1. INTRODUCTION
These Qualification Regulations (Regulations) describe in detail how athletes and
teams can qualify for the Paris 2024 Paralympic Games in each of the twenty-two
(22) sports on the Paris 2024 Paralympic Games Programme (Games Programme).
It provides to the National Paralympic Committees (NPCs), to National
Federations (NFs), to sports administrators, coaches and to the athletes
themselves the conditions that allow participation in the pinnacle event of the
Paralympic Movement.
These Regulations present:
• an overview of the Games Programme;
• the general IPC regulations on eligibility; and
• each International Federation’s (IF) own specific qualification criteria for its
sport (in alphabetical order).

STRUCTURE OF EACH IF’S SPORT-SPECIFIC QUALIFICATION CRITERIA


Each IF’s own sport-specific section in these Regulations follows a standardised
format. Readers can quickly locate information or cross-reference it between
sports. The standard structure of each IF’s sport-specific qualification criteria is as
follows:

QUALIFICATION METHODS
There are a variety of qualification methods that IFs may decide to employ, which
may depend on the nature and traditions of each sport.
In many sports, the participation of the host country is guaranteed via reserved
slots. However, athletes representing the host country still need to comply with all
eligibility requirements in order to enter the Paris 2024 Paralympic Games.
The following qualification methods based on performance may be used by IFs.
Methods 1, 2 and 3 are referred to as “direct slot allocations” as they reward
performance at one competition directly with a qualification slot.
1. Placement at World Championships
2. Placement at Regional/Zonal Championships or Regional Games
3. Placement in other IF sanctioned competitions or designated Paralympic
qualifiers
4. Rank on a World or Regional Ranking List
5. Rank on a specific Paralympic Qualification Ranking List
6. Achievement of a Minimum Qualification Standard (MQS) with or without
subsequent Quota Allocation Formula
7. Team Completion
8. Bipartite Commission Invitations
In the event of any inconsistency between IF qualification methods for the Paris
2024 Paralympic Games that are published elsewhere and the IF qualification
methods listed in these Regulations, these Regulations will prevail.

At any given time the only valid version of these Regulations is the one published
on the IPC website.

OFFICIAL LANGUAGE
The official language of the IPC is English. If any organisation translates these
Regulations for internal purposes the English version will prevail in case of
discrepancy.

3. GENERAL IPC REGULATIONS ON ELIGIBILITY


In addition to each IF’s own sport-specific athlete eligibility criteria, the IPC has
established a set of general eligibility criteria that apply to all participants in the
Paralympic Games. These general regulations are derived from the IPC Handbook.
They ensure that the fundamental rights and obligations of the IPC and its
membership are recognised and protected. The general IPC regulations on
eligibility are as follows:

IPC MEMBERSHIP
Only NPCs in good standing with the IPC may enter duly qualified and eligible
athletes in the Paris 2024 Paralympic Games. NPCs are also reminded that each
NF must be in good standing with the NF’s respective IF, as required by that IF.

COMPLIANCE WITH IPC NATIONALITY REGULATIONS


Any athlete in the Paris 2024 Paralympic Games must comply with the provisions
of the IPC Nationality Regulations published in the IPC Handbook.

MINIMUM AGE REQUIREMENT


No minimum age limit for athletes competing in the Paralympic Games is stipulated
by the IPC on a general basis. However, NPCs must note that an age limit may be
established by IFs through their own sport-specific rules and athlete eligibility
criteria (including those set out in the sport-specific sections of these Regulations).
While the Paralympic Games welcomes the world’s youth with an impairment,
NPCs are encouraged to send to the Paralympic Games only athletes who are
adequately prepared for high performance competition.

UNDERSTANDING AND AGREEING TO THE CONDITIONS OF PARTICIPATION


To be eligible for participation in the Paris 2024 Paralympic Games all athletes
must sign, and agree to comply with, the IPC Conditions of Participation
Agreement. This agreement is part of the NPC registration process.

NPC SELECTION STANDARDS


The IPC recognises and respects the right of NPCs to establish their own national
selection standards for determining the qualification of an athlete or team to
compete in the Paris 2024 Paralympic Games. Such standards must be compliant
with those established by the IPC as well as those of each respective IF. Any
national selection standards must also align with confirmation dates and
administrative deadlines of the Organising Committee of the Olympic and

Paralympic Games (OCOG). All athletes and teams are equally subject to their
respective NPC’s selection standards.

COMPLIANCE WITH CLASSIFICATION RULES


Only qualified athletes who meet the relevant IF’s sport-specific classification
rules and have an appropriate sport class and sport class status will be eligible
for entry in the Paris 2024 Paralympic Games. It is the responsibility of each NPC
to ensure that its athletes are appropriately classified in their respective sports
prior to entry and that each athlete holds a sport class and sport class status that
complies with the IF’s eligibility requirements as published in these Regulations. In
particular, an athlete is only eligible to be entered in an event that is open to their
respective sport class under the relevant IF’s rules.

