exposure. In liberal democracies, the public sphere is dominated by mass media. Therefore, working with such media is a prerequisite for effective public impact of planning research. Using the example of megaproject planning, it is illustrated how so-called “phronetic planning research,” which explicitly incorporates in its methodology active and strategic collaboration with media, may be helpful in generating change in planning practice via the public sphere. Main lessons learned are as follows: (1) working with mass media is an extremely cost-effective way to increase the impact of planning scholarship on practice; (2) recent developments in information technology and social media have made impact via mass media even more effective; (3) research on “tension points,” that is, points of potential conflict, are particularly interesting to media and the public, and are especially likely to generate change in practice; and (4) tension points bite back; planning researchers should be prepared for, but not afraid of, this.

A major source of risk in project management is inaccurate forecasts of project costs, demand, and other impacts. The paper presents a promising new approach to mitigating such risk, based on theories of decision making under uncertainty which won the 2002 Nobel prize in economics. First, the paper documents inaccuracy and risk in project management. Second, it explains inaccuracy in terms of optimism bias and strategic misrepresentation. Third, the theoretical basis is presented for a promising new method called "reference class forecasting," which achieves accuracy by basing forecasts on actual performance in a reference class of comparable projects and thereby bypassing both optimism bias and strategic misrepresentation. Fourth, the paper presents the first instance of practical reference class forecasting, which concerns cost forecasts for large transportation infrastructure projects. Finally, potentials for and barriers to reference class forecasting are assessed.
