CHAPTER I
EXECUTIVE SUMMARY OF
THE SERVICE-LEARNING DEVELOPMENT PROJECT

INTRODUCTION
The students from the San Pablo Colleges taking National Service

Training Program-Civic Welfare Training Service are annually conducting

community service projects throughout the Barangays of the City of San Pablo.

Due to the COVID-19 pandemic, students of the San Pablo Colleges who take

NSTP-CWTS cannot take the said activity, as a requirement to finish the course

they, conduct a Homebased Service-learning Project to finished the said activity

and finished the course. 

The Republic Act No. 9163 Is an act establishing the National Service

Training Program (NSTP) for the tertiary level, known as the National Service

Training Program Act of 2001. It was approved by President Gloria Macapagal-

Arroyo last 2002, and it has implemented during the academic year 2002 – 2003.

The National Service Training Program (NSTP) aims to enhance civic

consciousness and defense preparedness in the youth by developing ethics of

service and patriotism while undergoing training in any of its three (3) program

components.

Reserve Officer’s Training Corps (ROTC) aims to institutionalized

program under Sections 38 and 39 of the Republic Act No.7077. It is designed to

provide military training to the student at a tertiary level to motivate, train,

organize and mobilize them for national defense preparedness.

The Literacy Training Service (LTS) is a program component designed to

train students to become teachers of literacy and numeracy skills to school

children, out-of-school youth, and other segments of the society in need of their

service.

The Civic Welfare Training Service (CWTS) Focuses on programs or

activities contributory to the general welfare and the betterment of life for the

members of the community, or the enhancement of its facilities, especially those

devoted to improving health education, environment, entrepreneurship, safety,

recreation, the morale of the citizenry.

To serve the NSTP-CWTS creation, the trainee had chosen Homebased

Service-Leaning at Escosura’s Residence due to the COVID-19 Pandemic

wherein Two (2) Homebased Service-Learning project will be conducted with an

aimed to know what are the needs of the Household.

a. Historical Background of Escosura’s Residence

The house was built last September 16, 2010, with eighty-seven (87)

square meters long. It has a single residential unit. Which accommodates 6-9

people. It has two (2) bedrooms, one (1) bathroom, a separated kitchen, a dining

area, and a living room. The house was made of rough hollow blocks, solid

ground cement with tile flooring from indoor to outdoor.

The Household head decides to put light green paint outdoor and yellow in

indoor. They like the color yellow because they know that yellow gives brighter

in the house and happy color. They decided to build a house in laguna because

they live at the province of Marinduque and one of their children wanted to

continue their college education in laguna. After all, they know that if they rent an

apartment, it will cost them more expensive. And when the Household head

(Father) passed away all of the household member and the trainee decide to reside

in laguna and continue their study.

And the Household Head (Mother) decided to renovate the house this

coming 2022 and turn it into modern style simply because she wanted to ensure

the safety of the household member. The household head believes that sometimes

the foundation will no longer stand because she knows that some of the materials

used can crumble due to old age.

c. Description of Two (2) Service-learning Project

The trainee had come up with two (2) development projects to answer some

of the needs of the respondents. This (2) projects entitled Proper Waste Management

by providing a trashcan with signages and a Clean-Up Drive.

The First Homebased Service-Leaning Project is Proper Waste

Management by providing trashcan with signages. Proper disposal of waste helps

keep the environment free from diseases and keeps it green. The trainee uses a

recycled bucket to use as an improvised trashcan with corresponding signages.

This Service-learning project provides awareness to the Residence on where they

place their trash. And this Service-learning project is not expensive and can be

easily done. This project is to provide Escosura’s Residence with environmental

awareness and strategic waste disposal. The project also seeks to conserve

cleanliness and, it is for the better for the Household to ensure they are living

healthy.

The Second Project is Clean Up Drive this Project helps Escosura’s

Residence to clean a convenient place that needed to be clean and to ensure solid

waste is managed in such a way that protects the household. Cleaning is a simple

but helpful way of improving a healthy environment. Through trainee’s effort and

the household head, we somehow help Escosura’s Residence in this program.

This can also improve outdoor recreational activities of the Household. Clean-up

Drive is one of the best ways to not only clean up the Household, but to create

awareness among the members of the Household about a cleaner environment.

CHAPTER II

CONTRIBUTION TO A NEEDED SERVICE-LEARNING PROJECT

Purpose of the Service- Learning Project

As per a guide by the concepts of the NSTP-CWTS, Participation in

Community Service Project\ Service- Learning Project made by the trainee of

NSTP-CWTS assume a role and respond to a real need of the selected Household.