4. BIPARTITE COMMISSION INVITATIONS


While the primary method of implementing the Paralympic Games guiding
principles (set out in the IPC Handbook) is through the standard qualification
methods, the IPC and certain IFs have also sought to provide targeted
qualification slot allocations through Bipartite Commission Invitations. Bipartite
Commission Invitations are included in the overall athlete quotas of the relevant
sports chapters as set out below.
Subject to the following, Bipartite Commission Invitations are granted by the IPC
in its sole discretion following engagement with the relevant IF. To be eligible for
a Bipartite Commission Invitation, in all circumstances:
(a) an athlete must meet the general IPC regulations on eligibility above and
the IF’s own sport-specific eligibility criteria below; and
(b) an athlete must meet the relevant IF’s classification eligibility requirements
and may only be granted a Bipartite Commission Invitation in relation to an
event that is open to their respective sport class under the relevant IF’s
rules.
While at the sole discretion of the IPC, Bipartite Commission Invitations may
typically consider the following factors:
• allowing the participation of top athletes who may not have had the
opportunity to qualify through other methods due to extraordinary
circumstances;
• ensuring the representation of athletes with high support needs;
• enabling greater representation by gender;
• ensuring medal events will have sufficient representation for event viability
purposes; and/or
• optimising the presentation of a particular contest within its competition
format and schedule.

Each Bipartite Commission Invitation is granted to an individual athlete, not to the


respective NPC. All Bipartite Commission Invitation decisions are final with no
opportunity for protest or appeal.
Where applicable, the timeline for submission and acceptance of Bipartite
Commission Invitation applications is set out in the relevant IF’s chapter of these
Regulations.

5. REDISTRIBUTION OF VACANT QUALIFICATION


SLOTS
Each IF confirms in writing to the NPCs the allocation of qualification slots that
their teams and athletes have obtained. The NPCs then must confirm acceptance
of their allocated slots by the deadline established in each IF’s chapter of these
Regulations. Any qualification slots not used by an NPC will be reallocated
according to the method outlined in the respective IF’s chapter of these
Regulations.
Qualification slots that cannot be reallocated by the established deadlines or
become vacant (following the reallocation deadline) may be redistributed at the
sole discretion of the IPC to any sport on the programme and across gender
categories. However, in all circumstances slot redistributions cannot be used to
override:
a) the general IPC regulations on eligibility above; or
b) the IF’s classification eligibility requirements, and slot redistributions may
only be granted in relation to an event that is open to the athlete’s
respective sport class under the IF’s rules.
Each slot redistribution is granted to an individual athlete, not to the respective
NPC. All redistribution decisions are final with no opportunity for protest or appeal.

6. UNIVERSALITY WILD CARDS


In each edition of the Paralympic Games, the IPC aims to further the Paralympic
Games guiding principle of universality and ensure representation of a maximum
number of eligible member NPCs. This slot provision is called the Universality Wild
Card (UWC) method and is by IPC invitation only.
UWC invitations are granted by the IPC in its sole discretion, and no athlete or NPC
is entitled to receive a UWC. UWC invitations may be extended by the IPC if an
NPC has either: (a) been unable to qualify any athletes; or (b) has obtained only
one qualification slot across all sports on the Games Programme. A maximum of
one male UWC and one female UWC may be granted if an NPC has been unable
to qualify any athletes. A maximum of one female UWC may be granted if an NPC

has obtained only one qualification slot (irrespective of the gender associated
with the slot).
In order to be considered for a UWC an athlete must meet the following criteria:
• comply with the general IPC regulations on eligibility above;
• comply with the relevant IF’s classification eligibility requirements, and
UWC invitations may only be granted in relation to an event that is open to
the athlete’s respective sport class under the IF’s rules;
• meet all the IF’s other sport-specific eligibility criteria (unless any such
eligibility criteria are expressly waived by the IPC as part of the invitation);
and
• be on the Accreditation Long List as described under Key Dates below.
Each UWC invitation is granted to an individual athlete, not to the respective NPC.
If an NPC qualifies athletes via the regular qualification pathways after one of its
athletes has been granted a UWC, that UWC is revoked and the athlete who
qualified via the regular qualification pathway obtains the slot instead.
UWC invitations fall outside the athlete quotas by sport as published in these
Regulations.
For the Paris 2024 Paralympic Games the IPC will only consider granting UWCs in
the following sports:
• Para athletics
• Para swimming
All UWC decisions are final with no opportunity for protest or appeal.
The IPC will open the UWC application process around six months prior to the Paris
2024 Paralympic Games (in the spring of 2024).

7. KEY DATES
The following dates and deadlines have been established by the IPC and the Paris
2024 OCOG:

BEGINNING OF QUALIFICATION PERIOD: 01 JANUARY 2022


Subject to the following, each IF will determine its own qualification period during
which athletes and teams can attain results and rankings that count towards
qualification for the Paris 2024 Paralympic Games:
a) No IF may establish a qualification period that begins prior to 01 January
2022, whereby direct slot allocations (as defined above) are obtained by
athletes or teams for the Paris 2024 Paralympic Games.
b) Results attained before this date cannot be considered for qualification to
the Paralympic Games. Exemptions may be granted by the IPC under
exceptional circumstances. However, results and rankings from the Tokyo
2020 Paralympic Games must not contribute to athlete qualification for the
Paris 2024 Paralympic Games.
c) Participation in a competition during the qualification period may depend
on results achieved prior to the beginning of the respective sport’s
qualification period.

