APPARATUS A detailed list of Spieth equipment to be used for this World Challenge Cup will
SUPPLIER be published on the FIG web site. For training, warm-up and competition
identical apparatus will be used.
RULES AND The competition will be organized under the following FIG rules, as valid in the

FINANCIAL Federations which have not fulfilled their financial obligations towards the FIG
OBLIGATIONS or the LOC may not be allowed to participate in this FIG World Challenge Cup.
Federations which have not fulfilled their financial obligations towards the
Organizing Member Federation by the given deadlines mentioned in these
Directives may still have the possibility to participate, but the Organizing
Member Federation will not guarantee the hotel booking, meals, and local
transportation.
Federations which have not fulfilled their financial obligations towards the
Organizing Member federations upon arrival will not be accredited.
FEDERATIONS The Organizing member federation may invite FIG member federations in good
INVITED standing at their discretion, but must invite at least all Member Federations
which had:
– gymnasts ranked 1-50 per apparatus in the Qualifications at the last
World Championships preceding the respective World Challenge Cup
Series.
PARTICIPATION AND Only senior gymnasts in good standing with the correct age and holding a valid
FIG LICENCE FIG License may participate. The Organizing Committee will be responsible for
checking the validity of the gymnasts’ licenses. No gymnasts will be accepted
without a valid FIG License at the deadline of the Nominative Registration. While
the Organizing Member Federation may limit the maximum number of gymnasts
per delegation, except for the eligible gymnasts, the maximum size of the invited
delegation is as follows:

AGE LIMITS Age limit for MAG: 18 years (born in 2006 or before)
Age limit for WAG: 16 years (born in 2008 or before)
Note: For MAG: NFs must declare on the FIG Database whether their 18-year-
old gymnasts will compete as junior or senior prior to their first competition for
the year concerned

REGISTRATION Definitive and Nominative Registrations must be made exclusively on-line via the
DEADLINES FIG website (http://www.fig-gymnastics.com). These on-line registrations will
only be accepted from FIG Gymnastics Member Federations.

Registrations made less than 2 weeks prior to the competition will not be
accepted and the Delegations members concerned will not be authorised to
participate.

Late registrations are subject to fines as follows:

ENTRY FEES The non-reimbursable cost for the Entry Fee (approved by the FIG) is of 50 EUR
per gymnast.
ACCREDITATION At the time of arrival, every delegation will be brought to the Accreditation
centre in the Hotel where they will receive a welcome package including all
relevant information and the accreditations, which will allow access into the
training and competition halls. The accreditation is personal and non-
transferable and must be used at all times. In case of loss, the Head of
Competition must be contacted immediately.
The participants which will not book their arrangements through the OC, the
price for accreditation is 150 EUR per person and include also local
transportation and farewell dinner.

In addition, the LOC will distribute information regarding the safeguarding Officer
operations plan upon accreditation.
COMPETITION The World Challenge Cup competitions consist of:
FORMAT
Qualifications and Apparatus Finals

Qualifications:
▪ Participation is limited to 2 gymnasts per NF on each apparatus.
▪ In addition, the Organizing Member Federation is allowed to name a max.
of 4 “hors concours” competitors (from the Organizing Member
Federation) in Women’s Artistic Gymnastics and a max. of 4 “hors
concours” competitors (from the Organizing Member Federation) in
Men’s Artistic Gymnastics for a total of 8 “hors concours” gymnasts (i.e.
while one “hors concours” gymnast can compete on more than one
apparatus, not more than one “hors concours” gymnast can compete on
an apparatus). They must be named at the time of the closing of the
nominative registration and they cannot qualify for the Finals. They are
not eligible to receive World Challenge Cup points, they must not appear
on the official results lists and they will have to start first at every
apparatus.
▪ FIG Apparatus Finals rules will be applied for vault.
▪ In case of a tie at any place, the tie-breaking rules as set up in the
Technical Regulations, Section 2, shall be applied.

