Social and Solidarity Economy and Development

This chapter examines the methods and sources of power of the community organization La Alameda in Argentina, which account for its many achievements in the past ten years to limit the power of capitalists to exploit workers, particularly migrant workers, and which is currently most well-known for its anti-trafficking achievements. "Making the Argentine Economy Social" means ensuring that the growth in the economy does not come at the expense of workers' lives and dignity.

The element of democratic consultation and participation of "stakeholders" (i.e. communities, migrant worker victims) is one of the factors contributing to the organization's strength and effectiveness in its mission of making the economy social by limiting the control of capital over workers and of the government also over citizens and workers.

A section at the end will highlight parallels of La Alameda's mode of "making the economy social" with that of worker centres in the US.

Snce the mid-90s, we have witnessed a breakthrough of three notions that hadvirtually never been used before: social entrepreneurship, social entrepreneur and so- cial enterprise. Although each is sometimes the subject of specifie conceptual debates, they are largely interconnected - especially since they havegained in popularity and are still riding on the crest of the same wave.
These notions are closely related to the various approaches which, since the 1970s, have stressed the existence of a "third sector" in our econo- mies, distinct from the for-profit private sector andthe public sector. It is important that we first
provide a brief overview of these now conven- tional approaches. In addition, far from replacing them, the new notions surrounding social enter- prisesand the analytical potential that stem from them illuminate and enrich existing approaches, highlighting particular dynamics within the third sector, and sometimes beyond it

A través del uso del método de la interdisciplinariedad -que en este caso implica un enfoque filosófico, político, sociológico y económico-  nos hemos acercado a un fenómeno social:  el Programa Nacional de Solidaridad (Pronasol), para ensayar las diversas herramientas (es decir, las distintas ciencias), que nos provee a unidad racional del conocimiento.
Lo que se analiza y demuestra en esta tesis es e papel que desempeñó el Pronasol como estrategia distractora en el cambio de la naturaleza del estado mexicano,  que sufre en los últimos tres sexenios una transición de Estado benefactor, de economía mixta, llamado nacionalista revolucionario; a un Estado ideológico y administrado u operacional.  También se analiza el deslizamiento del concepto de solidaridad desde su acepción axiológica, hacia el sentido del principio sobre el que se funda el Estado como una federación de servicios públicos. El programa en cuestión jugó un importantísimo papel como recursos propagandístico para legitimar al gobierno de Salinas de Gortari y para cautivar el voto en favor de Ernesto Zedillo.
Las críticas de los analistas políticos de diversas corrientes, contratan con la versión triunfalista de los voceros oficiales;  pero el uso del método estadístico nos permite confirmar las conclusiones, en el sentido de que la política económica neoliberal que contextualiza al Pronasol, ha llevado al país a la depauperización evidente que aqueja a las grandes mayorías;  pobreza que no resolvió el Pronasol, como se publicitó en las campañas del gobierno.

As ações do RIO ECOSOL aconteceram em quatro comunidades – Santa Marta, Complexo do Alemão, Complexo de Manguinhos e Conjunto Habitacional de Cidade de Deus.  A pesquisa, cujos resultados estão registrados nesta publicação, utilizou-se da metodologia participativa da pesquisa-ação e teve como objetivo mapear e identificar as atividades produtivas existentes nesses quatro territórios, visando o desenvolvimento da economia solidária como alternativa econômica para essas comunidades.
Cabe ressaltar que este trabalho vem se somar às poucas experiências de pesquisa-ação em favelas ou territórios populares, o que significa dizer que, com a sistematização da metodologia utilizada, esperamos contribuir para o avanço no campo teórico da pesquisa-ação sobre economia solidária em favelas e possibilitar mais ações e políticas públicas nesse sentido.

