TRANSPARENCY

TRANSPARENCY, as evident in its root word "TRANSPARENT", is the ability to be seen through, free of
deceit and easily understood without making the process and the results of the given task hidden from
the concerned audience.

The oxford early learner's dictionary, defines the word TRANSPARENT as obvious; readily apparent; easy
to see or understand.

TRANSPARENCY implies openness, communication, and accountability.

TRANSPARENCY In governance and organizational context means honesty and openness.

The word TRANSPARENCY as used in science, engineering, business, the humanities and in other social
contexts, is operating in such a way that it is easy for others to see what actions are performed. It has
been defined simply as the perceived quality of intentionally shared information from a sender.
TRANSPARENCY is one of the hardest values to approach in business, as many people are stuck on
secrecy and fear. But Facebook founder Mark Zuckerberg, and a new generation of entrepreneurs has
helped to change that ideology. Today, Customers want to give their business to transparent companies,
and great talent wants to work at transparent companies.

In general, TRANSPARENCY is the quality of being easily seen through.

Transparency and accountability are generally considered the two main pillars of good corporate
governance. The implication of TRANSPARENCY is that all of the government's or an organization’s
actions should be scrupulous enough to bear public scrutiny. Increasingly, the nature of social media and
other communications, means that even actions intended to be secret may be brought into the public's
awareness, despite an organization's best efforts to keep them hidden. The significant numbers of data
breaches in recent years have raised public concern about how much of their data is collected and
whether it is shared with third parties.

Nigeria's public service for now, is the largest employer of labour, as well as the largest provider of
services in Nigeria. This situation in essence, represents the feature and level of the nation's present
economic development, where government investment was concentrated on the establishment of public
enterprises. The deployment of large funds on service rendering institutions did not only widen the
activities of government, it has also entrusted more funds to the public servants. Regrettably, the feature
of the service has been poor performance linked to waste and outright conversion of public resources to
serving personal interests and the resultant stalling of pace of development.

TRANSPARENCY is important for the following reasons:

i. It is crucial to good governance. It prevents government functionaries and agencies from doing things
which cannot withstand outside scrutiny.
ii. Since transparent governments can be held accountable, legislatures and the civil society will be better
able to hold government accountable if they have information on government policies, programmes,
practices and expenditures.

iii. Public scrutiny helps elected office holders to make decisions in accordance with their mandate.

iv. An adherence to the dictates of transparency helps to increase faith in governments. This is because
the public will be in a better position to understand what their governments are doing, a situation that
has potential for building more confidence in government.

v. Transparency contributes to macroeconomic and sound fiscal stability on crucial area of merit of
transparency. We should note that;

i) Clarity of role and responsibility,

ii) Public availability of information,

iii) Open budget preparation, execution and reporting and

iv) Independent assurance and integrity are possible code of good practices which enhances
transparency.

Many support the view, that TRANSPARENCY builds trust, as truth never damages a cause that is just.
While, lack of TRANSPARENCY results in distrust, and a deep sense of insecurity.

Bonafide corps members;

The part (b) of the second line through the fifth line of the second stanza of our national anthem says,

" ...help our youths the truth to know, In love and honesty to grow and living just and true,

Great lofty heights attain, and build a nation where peace and justice shall reign".

However, it's important to note that this nation of peace and justice can only be built by youths who
have succeeded in attaining that lofty height, by living a life of love and honesty. The national youth
service program is a clarion call for complete obedience, truth and justice with immense dedication and
selflessness. It's expected of each and every one of us, at our places of primary assignments, to diligently
ensure the triumph of TRANSPARENCY as there is no persuasiveness more effectual than the
TRANSPARENCY of a single heart, of a sincere life. Remember, when you play well you'll definitely win
well. The chances of securing a provisional employment within or after our service year, is very positive
and possible if we live transparently.

Nigeria is looking up to us to rewrite the mistakes of our patriach leaders, with great transformation.
Nigeria is ours and Nigeria we'll serve. Thank you.