ACCREDITATION DEADLINE: (TBD)


Each NPC must submit to the Paris 2024 OCOG complete information about every
potential delegation member who may attend the Paris 2024 Paralympic Games.
This “Accreditation Long List” includes athletes (including, but not limited to, duly
qualified, replacements, substitutes, bipartite candidates, UWC candidates),
competition assistants (such as guide runners, tandem pilots, goalkeepers, Boccia
assistants), coaches, team physicians, administrators, physiotherapists,
caretakers, press attachés, Paralympic attachés, Chefs de Mission, NPC
Presidents, NPC Secretaries General and accompanying guests. Only athletes who
are accredited by (TBD) can be entered into the Paris 2024 Paralympic Games by
the sport entries deadline (see below).

SPORT ENTRIES DEADLINE: 5 AUGUST 2024


Sport entries is the official registration process for qualified athletes selected to
participate in the Paralympic Games. Any athlete an NPC may choose to enter
must meet all applicable eligibility criteria by the time the entry is made. The
athlete must also be on the “Accreditation Long List” (see previous section). The
last possible day to meet the applicable eligibility criteria is 5 August 2024. Sport
entries will close at 23:59h, Paris time, on 5 August 2024.

ALLOCATION OF QUALIFICATION SLOTS


The qualification slot is allocated to the NPC, not to an individual athlete. An
athlete can only obtain one (1) qualification slot for their NPC. In the case of a
Bipartite Commission Invitation the slot is allocated to the individual athlete, not
to the NPC.

MAXIMUM QUOTA ALLOCATION PER NPC


An NPC may be allocated a maximum of two (2) slots per individual medal event
for a maximum of six (6) male slots and six (6) female slots.

ATHLETE ELIGIBILITY
To be eligible for selection by an NPC, athletes must:

• be internationally classified in an eligible Sport Class with a Sport Class


Status of (i) Confirmed; or (ii) Review with a Fixed Review Date after 31
December 2024; and
• Have achieved one (1) of the following Minimum Qualification Standards
(MQS) for their respective sport class between 1 July 2023 and 1 July 2024:

MAXIMUM ENTRY PER NPC


An NPC can enter a maximum of two (2) eligible athletes per Individual medal
event but not more than it has been allocated qualification slots in each Individual
medal event. An NPC automatically enters a maximum of one (1) team comprised
of one (1) eligible male and one (1) eligible female athlete if they have athletes
competing in both genders. Team members are selected from the athletes who
compete in the Individual events. In principle the highest ranked male athlete and
the highest ranked female athlete will be considered as the team, but the team
composition can be modified after the ranking round.

CONFIRMATION PROCESS OF ALLOCATED SLOTS


By Tbd, 2024 each NPC must confirm to World Archery in writing the number of
qualification slots they will use. NPCs that have not replied by this date will have
lost their slots and World Archery may reallocate them.

By Tbd, 2024 World Archery will confirm in writing the reallocation of all unused
qualification slots.

By Tbd, 2024 it is officially declared that the respective NPCs will use the allocated
slots for the Paris 2024 Paralympic Games. Any NPC that does not use its allocated
slots may be subject to sanctions by IPC and World Archery.

REALLOCATION OF UNUSED QUALIFICATION SLOTS


Any qualification slot obtained at the 2023 World Championships, at one of the
four Continental Qualifiers, or at the 2024 World Qualification Tournament that is
not used by an NPC will be reallocated to the next highest ranked athlete in the
Word Ranking list published on tbd, 2024.

ALLOCATION OF QUALIFICATION SLOTS


An athlete may only obtain a maximum of one qualification slot. The qualification
slot is allocated to the NPC not to the individual athlete with the exception of
Bipartite Commission Invitation slots which are allocated to the individual athlete
not to the NPC.

To ensure all medal events on the programme are viable at the Paris 2024
Paralympic Games, World Para Athletics (WPA) reserves the right – through any
allocation method - to allocate slots to the exclusive use of certain sport classes
determined by WPA, for example for athletes with high support needs. Such (“ring-
fenced”) slots shall be used as allocated or the respective NPC must return the slot
to WPA.

MAXIMUM QUOTA ALLOCATION PER NPC


An NPC can be allocated a maximum of forty (40) male qualification slots and
thirty-three (33) female qualification slots. Exceptions may be granted through the
Bipartite Commission Invitation method. If an NPC is unable to use all of the
allocated qualification slots in a given gender, the unused slots cannot be
transferred to the other gender. They will be reallocated in the respective gender
to other NPCs through the Bipartite Commission Invitation method.

ATHLETE ELIGIBILITY
To be eligible for selection by an NPC, athletes must:

1. hold an active WPA Athlete Licence for the 2024 season;


2. be internationally classified before 5 August 2024 in an eligible Sport Class
with a Sport Class Status of (i) Confirmed; or (ii) Review with a Fixed Review
Date of 2025 or later; and
3. have achieved one (1) Minimum Entry Standard (MES) performance at a
WPA Recognised Competition for each of their respective events between
1 October 2022 and 4 August 2024 (inclusive) in accordance with the terms
of the WPA Athlete Licensing Regulations valid for the 2022-2024 seasons.
Exceptions may be granted to criterion 3 above via the Bipartite Commission
Invitation method.

To be eligible for a relay event, athletes must be entered into an individual event.

MAXIMUM ENTRY PER NPC


An NPC may enter a maximum of three (3) eligible athletes per individual medal
event provided each has achieved at least a MES performance in that event.