To finish\fulfill the Community Service Project, relevance is the key. In a

successful Community Service\ Service- Learning Project trainee must address

actual and current household issues.

To be relevant Need Assessment Survey Form was used as a tool. With its aid,

the trainee was able to know the nature of Homebased work that the residents of

the adopted Household deemed necessary. Through this, Proper Waste

Management and Clean Up-Drive were determined as the two (2) predominant

needs to be addressed in the area. This result was presented to the Household head

for assessment, planning, and implementation.

Providing and making Trashcan with signages and Clean Up-Drive the

purpose of these two (2) Service-Leaning projects is to have a stronger

relationship between the Household member and the trainee, Healthy living and

away from the viruses present today and have a clean environment.

Rationale for Selecting College Students of San Pablo Colleges

The National Service Training Program – Civic Welfare Training Service

(NSTP-CWTS) contains programs or activities contributory to the general welfare

and the betterment of life for the members of the community or the enhancement

of its facilities, especially those devoted to improving health, education,

environment, entrepreneurship, safety, recreation and morals of the citizenry. For

these aspirations to transpire, the trainee decided to choose Escosura’s Residence

as the Community for the following reasons:

1. Proximity of the Area- Due to COVID-19 Pandemic, the trainee decides to

conduct a Service-Learning project at Escosura’s Residence, which is a

good decision for the trainee’s safety concerning health, lessens expenses,

saves time, energy, resources, and making it convenient. If minor or major

changes and adjustments would occur, it would only entail minimal

expenses to the trainee.

2. Cooperation and coordination of the Household member- The Trainee was

familiar with the environment that he chooses to conduct. With this

cooperation and coordination with the Household, members would not be

tough. The household members support the trainee on the implementation

of the project. The Household members were so accommodating,

hospitable, kind, and generous. They assisted and helped the trainee to

conduct the two (2) Project.

3. Serving your Household- Trainee and the Household member have a good

relationship which does not cause any problem to the Trainee and

Household members instead it became a favor to them as they have a

connection which will help the trainee to bring pass the research. There

was a strong urge and desire to be in the service for your Household that

may result in initiation and promote the spirit of communal unity and

cooperation.

Description of the Benefit of the Service-learning Project to Escosura’s


Residence and to the trainee
 
One realization in conducting a Homebased Community service project in

Escosura’s Residence was the spirit of kapwa tao and volunteerism, which still

exist. The Household member and sponsors of the trainee were trying to do their

best to provide for the trainee’s needs. The presence of the trainee became a

delight for them.

People nowadays are willing to share that is to give so much of their time,

talent, effort, and even resources without any monetary considerations. The first

and foremost benefit that trainee get from the Homebased Service-learning

Project was the satisfaction of incorporating assistance into the lives of others and

making a difference in the household. The intangible benefits such as pride, build

a stronger relationship with the household member and the trainee, satisfaction,

and accomplishment were worth it reasons to serve.

These two (2) Service-Learning projects, “Proper waste management by

providing and making trashcan with signages and Clean-Up Drive” will

benefit Escosura’s Residence is to avoid the spread of the viruses\ other

organisms that experiencing now. Based on my survey in the household,

households have a trashcan without signages and don’t know where to place the

Biodegradable, Non- Biodegradable, and Recycled. I did this project to help them

by knowing where they put their trash and have a cleaner environment. 

And for Clean- Up Drive will benefit the household to have awareness on

how beautiful our environment. And have an outdoor recreational activity, and the

household member should have cooperated with this activity. That’s why the

trainee come up with these two (2) projects to improve\ build a stronger

relationship.

And in these said activities, the trainee and the household

members learned how to manage their time and be flexible enough to fulfill every

member’s weakness. In this activity, trainee and household member they learned

to adjust, cooperate, and be respectful enough to every individual in the

household.

CHAPTER III

ORGANIZATION AND IMPLEMENTATION

The trainee was organized based on the decisions of the learners

themselves with the guidance of the adviser. The trainee was in charge of the

planning of activities, organizing\ schedule the activities. Guidelines were sets

for the conduct of the Home-based Service-Learning project. All activity sets for

the Home-based Service-Learning project approved by the trainee adviser and

Household members.

A signage/billboard was created signifying Escosura’s Residence as the

center of the Home-based Service-Learning project. Letter of correspondence

such as transmittal and other were prepared and presented. Memorandum of

Agreement (MOA) between trainee represented by the Household head checked

and approved for binding and forceful. The activities were well-attended include

all the Household members.

