One of the arising problems in today’s generation is teenage pregnancy, it remains as a major
contributor to maternal and child mortality and it is one of the main problem that the society is facing
right now. According to Mezmur, Assefa, and Alemayehu (2021), teenagers tend to be much more
curious, they want to explore a lot of things, one of which is being inclined in sexual activities, without
knowing the consequences of their actions. It’s sad that the kids they are bearing will also suffer from
their mistakes, come to think of it, how can a teenager support the needs of their baby like milk and
diaper if they don’t even have stable job since they are still studying, also they make their parents bear the
responsibility of raising their kids since they are not prepared for that situation.
As a teenager, this is very alarming for us. That’s why we chose this topic so that we can help
prevent this major problem in the society. We may not be able to bring back time for those people who
suffered teenage pregnancy and its consequences, but we can give awareness to youths regarding the
prevention of this matter, so that our next generation will not suffer, but have enough knowledge and be
much more capable of controlling this problem.

Part II
CONCEPT PAPER
Introduction
Magdalena Abellera, POPCOM – CAR Regional Director stated that the data provided to the
Philippine News Agency shows that there were 2,422 youths aged 11 to 19 years old who got pregnant in
2020, much higher than the 1,654 data in 2019. Statistics show that the region has recorded a 46 percent
increase in teen pregnancies from 2019 to 2020.
Some of the possible reason for teenage pregnancy is lack of parental guidance and role models,
not enough knowledge in sex education, sexual violence, poverty, poor access to contraceptives and
issues with termination of pregnancy (Nabugoomu, Seruwagi, and Hanning, 2020). That is why guiding
and educating young people regarding this issue is important and should be given a priority to prevent the
rising case of teenage pregnancy.

Purpose
One of the main reason why teenage pregnancy is very significant in our country, is the lack of
sex education for teenagers. That is why we came up with a proposal to provide extensive sex education
on teenagers.
Under the new EO, President Duterte puts government youth councils or the Sangguniang
Kabataan (SK) front and center to develop their own anti-teen pregnancy policies. This is a good start for
student like us for our “Unplanned Pregnancy Prevention Campaign” to be much more effective with the
help of different branches and agencies within the government or even private agencies.

Project Description
1. Goals and Objectives
Our team will put up a program titled, “Unplanned Pregnancy Prevention Campaign” that
speak about family planning, sex education for the teens and good relationship with the parents.
We chose to conduct a webinar/ seminar program for the proposed project.
2. Methodology
Connecting to local agencies like The Department of Health- Center for Health Development-
Cordillera Administrative Region and The Commission on Population in the Cordillera

Administrative Region (POPCOM-CAR) to conduct webinars on prevention of teenage

pregnancy and cooperating with parents on how they provide necessary information to their
children’s about sexuality education. Cooperating to our School to enforce programs that involve
support, tutoring, education, and recreation as these programs can help decrease high-risk
behavior among teens and prevent teen pregnancy in schools.
Also, implementation of programs that promote positive youth development in cooperation of
Student Body Organization. Associating with local government units and civil society
organizations to reach adolescents in geographically-isolated and –depressed areas such as island
municipalities, upland communities, hard-to-reach areas, and conflict-affected areas. The usage of
instrumentalities shall maximize the use of digital and online platforms to reach adolescents and
young people, and raise awareness on the protection and promotion of reproductive health and
right. Youth councils are also, enjoined to develop interventions and implement programs to
prevent all known causes of adolescent pregnancies.
3. Action Plan and Timeline
Last October 2019, The Commission on Population and Development (POPCOM) had
called the president to declare the teen pregnancy as a national emergency. Because of this
pandemic, the youth is on higher risk to get pregnant due to lockdowns. As of now, teenage
pregnancy is a serious and most important problem here in the Philippines.

4. Support and Budget

We are humbly asking the support of youth and health agencies such as DOH, DSWD,
DepEd, NYC, POP-COM, and SK here in Baguio City to promote our campaign entitled
“Unplanned Pregnancy Prevention Campaign”. By simply conducting webinars/online seminar
about teenage pregnancy and creating a larger scope of sex education in schools, we might be
able to prevent or at least lessen the rate of teenage pregnancy in Baguio City.
5. Benefits and Anticipated Outcomes
Sex education can give a big impact to the Cordillera Administrative Region (CAR). For the
adolescents, it helps to prevent sexually transmitted diseases and prevent unintended pregnancies.
For parents, they can be able to provide the right information, comfortable discussion of
sexuality-related topics with their children, and positive response towards learning opportunities
at home. Whereas, for the community, sex education can decrease the teenage pregnancy issue,
access to birth controls, proper knowledge and lowers the risk of different health problems.
As of 2018, 3,402 adolescent girls were reported to have given birth. With the help of proper
sex education, these numbers can drop off to 60%. A total of 120,000 adolescent students can be
educated properly about reproductive health, lesser sexual activity, sexual behaviors and sexual
violence. Most importantly, teenage pregnancy will be no longer a national emergency.