NPCs may enter a maximum of one (1) team in the relay medal event.

NPCs may enter a maximum of six (6) eligible athletes in each marathon medal
event. A maximum of three (3) athletes per NPC may enter each marathon medal
event as their only event.

NPCs may enter an eligible athlete in an unlimited number of individual medal


events as long as the athlete has achieved a MES performance in each respective
event.

UNIVERSAL RELAY ENTRY CONDITIONS


A maximum of sixteen (16) NPCs will be able to each enter one (1) team for the
Universal Relay medal event.

The top four (4) ranked NPCs in the Universal Relay event at the 2023 WPA World
Championships each obtain eligibility for one (1) team entry.

The top four (4) ranked NPCs in the Universal Relay event at the 2024 WPA World
Championships each obtain eligibility for one (1) team entry. In the case any of the
those top four (4) NPCs have already obtained eligibility for one (1) team entry, the
next NPC(s) with the best performance(s) shall each obtain eligibility for one (1)
team entry.

WPA will establish a Universal Relay Qualification Ranking from 1 October 2022 to
16 June 2024 (inclusive) for the Universal Relay medal event. The eight (8) highest
ranked teams in the Universal Relay ranking (not yet eligible) at the end of the
period to achieve performances will each obtain eligibility for one (1) team entry.

No additional athlete qualification slots will be allocated for the Universal Relay
medal event. All relay teams must comprise of athletes already entered into an
individual event and the composition of the team will be subject to the relevant
WPA competition rules.

CONFIRMATION PROCESS OF ALLOCATED SLOTS


By the dates published herein each qualified NPC must confirm to WPA in writing
(email is accepted) if they wish to use their slots allocated through the respective
methods. NPCs that have not responded by the relevant dates will lose their
qualification slots. Unused slots from the following allocation methods will be
allocated through the High Performance Allocation method by 28 June 2024:

• 2023 Marathon World Championships Allocation


• 2023 World Championships (Track & Field) Allocation
• 2024 World Championships (Track & Field) Allocation

By 12 July 2024 each NPC must confirm to WPA in writing the number of
qualification slots they will use. NPCs that have not replied by this date will have
lost their slots and WPA may reallocate them.

By 16 July 2024 WPA will confirm in writing the reallocation of unused qualification
slots.

By 16 July 2024 it is officially declared that the respective NPCs will use the
allocated slots for the Paris 2024 Paralympic Games. Any NPC that does not use
its allocated slots may be subject to sanctions by the IPC.

ALLOCATION OF QUALIFICATION SLOTS


The qualification slot is allocated to the individual athlete or Doubles pair, not to
the NPC.

tournaments counting towards the Race to Paris Paralympic Doubles and
Mixed Doubles Ranking list published on 2 April 2024. Exception is made
if the BWF invites qualified singles players to create a doubles or mixed
doubles pair.

An NPC can enter a maximum of one (1) Doubles pair comprised of two (2) athletes
per Doubles event which must have qualified via the Race to Paris Paralympic

qualified in the singles events to create a doubles pair to be added to the events.
Not more than two (2) doubles pairs per NPC can enter a doubles event.

An NPC can enter a maximum of one (1) Mixed Doubles pair comprised of two (2)
athletes in the Mixed Doubles event which must have qualified via the Race to
Paris Paralympic Mixed Doubles Ranking list. Exceptions may be granted via the
Bipartite Commission Invitation method or if BWF – in its sole discretion - invites
players already qualified in the singles events to create a mixed doubles pair to
be added to the events. Not more than two (2) mixed doubles pairs per NPC can
enter a mixed doubles event.

An NPC can enter one (1) eligible athlete per Singles event if they qualify via the
Race to Paris Paralympic Singles Ranking qualification method.

Athletes invited through Bipartite Commission Invitation may enter an event even
if there are already two athletes invited via other qualification methods. Not more
than three (3) players from the same NPC will be entered into a singles event.

Entry into Singles Events from Doubles

Both players from a Wheelchair pair that qualifies for their Men’s or Women’s
Doubles event automatically gain entry into their respective Singles events and
are obligated to play in those events.

Every male SL3, SL4, SU5 and SH6 player who qualifies in the Mixed Doubles event
automatically gains entry into their respective Singles event and is obligated to
play in that event.

automatically gains entry into their respective Singles event and is obligated to

Entry into Doubles Events from Singles

the same NPC the BWF may decide – in its sole discretion - to invite a maximum of
two (2) WH1-WH2 Doubles pairs per NPC (in both male and female) to enter. If
more than two (2) Doubles pairs with athletes from the same NPC can be created
from the athletes qualifying in singles the Bipartite Commission – in its sole
discretion - will decide how many and which Doubles pairs will be invited to enter.

If qualified athletes in singles in SL3, SL4 and SU5 (both male and female) come
from the same NPC the BWF – in its sole discretion - may decide to invite additional
SL3-SU5 Mixed Doubles pairs to enter. If more than two (2) SL3-SL5 Doubles pairs
with athletes from the same NPC can be created from the athletes qualifying in
singles the Bipartite Commission – in its sole discretion - will decide how many and
which SL3-SU5 Doubles pairs will be invited to enter.