El cooperativismo es una de las expresiones más longevas, extendidas y ricas en experiencias, pero también complicadas de situar dentro de la Economía Social Solidaria (ESS) por la diversidad de casos y derroteros que muchas cooperativas han seguido. Nos proponemos brindar elementos para reconstruir los orígenes del cooperativismo en México, historia muchas veces dejada de lado en la producción historiográfica. Se busca hacer un recuento de los orígenes del cooperativismo en México hasta el momento de su primera regulación nacional, 1927, marcando las tensiones que tuvo el movimiento de organizaciones productivas autónomas o vinculadas a la iniciativa estatal y el poder político. Este ejercicio se presenta como un posible eje para rastrear las múltiples vetas e influencias en los orígenes del movimiento cooperativista mexicano y su vinculación con la ESS. El texto se presenta en forma de notas, al ubicar una discontinuidad en el movimiento histórico durante los años de la Revolución Mexicana. Este seguimiento se basó en las dos obras fundamentales sobre la historia del cooperativismo mexicano: Tratado del Cooperativismo Mexicano de Rosendo Rojas Coria y La formación del movimiento cooperativo en México: antecedentes organizacionales y momento constitutivo de Juan José Rojas Herrera.

Compared to the few public higher education institutions in the prewar era, postwar Somalia boasts a large number of academic institutions at the tertiary level, mainly as privately owned universities. Although these community-initiated academic establishments are making tremendous contributions to the higher education sector, particularly in the absence of an effective national government, one can argue that much still remains at stake in terms of evaluation and quality assurance, key elements necessary for institutional accreditation and acceptance of credentials by other educational establishments issuing the same level of certificates. In this essay we aim to provide an overview discussion of the trends of higher education in Somalia and the way forward for newly emerged institutions, which have taken the bold initiative of changing the landscape of Somalia’s higher education.

Abstract: The developmentalist gaze of the Fair Trade movement is on Global South producers. In this article we turn our analytic gaze toward North American fair traders to explore the racialized, neocolonial power relations in which these movement actors are implicated. Section One is a brief historical sketch of Fair Trade certification. We argue that the certification system is a multi-sited, global institution that is shaped by and shapes neocolonial power relations in Fair Trade by exploring the consolidation and more recent splintering of the international certification system. Section Two provides a postcolonial critique of developmentalism, with a focus on the timing of development, in order to lay a foundation for the remaining sections. In Section Three we analyze the spatiality of Fair Trade, with an emphasis on what and who are missing from or erased by the structural and conceptual frameworks of Fair Trade. In Section Four we explore the relationship between Fair Trade, commodity fetishism, and the developmentalist conception of space/time propagated by Fair Trade advocates. Section Five is a critical analysis of the neocolonialist and racist discourse of Fair Trade, with a focus on the “helping” discourse. We contend that as Global North fair traders strive to “help” Global South producers, they re-entrench neocolonial narratives of white supremacy and the desire to develop.

This paper presents a case study of a Philippine fair trade organisation, referred to as SAFRUDI, and seven of its community-based partner producers, also called CBE partners. It presents their experiences in terms of the main dimensions of the EMES SE framework combining fair trade principles as indicators. The paper addresses three issues: firstly, the extent to which the case may be considered a social enterprise; secondly, the extent to which the case study may be considered a fair trade organisation; and thirdly, the economic, social and governance issues and challenges and how these are addressed. The case study aimed to find out the scope of operations of SAFRUDI, its main source of income, its key stakeholders, the key partnerships that strengthened its activities, the number of people or community-based enterprises that benefited from its activities and the benefits they enjoyed, what CBEs attached to SAFRUDI identified as social enterprises engaged in fair trade and what it meant to them, how SAFRUDI's understanding of being a fair trade social enterprise translated into its VMG, and the contributions of SAFRUDI in deepening economic democracy and promoting sustainable social development.