Finals:
▪ The best eight gymnasts per apparatus from the qualifications qualify for
the Finals
▪ Participation is limited to 2 gymnasts per NF on each apparatus.
▪ In addition to the 8 finalists, if the Organizing Member Federation is not
represented in the Finals (men or women), it has the right of maximum 2
wild cards as follows (1 man and 1 woman gymnast only at one
apparatus each).
▪ These “Wild Card Gymnasts” must have participated at the respective
apparatus in the qualification.
▪ “Wild Card Gymnasts” will receive medals and prize money.
▪ FIG Apparatus Finals rules will be applied for vault.
▪ In case of a tie at any place, the tie-breaking rules as set up in the
Technical Regulations, Section 2, shall be applied.

DRAWING OF LOTS The gymnasts' drawing of lots for all FIG World Challenge Cup events will take
place on site, during the orientation meeting or during a separate function
organized for that purpose with invitation to all participating NFs.

At the time of the nominative registration, the apparatus on which the gymnast
will compete must be mentioned. Modifications can be made until accreditation.
Gymnast may be changed and apparatus can be added as long as 2
gymnasts/apparatus/NF is respected.

WhatsApp will also be used as an additional way of communication between
LOC and participants
MEDICAL SERVICES A MD will be present at all the official trainings and competition and will comply
with the medical assistance requirements.
COVID 19 The LOC should follow local guidelines in management of COVID-
19. The LOC must facilitate COVID-19 testing for delegations when it
is required to have a negative test for return to their country.

ANTI-DOPING Doping controls
Doping controls will be organized by the International Testing Agency (ITA) on
behalf of the FIG and according to the World Anti-Doping Code (WADC), the
international standards enacted by the World Anti-Doping Agency (WADA) and
FIG Anti-Doping Rules.
Host federation WADC compliance
The exploitation of any rights related to the hosting of an event is subject, at all
times, to the compliance with the WADC and the international standards enacted
by WADA.
Regardless of whether the event has already been allocated or not, the FIG may
terminate any collaboration with the host federation or the LOC, immediately and
without paying any penalty and/or compensation or incurring liability of any kind,
under the following circumstances:
(i) if the National Anti-Doping Organisation (NADO) in charge in the
concerned country is declared non-compliant by WADA
(ii) if the relevant country has been ruled ineligible to host the event.
In such cases, the FIG is entitled to reassign the event to any other host
federation in another country where the WADC and the WADA international
standards are fully respected.
VISA Please verify immediately with your travel agent or the Slovenian Embassy or
Consulate in your country if a visa is required for your travel to Slovenia. The
Organizing Committee will be happy to assist each Delegation member with an
official invitation letter, provided that the request is made before 30 March 2024
to the LOC.
The request must include the function, full name, gender, date of birth,
citizenship and passport number, passport expiry date, the arrival and departure
dates of the Delegation Member as well as the city the visa application support
letter must be sent to.
All expenses related to obtaining visa (administrative expenses, postal
expenses) are bared by the Delegation and are non – reimbursable costs.
INSURANCE The Host Federation, the LOC and the FIG will not be held responsible for any
liabilities in case of accidents, illness (including COVID-19), repatriation and the
like.
The FIG Technical Regulations foresee that all participating Federations are
responsible for making their own arrangements to have the necessary valid
insurance coverage against illness, accidents and repatriation for all the
members of their Delegation.
Basic insurance (sickness, accident and repatriation) in your country of
residence is compulsory in order to be able to benefit from coverage by FIG
IMSSA subsidiary insurance. Please also refer to
https://www.gymnastics.sport/site/pages/medical-insurance.php for
additional information regarding the FIG IMSSA insurance for Athletes and
Judges.
If the note has not been sent in advance to the LOC (which is strongly
recommended), the LOC will verify the insurance coverage upon arrival of the
delegation members (e.g. cover note or photocopy of the valid policy).

The insurance must be valid at least starting from the arrival day of the delegation
and must last for the delegations’ entire stay
Delegation members with insufficient insurance coverage must inform the LOC
in advance. The LOC will subsequently offer insurance coverage at the
Federations own charge as follows: 20 EUR per person/day.
INTERNATIONAL The invited participating federations must pay for the travel costs of their
TRANSPORTATION delegation members.
The Travel Schedule Form must be returned to the LOC by 2 May 2024.
LOCAL The local transportation for delegations will be free of charge on the following
TRANSPORTATION routes:
➢ Ljubljana airport (Letališče Jožeta Pučnika) on the official arrival and
departure days,
➢ transportation from the Official Hotels to the competition/training venue
will be provided.