If qualified athletes in singles in SH6 (both male and female) come from the same
NPC the BWF – in its sole discretion - may decide to invite additional SH6 Mixed

CONFIRMATION PROCESS OF ALLOCATED SLOTS


By 18 April 2024 each NPC must confirm to BWF in writing (only emails are
accepted) the Doubles and Mixed Doubles Ranking List qualification slots they will
use. By 6 May 2024 each NPC must confirm to BWF in writing (only emails are
accepted) the Singles Ranking List qualification slots they will use. NPCs that have
not replied by these dates will have lost their slots and BWF may reallocate them
by the relevant dates in the above timeline. Important note: Doubles slots are
allocated to the individual Doubles pair. In case one athlete is unable to accept
his or her slot, the Doubles partner automatically loses their slot, so that BWF can
reallocate the two slots to another eligible Doubles pair.

By 23 May 2024 it is officially declared that the respective NPCs will use the
allocated slots for the Paris 2024 Paralympic Games. Any NPC that does not use
its allocated slots may be subject to sanctions by IPC and BWF.

REALLOCATION OF UNUSED QUALIFICATION SLOTS


Any qualification slot that is not used by an NPC will be reallocated to the next
highest eligible athlete or Doubles pair on the respective Race to Paris Paralympic
Ranking List.

ALLOCATION OF QUALIFICATION SLOTS


Slots qualified via Teams or Pairs allocation methods are allocated to the NPC
not to the individual athlete. NPCs who qualify slots via Teams or Pairs allocation
methods must enter in the respective Teams or Pairs event. In case the NPC is
unable to do so, all slots obtained for the respective Team or Pair must be
returned.
Slots qualified via Individual World Ranking List allocation method are allocated
to the individual athlete not to the NPC.

MAXIMUM QUOTA ALLOCATION PER NPC


An NPC may be allocated a maximum of two (2) slots for each gender and sport
class, and no more than ten (10) qualification slots in total. Exceptions may be
granted via the Bipartite Commission Invitation method.

• be registered with BISFed and have achieved ranking points in at least


one (1) event valid for the Individual World Ranking between 1 January

The qualification slot is allocated to the NPC, not to the individual athlete. An
athlete can only obtain one (1) qualification slot for their NPC.

An athlete can only obtain a qualification slot for his/her NPC during the qualifying
competition if he/she has a ‘Confirmed’ status or a ‘Review with a Fixed Review
Date’ status after 31 December 2024 at the qualifying competition.

If an athlete attains a qualifying rank in both a Kayak and a Va’a medal event at
the same qualification event, the NPC is allocated the Va’a qualification slot while
the Kayak qualification slot is allocated to the next highest ranked athlete in the
respective Kayak event (not otherwise qualified).

MAXIMUM QUOTA ALLOCATION PER NPC


An NPC can be allocated a maximum of one (1) qualification slot per medal event.
An NPC can obtain a maximum of five (5) male and five (5) female slots.

There must be a minimum of three (3) continents represented in each medal event
at the Paris 2024 Paralympic Games (ICF Three Continents Rule). Should three (3)
continents not be represented then the lowest ranked qualified NPC at the 2024
ICF Paracanoe World Championships will lose their slot in the respective medal
event and the qualification slot will be given to the highest ranked NPC from

another continent not represented in that event. This process will be repeated until
three (3) continents are represented in all medal events. Host Country slots will
count as representing a continent.

ATHLETE ELIGIBILITY

requirements. An NPC may enter a maximum of two (2) eligible athletes per medal
event.

An athlete may enter a maximum of two (2) medal events, one Kayak and one Va’a,
as long as the athlete meets all classification and eligibility requirements for both
events.

ALLOCATION OF QUALIFICATION SLOTS


The qualification slot is allocated to the NPC not to the individual athlete. In the
case of a Bipartite Commission Invitation the qualification slot is allocated to the
individual athlete not to the NPC.

UCI will apply a “ring-fenced system” to some or all of an NPC’s allocated


qualification slots in order to protect the viability of certain medal events. The NPC
will be required to confirm entry of a qualified and eligible athlete in the specified
sport class in order to retain the respective qualification slot.

MAXIMUM QUOTA ALLOCATION PER NPC


An NPC can be allocated no more than thirteen (13) male and seven (7) female
athlete Individual qualification slots for a maximum quota allocation of twenty
(20) qualification slots per NPC, with Tandem being counted as one (1) athlete.
Exceptions may be granted through the Bipartite Commission Invitation Allocation
method.

ATHLETE ELIGIBILITY
To be eligible for selection by an NPC, athletes (including Tandem pilots) must:

• hold a UCI license issued by a national cycling federation;


• be at least 14 years of age by 31 December 2024;
• must have raced in at least one (1) sanctioned, international UCI Para-
Cycling competition between 1 January 2022 and 15 July 2024;

• be internationally classified with a ‘Confirmed’ sport class status or a


‘Review’ sport class status with a review date after 31 December 2024

MAXIMUM ENTRY PER NPC


An NPC can enter a maximum of three (3) eligible athletes per Individual medal
event. For the Individual Road Race medal events with combined sport classes an
NPC can enter a maximum of three (3) eligible athletes per sport class and a
maximum of five (5) eligible athletes per Individual Road Race medal event.

Each athlete must enter a minimum of two (2) medal events (Individual or Team).