There are two alternatives in the construction of the object of study of social and so- lidarity economy in Latin America: the minimalist definition of the economic units that make up the social and solidarity economy based on its organizational form and the maximalist de- finition of the units based on the principles underlying economic action. The present text cri- tically analyzes the two conceptual alternatives and, on this basis, proposes four emerging themes in the research agenda: the concept of market and its role in the social and solidarity economy; the relationship between systemic and proximity solidarity; cooperation and trust building; and gender equity.

Ayrıca bu tez kapsamında ailenin Osmanlı Devleti siyasetindeki etkisi,
kurmuş oldukları vakıflardan hareketle ele alınmaya çalışılmıştır. Bunlara ek
olarak bir de Köprülü ailesinin vakıf belgelerinden hareketle bir soyağacı
çıkarılmaya gayret edilmiştir.

Le présent article a pour objectif d’évaluer la fonction marketing au sein des coopératives artisanales marocaines.
Pour ceci, nous avons mené une enquête auprès de 30 coopératives artisanales relevant de la région de Rabat-Salé.
Les résultats obtenus montrent que la démarche marketing est peu valorisée au sein de ces coopératives ce qui entrave la commercialisation de leurs produits. Pour dépasser cette difficulté, nous proposons des recommandations sous forme de plan d’actions.

ΚΑΟ 60 (ΕΑΠ) Σ’ ένα γενικότερο πλαίσιο πολιτικών που αναγνωρίζουν τους ποικίλους τρόπους λειτουργίας της οικονομίας και  ενδυναμώνουν το συλλογικό επιχειρείν, η παρούσα εργασία προτείνει την υλοποίηση ενός εναλλακτικού «αναπτυξιακού»  οράματος για το νησιωτικό σύμπλεγμα των Κυκλάδων. Στην πρώτη ενότητα διατυπώνεται, με βάση τα χαρακτηριστικά της χωρικής ενότητας το εναλλακτικό όραμα και αναδεικνύεται η ανάγκη ανάληψης συλλογικής δράσης για το μετασχηματισμό της κοινωνίας. Στη δεύτερη ενότητα, με τη χαρτογράφηση υφιστάμενων εγχειρημάτων ΚΑΟ στο χώρο, αποκαλύπτεται το βυθισμένο κομμάτι του παγόβουνου των ποικίλων οικονομιών. (Gibson-Graham, 2006) Οι στόχοι του οράματος «μεταφράζονται» σε συνεργατικές δράσεις προς επίτευξη των συνολικών διαστάσεων της ευημερίας, μέσα από μια μετααναπτυξιακή σκοπιά.

Η εργασία ΚΑΟ 50 (ΕΑΠ) πραγματεύεται τη μελέτη περίπτωσης «Συνεταιρισμός Αλληλέγγυας Οικονομίας ΣυνΆλλοις». O συνεταιρισμός ΣυνΆλλοις αποτελείται από μια ομάδα ανθρώπων που αυτοδιαχειρίζονται την εργασία τους, με αντικείμενο το εναλλακτικό και αλληλέγγυο εμπόριο.

El capítulo analiza las movilizaciones feministas en América Latina y como estas se articulan con otros movimientos sociales en la búsqueda de un nuevo orden político, económico y social más solidario, equitativo y humano. Al destacar los principales hitos de las movilizaciones feministas a lo largo del siglo XX e inicios del siglo XXI, las autoras enfatizan los desafíos y retos en la constitución del sujeto político mujer sobra la base de un núcleo común de reivindicaciones, más  allá de las diferencias sociales y políticas entre las mujeres. El texto presenta las principales contribuciones de la reflexión crítica  feminista sobre la economía y sus logros en la incidencia en los marcos normativos y de política pública.

