E-Learning Studio Proposal
I. Program Contacts:
Committed to widening the access to education despite the pandemic, Lantapan National
High School have eyed Blended Learning (Online and Self Learning Modules) as a mode of
delivering lessons even amidst the pandemic. This is the solution ogled to help alleviate the
learning capabilities among the learners in our school. The Blended Learning thru our E-
learning Studio is an alternative learning delivery mode using technology available in the
community to teach our students even in this time of pandemic. It aims to provide learning
opportunities to them and enable them to learn through their preferred modality.
As more and more children are being forced to stay home from school, the risk of
learners becoming disengaged from or deprived entirely of their education is higher than
ever. While COVID-19 is impacting learners in both developed and developing countries, it
is critical that we are aware of vulnerable and disadvantaged students. Due to socio-economic
challenges, some learners are not able to access necessary technological, educational, or
financial resources. On top of this, they are already facing disadvantages and have become so
helpless as they are needing quality instruction especially that no face-to-face instruction is
allowed in all schools of the country.
Under DepEd’s printed modular learning system which is opted by the Department,
students were provided with self-learning materials (SLM) distributed to parents. For
students whose parents are not available to get these from schools, there are designated pick
up points in their barangays for their convenience. The distribution was done at least 4 times
per quarter.
Aside from SLMs, work plans were also distributed to parents for their students to
indicate the schedule of lessons and activities the students will have to do every week.
Although the SLMs provides an opportunity for self-study, the main challenge that
modular education faces is how to accommodate learners who doesn’t have parents or
anybody who can assist them at home. Since our learners are not yet acquainted with this
modality, they find it difficult to learn individually. Students think that it is difficult to fulfill
the competencies only with modular system. Modular education, could be improved by
blending it with more differentiated and more interactive video/audio lessons giving concise
information and providing visual tools for them to supplement their learning.
Kenney and Newcombe (2011) did their comparison to establish effectiveness in view
of grades and found that blended learning had higher average score than non-blended
learning environment. Garrison and Kanuka (2004) examined the transformative potential of
blended learning and reported an increase in course completion rates, improved retention and
increased student satisfaction. Comparisons between blended learning environments have
been done to establish the disparity between academic achievement, grade dispersions and
gender performance difference and no significant differences were found between the groups
(Demirkol & Kazu, 2014).
A group of skilled teachers are assigned to craft lessons, craft the video/audio script for
each lessons, record their instruction, and distribute to our learners through online or physical
means. This program will be implemented still even when learning environment normalizes.
a. carry out the Department’s Basic Education Learning Continuity Plan (BE-LCP)
despite the pandemic;
b. provide quality supplementary learning materials to learners;
c. provide learning opportunity even without physical presence of a teacher; and
d. expand access to education by bringing it to where the learners.
V. Program Methodology
Blended Learning program through E-learning Studio will be implemented through the
efforts of DepEd represented by the school principal, Roselle A. Ferber.
Full implementation of the program will be for SY 2021-2022. Skilled and trained
teachers will be assigned to various teams as Lesson Developers, Audio/Video Resource
Developers, Quality Assurance, and Maintenance. The Lesson Developers will do the initial
planning for the creation of video lessons such as scripting and storyboarding. The
Audio/Video Resource Developers will act as technical support for the recording and editing
of audio/visual outputs. Quality Assurance Team will ensure the content, language and form
of the outputs will conform to learning standards set by the department; while the
Maintenance team will handle the day-to-day care and servicing of the equipment for the
purpose of maintaining it in satisfactory operating condition by providing systematic
inspection, detection, and correction of incipient failures either before they occur or before
they develop into major defects.
B. Program Deliverables
The target-clients will be receiving the recorded audio-video lessons per learning area
together with the Self Learning Modules. The audio-video lessons will be saved and viewed
on the learner’s mobile devices, PC’s, Laptops, Tablets or on their flash drives which can be
played on LED TV’s or any electronic devices.
There will be a non-contact distributions of these learning resources utilizing Bluetooth
or ShareIt and the like technologies. Shared drive containing these resources will also be
made available online for those who had internet access. Teachers will also be encouraged to
form social groups online such as Facebook Chat, Youtube channel, Discord, Microsoft
Teams, Google Classrooms etc. to also facilitate the distribution of these materials. If and
when possible, the learners who cannot be provided with electronic device by their family,
public or private individuals will be enjoined to act as benefactors to these disadvantaged
learners.
C. Program Risk Management
To keep the technical working group and the teachers safe from the risk of the
pandemic, minimum physical contact will be employed provide proper COVID1-19 protocol
will be observed such as wearing of face mask and face shield, observance of social
distancing, and constant washing of hands and disinfection.
