    IS 10151 : 2019 POLYVINYL CHLORIDE (PVC) AND ITS


    COPOLYMERS FOR ITS SAFE USE IN CONTACT WITH
    FOODSTUFFS, PHARMACEUTICALS AND DRINKING
    WATER — SPECIFICATION
    ( First Revision )

    (Page 1, clause 2) — Substitute ‘9833 : 2018 List of colourants for use in


    plastics in contact with foodstuffs and pharmaceuticals ( Second Revision )’ for
    ‘IS 9833 : 2014 List of pigments and colourants for use in plastics in contact with
    foodstuffs, pharmaceuticals and drinking water ( first revision )’.

    (Page 1, clause 4) — Insert the following new clause and renumber the
    subsequent clauses:

    ‘4.1 Basic Resin


    As prescribed in IS 10148.
    (Page 1, clause 4.1) — Substitute the following for the existing clause:

    ‘4.2 Material
    The threshold limits of the catalysts, polymerization inhibitors, emulsifying
    agents, suspension agents, chain-transfer agents and miscellaneous additives are
    given in IS 10148 for guidance purpose.’
    (Page 1, clause 4.2) — Substitute the following for existing clause:

    ‘4.3 The threshold limits of auxiliary items, that is, plasticizers, stabilizers,
    lubricants and other additives are used in PVC compounds for food-packaging
    applications are given in IS 10148 for guidance purpose.’

    (Page 1, clauses 4.4, 4.4.1 and 4.4.2) — Substitute the following for the
    existing clauses:

    ‘4.5 Monomer Content


    4.5.1 Residual Vinyl Chloride Monomer (RVCM) Content — The RVCM
    content of PVC suspension resin used for the manufacture shall not exceed
    2 ppm, when tested as prescribed in Annex A.
    4.5.2 The RVCM content in the PVC containers/film for food packaging, pipes
    for water transportation etc shall not exceed 1 ppm when tested as prescribed
    in Annex A.
    4.5.3 Migration of RVCM into Foodstuffs
    The migration of RVCM into foodstuffs being packed shall not exceed 10 ppb
    when tested as prescribed in Annex B.
    NOTE — In accordance with the EEC Council Directive 78/142/EEC, determination by
    simulants is permissible.’

    (Page 2, clauses 5.3 and 5.3.1) — Substitute the following for the existing
    clauses:

    ‘5.3 BIS Certification Marking


    The product(s) conforming to the requirements of this standard may be
    certified as per the conformity assessment schemes under the provisions of the
    Bureau of Indian Standards Act, 2016 and the Rules and Regulations framed
    thereunder, and the products may be marked with the Standard Mark.’
    (Page 10, Annex E) — Substitute ‘IS 9833 : 2018 List of colourants for
    use in plastics in contact with foodstuffs and pharmaceuticals (second revision)’
    for ‘IS 9833 : 2014 List of pigments and colorants for use in plastics in contact
    with foodstuffs, Pharmaceuticals and drinking water (first revision)’.

    (Page 10, Annex E) — Delete ‘IS 10141 : 2001 Positive list of constituents
    of polyethylene in contact with foodstuffs, pharmaceuticals and drinking water
    (first revision)’

    (Page 10, Annex E) — Substitute ‘IS 10151 : 2019 Polyvinyl chloride (PVC)
    and its copolymers for its safe use in contact with foodstuffs, pharmaceuticals
    and drinking water — Specification (first revision)’ for ‘IS 10151 : 1982
    Specification for polyvinyl chloride (PVC) and its copolmers for its safe use in
    contact with foodstuffs, pharmaceuticals and drinking water’.

    (Page 11, Annex E) — Substitute ‘IS 12252 : 2017 Polyalkylene


    terephthalates (PET and PBT), their copolymers and list of constituents in raw
    materials and end products for their safe use in contact with foodstuffs and
    pharmaceuticals (first revision)’ for ‘IS 12252 : 1987 ‘Polyalkylene terephthalates
    (PET and PBT) for their safe use in contact with foodstuffs, pharmaceuticals
    and drinking water’.

    (Page 11, Annex E) — Insert ‘IS 16738 : 2018 Positive list of constituents
    for polypropylene, polyethylene and their copolymers for its safe use in contact
    with foodstuffs and pharmaceuticals’ at appropriate place.