Transportation from other nearby international airports (Zagreb, Trieste,


Venice) can be arranged at additional cost. Please contact the LOC for details.

Ordered additional transportation that is not cancelled at least 3 days ahead will
be charged to the delegation in full.
No show situations will be charged to the delegation in full.
ACCOMMODATION The accommodation (half board) costs include:
➢ accommodation,
➢ breakfast,
➢ dinner,
➢ accreditation,
➢ transportation from the airport to the hotel and beck,
➢ transportation form the hotel to the competition/training venue,
➢ transportation for the farewell party (if necessary),
➢ transportation for the meetings (if necessary) and
➢ final banquet.

CATEGORY I HOTELS
Single room 195 EUR per person per night (including breakfast and dinner)
Double room 170 EUR per person per night (including breakfast and dinner)

CATEGORY II HOTELS
Single room 165 EUR per person per night (including breakfast and dinner)
Double room 145 EUR per person per night (including breakfast and dinner)

If you want only bed and breakfast (BB), the price is reduced by 5 EUR per
person per night.

In double room shouldn’t be just one person.

The prices charged for the hotel rooms will not exceed the usual hotel rates.
While the Accommodation Form must be returned to the OC by 2 May 2024, at
the very latest, the Hotel rooms will be allocated on a “first come, first served”
basis.

The invited participating federations must pay for the accommodation expenses
of their delegation members (see exception herein below).

Cancelation policy:
The full costs for the accommodation and meals must be paid to the OC
by 2 May 2024 as follows:
At the time of the Definitive entry – 30 March 2024 (2 months prior to the event)
provisional reservations are to be placed with the LOC which must be
accompanied by 50% payment of the accommodation and meals costs (lunch).
Entries without the payment of the 50% of the accommodation and meals
costs will be considered as invalid and will be refused. The remaining 50% of
the Accommodation costs must be paid by 2 May 2024.
In case of room cancellations until 30 March 2024 the OC will refund the
complete amount of annulled rooms and meals. In case of room cancellations
until 2 May 2024 the OC will refund 50 % of the amount of annulled rooms and
meals. In case of room cancellations after 2 May 2024, no claims of refunds
will be accepted.

MEALS All accommodation packages include breakfast and dinner (half board).

Lunch will also be available at a price of 33 € per person per one lunch.

Price for additional dinner (not included in half board) is 33 € per person per
one dinner.

The invited participating federations must pay for the meals expenses of their
delegation members (see exception herein below).

While the Meals Form must be returned to the LOC by 2 May 2024 at the very
latest, the costs for the meals must be paid to the LOC by 2 May 2024 as follows:
➢ 30 March 2024 – 50% of the costs
➢ 2 May 2024 – the rest of the 50% of the costs.

The deadlines for order meals as well as their payment are the same as it is for
the accommodation. Cancelation policy for accommodation is applicable for
meals as well and is stated in the previous section above.

FINAL BANQUET The final banquet will be organized as part of the dinner, with an additional
entertainment program.

FIG TECHNICAL The FIG Technical Delegates will be designated by the FIG.
DELEGATE AND
EC MEMBER The FIG Technical Delegates will serve as Presidents of the Superior Jury.
JUDGES AND Each Judge’s panel will be composed as follows:
PANELS
• 2 D judges (min cat. 2)
• Minimum 4 E judges (min cat. 3)
The number of judges’ panels will be decided by the organizing member
federation depending on the number of participating competitors and judges. Not

more than one judge per Federation per panel will be permitted (except for time
and line judges).

The judges’ panels are set up by a draw from the judges present at the event.
The draw must be directed by the MAG and WAG Technical Delegates. The
participating member federations must send minimum one qualified judge for
MAG if they participate with male gymnasts and one qualified WAG judge if they
participate with female gymnasts.

The Organizing Member Federation will apply a fine of CHF 2’000 per missing
judge (to be paid to the LOC) should a federation fail to bring the required number
of judges. This fine must be paid to the LOC by 2 May 2024.