An NPC can enter a maximum of one (1) team per Team medal event.

ATHLETE ELIGIBILITY
To be eligible for selection by an NPC, Athletes must:

• Be internationally classified with a ‘Confirmed’ sport class status or a


‘Review’ sport class status with a review date after 31 December 2024.
To be eligible for selection by an NPC, Athlete/Horse combinations must:

• Have achieved at least one (1) sixty-four (64) percent score at a FEI Para
Equestrian 3* or above event in an Individual or Team competition between
1 January 2022 and 19 June 2024.

MAXIMUM ENTRY PER NPC


An NPC can enter a maximum of four (4) eligible Athletes in individual medal
events. An NPC can enter one eligible team in the Team medal event.

For the Team medal event, three (3) Athletes, who also must be entered in their
respective individual medal events, may compete for each NPC. At least one (1)
team member shall be an eligible Athlete in either sport class Grade I or sport
class Grade II or sport class Grade III. In order to form a team, an NPC can enter a
maximum of two (2) eligible Athletes per sport class.

If an NPC obtains three (3) or more Individual qualification slots (by means of
Regional Distribution of Individuals and/or Bipartite Commission Invitations),
then all slots may be used for Athletes competing only in Individual medal events
if the selected Athletes do not fulfil the criteria to form a team. If an NPC enters
three (3) or more Athletes who meet the criteria required to form a team, then
that NPC must compete in the Team medal event.

its allocated Team quota slots (either three or four Athletes), the NPC may then
participate with a maximum of two (2) Athletes exclusively in Individual
competition. The unused slot(s) will go to the next highest ranked NPC on the FEI
Paralympic Individual Ranking List, not otherwise qualified via any Team
Qualification method, maximum two (2) per NPC.

Unused Individual slots

Should an NPC not use all of its allocated quota slots for Individual Athletes, the

The qualification slot is allocated to the individual athlete, not to the NPC. In the
case of a Bipartite Commission Invitation the qualification slot is also allocated to
the individual athlete not to the NPC.

MAXIMUM QUOTA ALLOCATION PER NPC


An NPC can be allocated a maximum of eight (8) male qualification slots and a
maximum of eight (8) female qualification slots for a total of sixteen (16)

QUALIFICATION PRINCIPLES
Only those countries that have not qualified any boats at the 2023 World Rowing
Championships shall be eligible to participate in the Continental Qualification
Regattas. There will be no restriction on who may participate in the Final
Qualification Regatta. This means that those NPCs that have participated in the
Continental Qualification Regatta in an event but not qualified may compete
again in the same event at the Final Qualification Regatta.

An eligible NPC may only enter one (1) boat per event at the relevant Continental
Qualification Regatta and at the Final Qualification Regatta.

An NPC will be allowed to qualify a maximum of one (1) boat through the
Continental Qualification Regatta. If an NPC achieves more than one qualifying
place at a Continental Qualification Regatta, it is the highest-ranking boat from
the NPC that qualifies for the Paralympic Games. If two boats have equal rank in
qualifying places, then the NPC must select the boat that will qualify for the
Paralympic Games.
In the case where two boats from an NPC achieve a qualifying place at the
Continental Qualification Regatta, the qualification place of the boat that is not
selected by the NPC to qualify for the Paralympic Games passes to the next highest
ranked boat in that event.

There shall be no restriction on the number of boats which an NPC may qualify at
the 2023 World Rowing Championships and the Final Qualification Regatta up to
the entry limit of one boat per NPC per medal event at the Paralympic Games.

MAXIMUM ENTRY PER NPC


An NPC may enter a maximum of two (2) eligible athletes per medal event.

QUALIFICATION SYSTEM
An athlete may only obtain one (1) qualification slot for his/her NPC. An NPC may
obtain a maximum of two (2) qualification slots per medal event across all
Qualification Competitions. The maximum number of events that an athlete may
compete in is three (3).

Direct slots may be obtained at the 2022 & 2023 WSPS World Championships, at
five (5) Regional Qualification Tournaments and at three (3) WSPS Shooting World
Cups in 2022-2024 designated as Qualifiers for the Paris 2024 Paralympic Games,
as set out below (“Qualification Competitions”). A direct slot may only be
obtained if the result is equal to or higher than the Minimum Qualification Score
(MQS) in that medal event. Any slot that cannot be allocated due to this restriction
will be allocated via the Bipartite Commission Invitation method. Direct slots are
obtained in chronological order at each Qualification Competition.

Direct slots are gender-specific or gender-free and qualify for entry in the medal
event at the Paris 2024 Paralympic Games in which they were originally obtained.
Athletes may enter additional medal events, if they have achieved a Minimum
Qualification Score (MQS) in the respective medal events in at least one (1) WSPS
Recognised Competition between 1 January 2022 and 15 July 2024.

If any Qualification Competition does not take place, WSPS may identify an
alternative competition to designate as a replacement Qualification Competition
at its discretion. Any direct slots not allocated by 25 June 2024 will be allocated
via the Bipartite Commission Invitation allocation method.

The distribution of direct slots is detailed in the following table (subject to the full
details set out below):

CONFIRMATION PROCESS OF ALLOCATED SLOTS


By 5 July 2024 each qualified NPC must confirm to World Shooting Para Sport
(WSPS) in writing (email is accepted) the number of qualification slots they will use.
NPCs that have not responded by this date will lose their qualification slots, and
WSPS may reallocate these slots.