ACTION PLAN

The trainee had come up with this action plan to know the possible dates

for the various activities, the materials needed, and the people he can accompany

to complete the service-learning project. This action plan will help the trainee

track progress toward his goal in a reasonable amount of time.

GANTT CHART

The trainee used (smart sheet) to make a Gantt chart. The use of the Gantt

chart is to illustrate the breakdown structure of the activities/ project by showing

the start date and finish date. It can help the trainee to monitor the progress,

increase productivity, and also provide an advance of planning to the project/

activities.

The trainee used Gap analysis to know the possible gaps and challenges

and why he did not accomplish other activities. It may help the trainee knows his

weakness and strength, aware of opportunities and threats, and develops a process

IMPACT GOALS TO THE BENEFICIARIES

Misplaced\mismanaged waste can cause several resource losses which

include the material used in the manufacturing of the good- water, energy, etc.,

and human resource input. There are some negative impacts on the environment-

underground water contamination, air pollution, soil contamination, resulting in

different health hazards to the household. Put in simple terms; the social,

economic, environmental and health implication of poor waste management is so

enormous that we need to do all that is within our reach to achieve sustainable

waste management.

The goal of the trainee for the beneficiary of Proper Waste Management

and Clean-Up drive is to be responsible enough for proper handling of trash,

know where they place their biodegradable, non-biodegradable, recycled waste,

clean surrounding, and conserve cleanliness. Two projects aim to achieve or

practice proper waste management and recycling, improve outdoor recreational

activities of the household. To have an idea on what possible effect of misplaced\

mismanaged waste to their health and environment.

Ensuring the garbage managing practices ultimately helps us to minimize

the problem to our environment. Because doing so, you learn to reduce and

recycle. Reducing the wastages cuts down the costs related to its disposal. Reuse

enables us to reutilize the items that are still in good condition for use.

EVALUATION AND ASSESSMENT

A. Evaluation of the Service-Learning Development Project

The Need Assessment Survey was the tool used by the trainee to gather

the pertinent information about their chosen home needed in the implementation

of the project. And it was conducted last April 28, 2021. A total of four (4)

respondent in one (1) household were interviewed during the survey. The next

step is writing different report as interpretation of the data findings. Generally,

report writing and graphical representation are based on the type of the findings

that are being portrayed. Graphical representation of the findings always

facilitates the user to better understanding on the result in Need Assessment

Survey. Similar survey is conducted time and again to calculate the growth-

related parameters, which, in turns determine the Assessment for the Service-

learning Home based Project.

Table and Chart 7 shows the number of votes and the respective

percentage breakdown to the proposed Service-learning Homebased Project to be

implemented by the organizers. This is the most important part of the Needs

Assessment Survey because this will serve as the basis on what projects I would

be sponsor. The power to choose the kinds of projects to be sponsored was given

to the respondents themselves because they are the ones who really know the

priority services needed in Escosura’s Residents.

The top two services needed most by the member of the Proper Waste

Management and Clean-Up Drive, each gathering 50% of votes for Proper Waste

Management and 50% for Clean-Up Drive.

Impact of the Service-learning Development Project to Escosura’s Residence

at V. Menguito St. Mayondon Los Baños Laguna

Based on the result of the survey most of the respondents choose the

proper waste management and clean-up drive the trainee started the development

last May 09, 2021. During the first development project, Proper waste

management by providing and making trashcan with signages, household

members appreciated the trashcan by giving that the household members learned

how to put their trash on Biodegradable, Non-Biodegradable, and Recyclable

waste. Waste mismanaged especially liquid and solid waste from households, may

lead to serious health hazards and leads to the spread of infectious diseases. Dry

waste materials may lead to fire hazards. It can be thus seen that solid waste

generated should be controlled by adopting a proper waste management system.

Concerning the clean-up drive, it was implemented to help the household

member to have a cleaner environment. A clean-up can also bring about a sense

of household and responsibility to keep our homes and common areas safe and

clean. Visible results might lead to heightened interest and involvement among

household members in reducing garbage and food waste and preserving the

environment. And it was successfully done by the trainee and household head.

CHAPTER V
CONCLUSION AND RECCOMENDATION

Conclusion
Based on the findings of the survey, the trainee came up with the

following conclusions:

1. 100% or equivalent to 4 respondents have an Average Income of ₱

10,000 - ₱ 20,000. Because all of the respondents came from one

family.

2. All of the respondents answered the survey that their house is owned.

And the remaining question is zero (0%) response.