The Organizing Member Federation is responsible that there are enough FIG
brevetted judges present with the appropriate valid category of brevet for their
function. Should there not be sufficient judges as per the on-line nominative
registration, the Organizing Member Federation must propose to the FIG for
approval the name of neutral additional judges to complete the panels (plus 2
reserves, 1 for MAG and 1 for WAG). These judges, once approved, have to be
invited at the cost of the Organizing Member Federation. Such invitation must be
made through the respective Member Federation. Should the Organizing
Member Federation fail to propose names for additional judges, the FIG Office
in consultation with the TC Presidents concerned will invite these judges at the
cost (in terms of international and local travel, accommodation and meals) of the
Organizing Member Federation. For additional judge’s requirements see the
Specific Judges’ Rules.

VIDEO CONTROL Should IRCOS not be available, the Organizing Member Federation will provide
SYSTEM another video control system which allows to treat inquiries and records all
exercises of the competition in a quality which allows to judge the exercises.

PRIZE MONEY The organising member federation must pay the minimum Prize Money of a
total of CHF 28’000.- for each World Challenge Cup event as follows, per
apparatus:

The Prize Money, free of any deductible taxes, will be distributed in EUR as

No prize money, medals and World Challenge Cup points will be given, if there
are less than 4 participating federation per apparatus.
If after application of the tie-breaking rules as set up in the Technical
Regulations, Section 2, there is still a tie, the prize money of the tied ranks will
be added and divided by the number of ties.
The LOC will not be responsible for any local taxes payable in the beneficiary's
residence country.

ASSIGNMENT OF At the end of each competition, World Challenge Cup points are assigned on

In case of a tie at any rank, the number of points of the equal ranks are added
and divided by the number of ties.
In case that less than four federations participating per apparatus, no World
Challenge Cup points will be given.
Based on the World Challenge Cup points assigned, separate men’s and
women’s World Challenge Cup Ranking Lists are established on each apparatus
as follow:

These Ranking Lists are established after the first World Challenge Cup event
of the year and end with the last World Challenge Cup event of the year.
WINNER OF THE The winner of the annual World Challenge Cup Series is the gymnast with the
ANNUAL WORLD highest number of points on the respective apparatus after the last event of the
CHALLENGE CUP year, taking into consideration the best results (maximum 3), regardless of the
SERIES number of competitions the athletes participated in.

Should there be a tie after the last competition, it will be broken as follows:
a. The ranks of the max. three (3) counting exercises will be added and the
gymnast with the lowest total prevails.
Note: in case of a tie in the ranks to determine the three counting
exercises, the exercises with the highest final scores will prevail.
b. If the tie remains, the final scores of the max. three (3) counting exercises
will be averaged and the gymnast with the highest average prevails.
c. If the tie remains, the total E-scores of the max. three (3) counting
exercises (max. six (6) scores for Vault) will be averaged and the
gymnast with the highest average prevails.
d. If the tie remains, the total D-scores of the max. three (3) counting
exercises (max. six (6) scores for Vault) will be averaged and the
gymnast with the highest average prevails.

A special award ceremony must be held at the last World Challenge Cup
Competition of the year in which the World Challenge Cup series winners shall
receive a Cup.

Each participating member Federation is kindly requested to integrate the


payment’s purpose as follows: Koper 2023_name of the Federation.

The participating federation is responsible for covering all bank fees in


connection with the bank transfers.

SAFEGUARDING From the official date of arrival until the official day of departure of the event,
participants (gymnasts, coaches, judges and any other delegation members)
have the opportunity to contact by phone or e-mail the LOC Safeguarding Officer
in case of harassment or abuse of any type or if they are worried or do not feel
comfortable.
The information regarding the LOC Safeguarding Officer will be communicated
upon arrival of the delegations.
In addition, posters of the “10 Golden Rules of Gymnastics” – the FIG campaign
to raise awareness about youth protection in Gymnastics - will be displayed in
several locations, including training and warm-up halls and public zones.

ADDITIONAL The competition will be hosted by the city of Koper, the oldest town in Slovenia.
INFORMATION Is a city in southwestern Slovenia, with the other coastal towns Ankaran, Izola,
Piran, and Portorož with a characteristic Mediterranean climate. The nearest
airport is in Trieste, Italy (64 km), although Ljubljana is about 100 km away.