By 9 July 2024 WSPS will confirm in writing the reallocation of all unused
qualification slots.

By 9 July 2024 it is officially declared that the respective NPCs will use the
allocated quota granted for the Paris 2024 Paralympic Games. Any NPC that does
not use some or all of its allocated qualification slots may be subject to sanctions
by IPC.
REALLOCATION OF UNUSED QUALIFICATION SLOTS

ALLOCATION OF QUALIFICATION SLOTS


The qualification slot is allocated to the NPC not to the individual athlete, with the
exception of Bipartite Commission Invitation slots which are allocated to the
individual athlete, not to the NPC.

To ensure all medal events on the program are viable at the Paris 2024 Paralympic
Games World Para Swimming (“WPS”) reserves the right to allocate slots to the
exclusive use of certain sport classes determined by WPS, for example for athletes
with high support needs. The slot shall be used as allocated or the NPC must return
the slot to WPS.

MAXIMUM QUOTA ALLOCATION PER NPC


An NPC can be allocated a maximum of thirty-four (34) male qualification slots
and a maximum of twenty-eight (28) female qualification slots for a maximum
total of sixty-two (62) qualification slots per NPC. Exceptions may be granted
through the Bipartite Commission Invitation Allocation method.

ATHLETE ELIGIBILITY
To be eligible for selection by an NPC athletes must:

1. hold a World Para Swimming Athlete License for the 2024 season;
2. be internationally classified before 30 June 2024; in an eligible Sport Class
with a Sport Class Status of (i) Confirmed or (ii) Review with a Fixed Review
Date of 2025 or later;

3. have achieved a Minimum Qualification Standard (“MQS”) at a 50m World


Para Swimming Recognised Competition (as defined in the World Para
Swimming Rules & Regulations) for the respective event (including relay
events) between 1 October 2022 and 28th July 2024 (inclusive);
4. have achieved a MQS in accordance with the World Para Swimming Athlete
Registration and Licensing Regulations valid for the 2022-2024 seasons;
5. have competed in: (i) at least one (1) Para Swimming World Series between
1 October 2022 and 30 June 2024 (inclusive); and (ii) one (1) of the following
competitions between 1 October 2022 and 30 June 2024 (inclusive):
• any World Para Swimming World Championships;
• any World Para Swimming Regional or Regional Open
Championships;
• 2022 Asian Para Games; or
• 2023 Parapan American Games.

Exceptions may be granted to criteria 3, 4 and 5 (shown above) through the


Bipartite Commission Invitation Allocation method.

MAXIMUM ENTRY PER NPC


An NPC may enter a maximum of three (3) eligible athletes per individual medal
event.

NPCs may enter their eligible athletes who have met at least one (1) MQS in an
unlimited number of medal events, subject to the athlete having met the Minimum
Entry Time (MET) for each event entered into.

NPCs may enter a maximum of one (1) team in each relay event, subject to the MQS
for that relay event having been met. All team members must have entered at least
one (1) individual medal event to be selected as part of the relay team.

CONFIRMATION PROCESS OF ALLOCATED SLOTS


By the dates published herein each qualified NPC must confirm to WPS in writing
(e-mail is accepted) if they wish to use their slots allocated through the 2023 World
Championships Allocation and MQS Slot Allocation methods. NPCs that have not
responded by the respective dates will lose their qualification slots, and WPS may
reallocate these slots.

By 28 June 2024 WPS will confirm in writing the reallocation of all unused
qualification slots.

By 28 June 2024 it is officially declared that the respective NPCs will use the
allocated slots for the Paris 2024 Paralympic Games. Any NPC that does not use
its allocated slots may be subject to sanctions by IPC.

REALLOCATION OF UNUSED QUALIFICATION SLOTS


Any qualification slots allocated and not used by the respective NPC will be
reallocated via the Bipartite Commission Invitation Allocation method.

ALLOCATION OF QUALIFICATION SLOTS


An athlete may only obtain a maximum of one (1) qualification slot. The
qualification slot is allocated to the NPC, not to an individual athlete. Any slot
obtained through the Paralympic Ranking List allocation method (including
reallocation) must be filled by an athlete who is ranked in the top-20 of the
respective sport class and weight category on the World Para Taekwondo
Paralympic Ranking list at one point between 1 January 2024 and 1 May 2024.
In the case of a Bipartite Commission Invitation the slot is allocated to the
individual athlete, not to the NPC.

MAXIMUM QUOTA ALLOCATION PER NPC


An NPC may be allocated a maximum of five (5) male and five (5) female
qualification slots for a maximum total of ten (10) slots as long as all of these slots
are earned through the Paralympic Ranking List allocation method. An NPC can
only earn one (1) slot per medal event. An NPC obtaining slots through the
Continental Qualifier Allocation method can only be allocated a maximum of three
(3) male and three (3) female qualification slots for a maximum total of six (6) slots.

Exceptions may be made via the Bipartite Commission Invitation Allocation


method.