3. The Percentage of Private Employees is 50% and 50% for others.

4. There are 4 means of communication Newspaper, Radio, Television,

and Cell phone. The highest available means of communication is

Cellphone 75% (3) of the respondents answered. The next is television

25 (1) of the respondents. It is clearly stated that cell phone is the main

tool of household members for their communication.

5. 50% (2) respondents answered that their educational attainment is

6. Secondary education and 50% (2) answered with College Degree. All

of the respondents have access to health care.

7. The respondents preferred Service-learning Homebased Project which

is 50% for Proper Waste Management and 50% for Clean-Up Drive. It

resulted that the top two services needed most by the Household are

the Proper Waste Management and Clean-Up Drive.

RECOMMENDATION

Based on the data gathered while undertaking the projects in their adopted

community, the trainee arrived at the following recommendations:

1. Seminars are designed to introduce varieties of topics from the experts.

It educates and at the same time allows people to learn on proper waste

management, that is why the trainee conducted this Proper Waste

Management by providing and making trash can with signages.

2. Perform another Development project related to this activity but

focusing on the effect of the cleaner environment.

3. For Future NSTP-CWTS students are encouraged to continue

implementing this kind of program.

Appendix F Guidelines on the Conduct of Community Service Project

A. PRIOR LEAVING FOR THE COMMUNITY

a. Students shall meet their Facilitator within the premises of the school

preferably in their respective classroom.

b. Only the class facilitator can accompany the students in their

community visits.

c. Facilitator shall orient the class with their community activities,

expected outputs and itinerary of their visit.

d. The first attendance of the students shall be taken inside the classroom.

e. The class shall go to the community together. No students will be

allowed to follow their class in the event that they came to class late.

Students are advised not to use personal vehicles during community

visits.

f. Be simple in dressing for community work. Avoid wearing attention

catching clothes and expensive jewelries as well as bringing

expensive. The Facilitator and the CWTS Office are not liable for any

loss.

g. Transportation arrangements shall be a prerogative of the class. The

transportation fare, as practice, shall be shouldered individually.

B. DURING THE COMMUNITY ACTIVITY

a. The class shall have a courtesy call to the Barangay Chairman or any

barangay representatives upon arrival to the community

b. The Facilitator shall discuss the purpose of the visit and the activities

to be conducted.

c. Students are to observe proper decorum and behavior. Be aware that in

community work, you carry not only yourself but the name of the

school.

d. . Be courteous and polite in conversing with people especially those

who are older than you. Don’t use curse or offensive words.

e. . Be a role model. Avoid showing disgust or annoyance if any

inconveniences were encountered.

f. Smoking and engaging in drinking session and gambling are

prohibited.

g. Always observe the “buddy system”. Avoid wandering around the

community individually.

h. Integrate with the community and observe community processes. Talk

and interact with people in the community.

i. The students’ attendance shall be taken twice, upon arrival in the

community and before leaving the barangay.

j. Know the purpose and limitation of the visit. Don’t make any promises

that the class can’t fulfill. This will only give the community false

hopes.

k. Document the community visit. Take pictures of the activities being

conducted.

C. AFTER THE COMMUNITY ACTIVITY

a. The Facilitator shall de-brief the class about the visit. Document any

incidents that occurred during the visit as well as students’ feedbacks,

observations, comments and suggestions.

NSTP-CWTS in San Pablo Colleges was one of the most challenging yet

fulfilling subjects to pass. At first, I assumed that it would be a semester that full

of voluntary and helping the community. After attending the subject, I found

myself very overwhelmed after hearing all the talks of my teacher that inspire me

to perform well.

Only this subject can teach you what really happening in our society and

can help you in many situations you will encounter. The way Sir Roneo taught us

about how we can survive in many difficult situations, like for example when you

encounter an injured person you will know how to handle it properly and

carefully. That’s only few examples of what Sir Roneo taught us that I will surely

keep in my heart, and practice in my everyday life.

Even though we did not finish our NSTP in school due to the COVID-19

pandemic, Sir Ron did not stop to provide what we really need in these trying

times and he always make sure that we are safe and sound. Truly, our Prof. Roneo

Villanueva is a great NSTP adviser. Always and will be in my heart how good

professor he is to students like me.

My NSTP this semester was taskful because there were lot of things to do

and accomplish that made me tired every Sunday. But I really learned a lot from

this NSTP class. For me, in this subject is not about getting a high grade and

having many achievements this subject is about helping each other, loving our

country and fighting what is right, after learning all this in NSTP I can proudly

say in the world that I am a Filipino.
