V. Rationale:
The Corona Virus Disease 2019, more infamously known as COVID-19, has
afflicted the vast majority of the world and has driven most countries to recession. It has
infected 22 million all over the world and has killed 700 thousand individuals as of the
second week of August. The number continues to rise, and countries are still struggling to
contain and control the pandemic. It has, without doubt, one of the biggest tragedies that
have befallen the world.
Still, learning cannot be put on hold. To stop education in the midst of the
pandemic is to surrender to the fear and panic that COVID has created, and it will do
more damage that will be felt for generations.
The Department of Education (DEPED) has carefully and meticulously paved the
way for learning to continue flawlessly and safely in these dangerous times. DepEd
Orders (DO) No. 11 and 17 have created the template and guidelines on how teachers
and school personnel can continue their work with the main purpose of ensuring that risks
of infection and transmission are put at minimum. At the same time, these orders
mandated for the preparation of alternative delivery modes to ensure the continuity of
education despite the pandemic. This meant the preparation of online learning and
modular approach to be able to reach out to learners without them leaving the safety of
their homes.
With these addressed, the SHS went on to plan about students who may
underperform. There are students, because of complex reasons and causes, who lag
behind the others during regular days. The school assumes that there will be even more
such cases in these times when there are no teachers who can directly guide them for
five days in a week.
As such, the need to ensure that these learners are not left behind was identified
and prioritized. A roadmap is needed that will guarantee that underperforming learners
will be given as much opportunities that they need in order for them succeed just like the
rest. The school has determined that these opportunities can be given maximally by their
parents who are, after all, their primary influencers.
It is in these premises that Project PASAR (Parent-based Approach for the
Students’ Achievement and Resilience) was conceptualized.