Dans un contexte de prégnance des problématiques liées à l’exclusion, nous analysons les processus d’institutionnalisation d’organisations d’économie sociale et solidaire qui ont une dimension clairement économique, à travers une activité continue de production de biens et services, et qui poursuivent explicitement un objectif de création d’emplois pour des personnes défavorisées.
Nous stabilisons le concept d’encastrement, demeuré fortement polysémique dans la littérature et rarement opérationnalisé, en étudiant l’encastrement politique des organisations d’économie sociale et solidaire, c’est-à-dire l’inscription de ces organisations dans l’espace public et au sein des politiques publiques, selon une relation d’influence réciproque. C’est donc à travers une hypothèse de co-construction du champ que nous examinons les processus d’institutionnalisation de ces organisations. Nous étudions le double mouvement selon lequel, d’une part, ces organisations parviennent à s’inscrire dans le débat public, à se constituer en tant qu’acteur politique et à mener au développement de politiques publiques. D’autre part, l’inscription spécifique de ces organisations dans l’espace public et dans le paysage des politiques publiques peut influencer en retour les pratiques organisationnelles développées, entendues dans un sens pluriel. Nous inscrivons en effet la recherche au sein des travaux de l’économie plurielle, fondés sur une conception substantive de l’économie telle que mise en avant par Polanyi.
Pour tester la valeur heuristique du concept d’encastrement politique proposé dans la thèse, nous l’opérationnalisons dans deux terrains différents, un terrain Nord et un terrain Sud, où varient les formes d’action publique des organisations d’économie sociale et solidaire ainsi que les formes d’action publique de l’Etat. Il s’agit, d’une part, des entreprises sociales d’insertion par le travail en Région wallonne de Belgique et, d’autre part, des coopératives populaires de l’Etat de Rio de Janeiro au Brésil. Au-delà des conclusions propres à chaque étude de cas, cela nous permet de formuler des conclusions transversales relatives à la manière dont les organisations d’économie sociale et solidaire combinent une dimension économique – de production de biens et services –, une dimension sociale – de service à la collectivité – et une dimension politique – d’expression collective dans l’espace public.

El libro presenta una lectura crítica de la discusión académica y política sobre economía social y solidaria, y además analiza los desafíos de la agenda actual de investigación. El punto de partida de la economía social y solidaria es la crítica al desarraigo de la economía en relación con la sociedad y, en específico, con el principio de participación y deliberación en las decisiones políticas sobre economía; desarraigo profundizado por la institucionalidad neoliberal orientada a expandir el mecanismo de mercado a través de reglas que buscan su autonomía absoluta y la minimización de los costos sociales y ambientales en la evaluación de sus resultados.

The "Greek crisis" was officially inaugurated on May 2010 with the loan the Greek government took from the IMF-European Union-European Central Bank troika, the largest a country had ever taken (€110 bn). Since then, the social implications of this crisis have been dramatic. The form and the scale of social phenomena observed today in Greece and particularly in Athens--e.g., extreme poverty and inequality, profound police violence, organized racist violence--are unprecedented for the country. Nevertheless, a diachronic examination of some socio-spatial aspects of Athens reveals that the social character of the current crisis has been taking shape for some time. This article aims shed light on the social shape of the crisis by outlining three such socio-spatial dimensions as they materialized in the case of Athens during 1990s and 2000s: first, the emergence of new forms of social exclusion and inequality; second, the vast project of urban (re)development and the new spatialities it produced, and third the emergence of novel forms of political and xenophobic violence.

In the twenty-first century, it is time that Marxists updated the conception of socialist revolution they have inherited from Marx, Engels, and Lenin. Slogans about the “dictatorship of the proletariat” “smashing the capitalist state” and carrying out a social revolution from the commanding heights of a reconstituted state are completely obsolete. In this article I propose a reconceptualization that accomplishes several purposes: first, it explains the logical and empirical problems with Marx’s classical theory of revolution; second, it revises the classical theory to make it, for the first time, logically consistent with the premises of historical materialism; third, it provides a (Marxist) theoretical grounding for activism in the solidarity economy, and thus partially reconciles Marxism with anarchism; fourth, it accounts for the long-term failure of all attempts at socialist revolution so far. In serving these functions, the revision I propose finally “modernizes” and corrects Marx’s conception of revolution.

