INDIAN NURSING COUNCIL (INC) :


The Indian Nursing Council is an Autonomous Body under the Government of India,
Ministry of Health & Family Welfare was constituted by the Central Government under section
3(1) of the Indian Nursing Council Act, 1947 of parliament in order to establish a uniform
standard of training for nurses, Midwives and health visitors.

AIMS OF INC:
• To establish uniform standard of training throughout the state
• Prohibit training centre, which are in adequate.
• Prohibit practice of nursing by non qualified nurses.

OBJECTIVES OF INC
➢ The Council prescribes the syllabus and regulations for various nursing courses.
➢ The inspection of Nursing Schools and Examination Centers.
➢ The Council is responsible for regulation and maintenance of a uniform standard of
training for Nurses, Midwives, Auxiliary Nurse-Midwives and Health Visitors.
➢ Prescribes the standard curriculam for the training of nurses, midwives and health
visitors.
➢ Training courses for teachers of nurses, midwives and health visitors.
➢ Prescribes conditions for admission to above courses.
➢ Prescribes standard of examination and other requirements to be satisfied for securing
recognization.

COMMITTEES OF INC
'1. Executive Committee of the Council to deliberate on the issues related to maintenance of
standards of nursing programs.

2.The Nursing Education Committee, The committee is constituted to deliberate on the issues
concerned mainly with nursing education and policy matters conceming the nursing education.

3.Equivalence Committee — to deliberate on the issues of recognition of foreign qualifications


which is essential for the purpose of registration under section Il(2)(a) or (b) of the Indian
Nursing Council Act, 1947, as amended

4.Finance Committee — This is another important Sub-Committee of the Council which


decides upon the matters pertaining to finance of the Council in terms of budget, expenditure,
implementation of Central Govt. orders with respect to service conditions etc.

TYPES OF INSPECTIONS DONE BY INC:-


lndian Nursing Council conducts inspection of the institutior once the institution is found
suitable by Indian Nursing Council and on receipt of the fees and the proposal for Enhancement
of seats.

FIRST INSPECTION:

First Inspection is conducted on receipt of the proposal received from the institute to start any
nursing program prescribed by Indian Nursing Council.

RE-INSPECTIONS:

Re-inspections are conducted for those institutions, which are found unsuitable by Indian
Nursing Council. The institutions and the government are informed about the deficiencies and
advised to improve upon them. Once the institution takes necessary steps to rectify the
deficiencies, institution should submit the compliance report with documentary proof of the
deficiencies pointed out and re-inspection fees. On receipt of the Compliance report & fees from
the institution it will be considered for re-inspection.

PERIODIC INSPECTIONS :

lndian Nursing Council conducts periodical (after 3 years) inspection of the institution once the
institution is found suitable by Indian Nursing Council to monitor the standard of nursing
education and the adherence of the norms prescribed by INC. Institution are required to pay
annual affiliation fees every year. However, if the institution does not comply to the norms
prescribed by Indian Nursing Council for teaching, clinical & physical facilities, the institution
will be declared unsuitable.

FUNCTIONS OF INC:-
▪ To establish and monitor a uniform standard of nursing.
▪ To advise the State Nursing Councils,Examining Boards, State Governments and Central
Government in various important items regarding Nursing Education in the Country.
▪ Recognizes nurses as a separate branch in health service Regulates nursing training &
sets uniform standard of training for nurses throughout the country.
▪ Construct syllabus for all nursing programs and To regulate nursing practice.
▪ Permits title, badges, uniforms for registered nurses.
▪ Inspection of school & colleges of nursing Power to make regulations. Withdrawal of
recognition of nursing institutions Maintenance of Indian nurse registers

EDUCATIONAL ROLE & RESPOSIBILITY INC


• Initiates, prescribes, guide & supervise the different levels of nursing education.
• It laid down the qualification for the admission, registration & employment.
• It recognizes & approves various institutions for conducting different nursing educational
programs.
• INC sets educational activities in different occasions like Nurses Day, Breast feeding
week, AIDS Day etc.
• It regulate the course duration.
• Prescribe the syllabus for all levels of nursing education.