ATHLETE ELIGIBILITY
To be eligible for selection by an NPC, athletes must:

• hold a WT Global Athlete License for the year 2024;


• be internationally classified in an eligible Sport Class with a Sport Class
Status of (i) Confirmed; or (ii) Review with a Fixed Review Date of 2025 or
later;
• hold a WT recognized Dan certificate;
• be at least sixteen (16) years of age by 31 December 2024; and
• have competed in at least three (3) World Para Taekwondo Ranking
competition between January 1, 2022 and May 1, 2024.

MAXIMUM ENTRY PER NPC


An NPC can enter a maximum of one (1) eligible athlete per medal event.
Exceptions may apply for Bipartite Invitations. Each entry must be made in the
medal event for which the NPC has obtained a qualification slot.

Host Country The host country directly earns five (5) slots, one 5 athletes

An NPC can enter a maximum of two (2) athletes from sport class PTS4 and one (1)
athlete from sport class PTS3. Exceptions may be made via the Bipartite

QUALIFICATION SYSTEM
In accordance with World Triathlon regulations, eligible athletes in certain sport
classes have the opportunity to obtain a qualification slot in a medal event for a
different sport class. For this purpose, World Triathlon establishes designated
Paralympic Qualification Rankings. These common rankings will be structured as
follows:
• Men’s PTWC including both classes PTWC1 and PTWC2;
• Men’s PTS2: including only athletes from class PTS2;
• Men’s PTS3: including only athletes from class PTS3;
• Men’s PTS4: including only athletes from class PTS4;
• Men’s PTS5: including only athletes from class PTS5;
• Men’s PTVI including the classes PTVI1, PTVI2 and PTVI3;
• Women’s PTWC including both classes PTWC1 and PTWC2;
• Women’s PTS2: including only athletes from class PTS2;
• Women’s PTS4: including both classes PTS4 and PTS3;
• Women’s PTS5: including only athletes from class PTS5;

slot(s). NPCs that have not responded by this date will lose their team qualification
slots, and World ParaVolley will reallocate them.

By 29 May 2024 it is officially declared that the respective NPCs will use the

other individual event where they are ranked in the top-30 on the IWAS
Wheelchair Fencing Paralympic Ranking List closing 31 May 2024. If the
maximum number of entries is exceeded, priority will be given to the highest
ranked athletes.

Athletes who have obtained their slot through the Team Athlete allocation
method will be allowed to enter in the individual event(s) in the same weapon(s)
of the team event(s) they are competing in, and will be allowed to enter any
other individual event where they are ranked in the top-30 on the IWAS
Wheelchair Fencing Paralympic Ranking List closing 31 May 2024. If the
maximum number of entries is exceeded, priority will be given to the highest
ranked athletes.

An NPC can enter a maximum of one (1) team in each of the Team events. Only
the host country and teams ranked in the top-14 on the IWAS Wheelchair
Fencing World Ranking List closing 31 May 2024 for the respective event may be
considered for entry. The highest ranked team from each of the three (3) regions
in each of the team medal events is granted an entry if they are ranked in the

this requirement may be granted by the ITF in accordance with the ITF
Paris 2024 Paralympic Wheelchair Tennis Event Regulations); and

For Bipartite Commission Invitations, the ITF and the IPC may consider
athletes who do not have an official ranking on the Wheelchair Tennis
Singles World Ranking List dated 15 July 2024 (tbc) as long as they have
competed in at least one ITF Wheelchair Tennis competition between 01
January 2022 and 14 July 2024 (tbc).

NPCs may only nominate athletes for participation in the Paris 2024
Paralympic Wheelchair Tennis event if their country's National Association
is a current ITF member in good standing, and it has been a member since
at least 31 December 2023.
The participation of an athlete in the Paralympics is conditional upon meeting the
above detailed athlete eligibility criteria (both IPC and ITF). For the avoidance of
doubt, where either the ITF or IPC eligibility criteria impose stricter or additional
requirements than the other, the stricter or additional rules shall apply.

MAXIMUM ENTRY PER NPC


An NPC can enter a maximum of four (4) qualified male athletes and four (4)
qualified female athletes in the men’s and women’s singles events, respectively.

An NPC can enter a maximum of three (3) qualified athletes in the quad singles
event.

An NPC can enter a maximum of two (2) eligible men’s teams and two (2) eligible
women’s teams in the men’s and women’s doubles events, respectively.

An NPC can enter a maximum of one (1) eligible team in the quad doubles event.

Team members are selected from the athletes participating in their respective
singles event. NPCs must submit their doubles nominations in writing to the ITF by
(date tbc). Any nomination changes shall be as provided for in the ITF Paris 2024
Paralympic Wheelchair Tennis Event Regulations.

Any qualification slots that are (a) allocated and not confirmed by the respective
NPC by 23 July 2024 (tbc) or (b) returned as a result of player withdrawal will be
reallocated as follows:

• Slots from Regional Games and World Ranking List Allocation: the ITF will
reallocate to the next highest ranked eligible athlete (not otherwise

qualified) on the Wheelchair Tennis Singles World Ranking List dated 15 July
2024 (tbc) (subject to the maximum quota per NPC);
• Bipartite slots: the Bipartite Commission will select from a reserve list of
Bipartite applicants.

This reallocation process may occur up until 2 August 2024.

An NPC that does not confirm an allocated or reallocated qualification slot will
not be eligible to receive another slot in the respective event(s) unless the ITF
receives signed confirmation from the athlete that they do not wish to take up
their qualification slot.
