o Cost of project is directly linked to duration of project mainly on account of interest during
construction. Hence, reduction in project cycle time is desirable without compromising on cost,
quality and safety
o While Owner would look for best quality in least time at least cost, an agency or supplier simply
wants maximum profit and wants to do work at least cost to him desiring maximum time share
out of the total project cycle. Best quality and least time are not necessarily his primary
concern.
o All the contributing departments play their different roles and best results can be derived when
efforts of all groups and levels are complimentary to each other and in the same direction.
