educating people who solve the problems of the country and the community. It means hope for
us and our children. It is like a treasure that was hidden somewhere and this community is the

1. Explain the meaning, advantages, disadvantages and demands of SBM.

School-based management (SBM) is a strategy to improve education. By transferring
significant decision-making authority from education offices to individual schools. SBM
provides principals, teachers, students, and parents control over the education process by giving
them responsibility for decisions about the planning, personnel, curriculum and action in school.
There is great variation in accountability systems. In some, information on student achievement
is published in league tables, and sanctions, including monetary rewards, are attached to
performance for schools and teachers. The use of monetary rewards, however, has proved
controversial, and usually has not lasted very long. Furthermore, rewarding successful schools at
the expense of increasing resources to schools that are failing would not contribute to overall
school improvement. Some of the problems that SBM stakeholders might encounter include
more work for stakeholders, less efficiency, uneven school performance, an increased need for
staff development, confusion about new roles and responsibilities, and coordination difficulties
(Prasch 1990). Another problem is accountability.

2. State practices aligned to SBM.

This includes the 4 SBM Indicator – Leadership and Governance, Curriculum and Instruction,
Accountability and Continuous Improvement.

3. Explain the roles, functions and competencies of school heads in SBM.

School heads have various areas of responsibilities including human resources, financial
resources, educational activities of students and teachers, external relations, well-being of
students and teachers, and teaching students. The head of school role will depend on the
responsibilities set by the executive head teacher. In some cases, a head of school will act as a
head teacher. In other cases, an executive head teacher oversees several schools, with the head of
school acting more like a deputy head teacher in managing a single school.