ΚΑΟ62 (ΕΑΠ) «Ο καπιταλισμός δεν είναι κάποιο συγκεκριμένο άτομο, ούτε κάποιος θεσμός. Δεν έχει βούληση, ούτε ικανότητα επιλογής. Είναι μια λογική που ορίζει τον τρόπο παραγωγής: η τυφλή, πεισματάρικη λογική της συσσώρευσης». (Beaud, 1981/1987, σελ. 189) Γεννήθηκε πάνω στα ερείπια της φεουδαρχικής τάξης πραγμάτων, παράλληλα με τη δημιουργία εθνικών κρατών. Διαμορφώθηκε στους κόλπους των εμπορικών και χρηματικών κοινωνιών της Μεγάλης Βρετανίας, σταδιακά αναπτύχθηκε στη Γαλλία, στην Ολλανδία, στη Γερμανία, στις ΗΠΑ, στη Ρωσία, στην Ιαπωνία  για να  κυριαρχήσει σε όλες τις κοινωνίες του κόσμου. Η μακρόχρονη και περίπλοκη εξελικτική πορεία του συνδέεται ιστορικά με (μετα)σχηματισμούς κρατών, κοινωνιών, κοινωνικών τάξεων, ιδεών, νοοτροπιών, αξιών, συνειδήσεων, τρόπων ζωής και σκέψης. Στη παγκόσμια ηγεμονία του καπιταλισμού, «το κράτος δεν είναι παρά μια επιτροπή επιφορτισμένη να διευθύνει τις κοινές οικονομικές δραστηριότητές του» (Μαρξ & Ένγκελς, 2012/2018,  σελ.18)
Η παρούσα εργασία αναπτύσσεται σε τρεις ενότητες. Στην πρώτη ενότητα επιχειρείται η ανάδειξη του τρόπου με τον οποίο το κράτος έχει την ικανότητα να επηρεάζει τη μορφή, την πορεία και την ανάπτυξη της ΚΑΟ στα πλαίσια των κοινωνικοικονομικών συνθηκών από τις αρχές του 20ου αιώνα ως σήμερα, στην Ελλάδα και διεθνώς. Στη δεύτερη ενότητα παρουσιάζονται δύο παραδείγματα κρατικών πολιτικών με αρνητικό αντίκτυπο στην ανάπτυξη της ΚΑΟ, ενώ στην τρίτη ενότητα παρατίθενται δύο παραδείγματα κρατικών πολιτικών που θα μπορούσαν να λειτουργήσουν θετικά στην ανάπτυξή της.

Since the end of the American Civil War, scholars have debated the efficacy of various models of community economic development, or CED. Historically, this debate has tracked one of two approaches: place-based models of CED, seeking to stimulate community development through market-driven economic growth programs, and people-based models of CED, focused on the removal of structural barriers to social and economic mobility that prevent human flourishing. More recently, scholars and policymakers have turned to a third model from the impact
investing community—the social impact bond, or SIB. The SIB model of CED ostensibly finds a middle ground by leveraging funding from private impact investors to finance social welfare programs within marginalized communities. SIBs seemingly answer the call of local government law scholars of the New Regionalists movement who advocate for governmental mechanisms that facilitate regional cooperation, address equity concerns, and respect local government autonomy. However, this Article argues that the SIB model of impact investing will struggle to advance metropolitan equity due to its grounding in the politics of neoliberalism.

After highlighting limitations of the SIB, this Article links contemporary debates about CED theory to historical contestations within the black community about economically-oriented racial uplift strategies. Placing historical figures, such as W.E.B. Du Bois and Booker T. Washington, in conversation with more contemporary theorists of political philosophy, this Article offers an alternative conceptual framework of CED. Termed justice-based CED, this framing distinguishes a typology of social change that places democracy at the epicenter of the development debate and points toward the political principles of the solidarity economy as guideposts for law reform. The justice-based approach rests upon three core values: social solidarity, economic democracy, and solidarity economy. Taken together, this perspective reflects a vision of political morality that embodies one of America’s most foundational democratic values—human moral dignity.