THE INC ACT 1947:-


This act is aimed to regulate uniform standard of training of nurses, midwives and health
visitors.
At extend to whole of India except the State of Jammu & Kashmir.
This council is composed of 24 members from different departments — Indian Medical
Council, trained nurses association, DGHS, Chief Principal Matron, Chief Nursing
Superintendent, Chief Administrative Medical Officer. Among these members president,
vice-president and other officials are elected.
There are 47 Authorities that issue certificates, diplomas and degree in nursing.
That are 20 midwifery, 13 for ANM, 22 for Health visitors and 22 authorities for higher
qualification.
1990-2000, the council has revised guidelines for opening of nursing school./colleges and
syllabus for general nursing, PGs, and midwifery.
Any institution which is engaged in training, and distribution of nursing degree have to
submit information from time to time. Such institutions shall be examined and inspected
by the persons appointed by the executive body of council for the purpose of adequacy of
training and examination.
Such inspecting body submit a report that the institution has not adequate resources and
has not maintained standards then council may withdraw the recognition. The recognized
institutions are notified in the official gazette.

Guidelines For Establishment Of NewNursing Schools / Colleges In India


Approved By Indian Nursing Council.
• Any organization under the Central Government, StateGovernment, Local body or a
Private or Public Trust,Mission, Voluntary registered under Society Registration
• Act wishes to open a School of Nursing, should obtain the No Objection/Essentiality
certificate from the State government.
• The Indian Nursing council on receipt of the proposal from the Institution to start nursing
programme, will undertake the first inspection to assess suitability with regard to physical
infrastructure, clinical facility and teaching faculty in order to give permission to start the
programme.

ROLE OF INC
❖ To prescribe curriculum for the various courses for nursing.
❖ To visit teaching centers & to recognize qualifications.
❖ INC has a power to withdraw any such recognition at any time if minimum requirements
are also not met.
❖ lnspection of nursing schools and examination centers in order to maintain uniformity
and to raise standards of nursing education.
❖ At also maintains a register called Indian nurses register which contains the names of all
persons who are for the time being enrolled with any state registration council.
❖ To give approval for registration of nursing & foreign nurses possessing foreign
qualification under Indian Nursing Council, Examination Board, State government &
central government in various important items regarding nursing education in country.

NURSING BOARDS
More than 100 years ago, state governments established boards of nursing to protect the public's
health and welfare by overseeing and ensuring the safe practice of nursing in India. Boards of
Nursing are state governmental agencies that are responsible for the regulation of nursing
practice.
NURSING EXAMINATION (ROLE & RESPONSIBILITY)
• To co-ordinate & bring a uniform standard of nursing education.
• To verify the eligibility requirements of the students before each examination.
• To arrange for conducting examination & issuing certificates to successful candidates.
• To prepare the calendar of events at the beginning of each academic year.
• To appoint the examiners before each examination

Nursing registration board

• Enforcing the Nurse Practice Act and nurse licensure .


• Accrediting or approving nurse education programs in schools and universities.
• Responsible to maintain the register in prescribed manner for Nurses, Midwives & Health
visitors is called Indian nurses register.
• Developing policies, practice standards & administrative regulations.

UNIVERSITY
A university is an institution of higher education and research which grants academic
degrees in a variety of subjects and provides both undergraduate education and postgraduate
education.

ROLE & RESPONSIBILITY


• Regulation of its own colleges & affiliated institutions.
• Conducting inspection & granting permission for admission.
• Conducting examination & announcing the results.
• Conducting the Graduation, Post-graduation & Doctoral programmes.
• Ensuring faculty welfare and development.
• Ensuring student welfare & development.
• Organising various programmes such as book exhibition, job fair, seminars, conferences,
inter college competitions, sport meets, etc.