Εισαγωγή
Η αναγκαιότητα ανάπτυξης ενός επαρκούς θεωρητικού πλαισίου, που να εμπλουτίζει το διάλογο για τα εγχειρήματα της Κοινωνικής και Αλληλέγγυας Οικονομίας (ΚΑΛΟ), αποτελεί σήμερα μια από τις βασικές προκλήσεις για τους ερευνητές του πεδίου. Η αναγκαιότητα αυτή, σε συνδυασμό με το γεγονός ότι στην ΚΑΛΟ η πράξη τροφοδοτεί πολλές φορές την ανάπτυξη της θεωρίας, δημιουργεί μια σειρά προοπτικών. Οι προοπτικές σχετίζονται με την ιδιαίτερη αξία της γνώσης που παράγεται στο πλαίσιο της δράσης καθώς και με την αξιοποίησή της από διάφορα επιστημονικά πεδία. Η αξιοποίηση γνώσεων και η προσαρμογή πρακτικών και μεθοδολογιών από διάφορες επιστήμες στο περιβάλλον της ΚΑΛΟ δεν μπορεί να βασίζεται σε μια μηχανιστική αντίληψη. Αντίθετα, οφείλει να συναρτάται με μια δυναμική διαδικασία σύνδεσης της προϋπάρχουσας γνώσης με το πλαίσιο της ΚΑΛΟ και, ουσιαστικά, παραγωγής μιας νέας γνώσης που να απαντά στις ανάγκες του συγκεκριμένου πεδίου.

Solidarité et compétition sont deux moteurs de l’action souvent donnés comme antinomiques. Pourtant, chacun semble nécessaire aux sociétés démocratiques. La compétition permet un mode de distinction et de sélection plus juste que celui de la
naissance. Quant à la solidarité, elle traduit l’interdépendance des individus et s’avère une condition indispensable de la cohésion des sociétés. Après un effort de définition qui cherche notamment à restituer le contexte d’apparition des termes, le texte qui suit explore les modes d’articulation possibles de ces deux principes, notamment grâce aux exemples de l’économie, du sport et de l’école.

This article first introduces Argentina’s worker-recuperated enterprises (ERTs) via political economic and sociological frameworks. It then assesses their place in the expansion of the social and solidarity economy in the country. Since their emergence in the late 1990s and early 2000, these firms have proven to be intensely transformative for their workers, faced as they are with having to quickly learn how to self-manage their new worker cooperatives that were the formerly crisis-riddled investor-owned firms or sole proprietorships that had previously employed them. More broadly, Argentina’s worker-recuperated enterprises show how the creation of new worker-run firms has many positive externalities for the revitalization and wellbeing of surrounding communities.

[From 2014.] Since the financial crisis of 2008 and the global popular protests of 2011, more people have begun to wonder and speculate: what's next for civilization? The economic, social, and political status quo seems unsustainable, but what can emerge to take its place? In this book, a historian examines the past and present to argue that the seeds of a more humane society are already being planted, on local and international scales. Whether they will bear fruit depends, ultimately, on grassroots initiative.

Focusing on the new worker cooperative movement in the West, this study not only contains the first systematic discussion of the solidarity economy in the light of Marxist theory; it also introduces a major revision of Marxism that both updates it for the twenty-first century and illuminates our historical moment. It includes an analysis of the history of cooperatives in the U.S., showing where they went wrong and how we can correct their past mistakes. It has a case-study of the successful new worker-owned business New Era Windows in Chicago, which has been celebrated internationally for its defiance of conventional paradigms. And it shows a way out of the age-old conflict between Marxism and anarchism, arguing that both are more relevant now than they have ever been. Which is to say: a gradualist "revolution" is, for the first time, within the realm of possibility.
