    Swell and Excessive Rain Event: Friday through mid week


    Issued:11:00 AM AST Thursday, October 26th, 2023

    EXCESSIVELY WET AND HAZARDOUS MARINE CONDITIONS EXPECTED

    Overview: Plenty of tropical moisture and favorable upper-level conditions will bring periods of
    showers and thunderstorms across the local islands Friday into early the next week. As a result, there is
    an elevated risk of Flooding across Puerto Rico and the US Virgin Islands. A flash flood watch is
    likely to be issued tomorrow.

    Details: A surface trough from the east will merge into moisture being pulled into post-Tropical
    cyclone Tammy well north of the area. A low developing slowly off the coast of Colombia will extend
    northeast into the area and pull considerable moisture across the local islands. This will bring heavy
    rains beginning later on Friday and continuing into the weekend with steadily increasing impacts.

    Outlook: The atmosphere remains very moist Wednesday through Friday next week creating
    considerable potential for hazardous weather in PR and the USVI. Total rainfall over southeast and east
    Puerto Rico will likely exceed 10-12 inches by that time. It is possible that the USVI will see at least 7
    inches of rain through Wednesday.

    Potential Risks and Impacts


    ● Excessive Rain: Rainfall amounts through early Tuesday are expected to be between 3 to 8
    inches (Fig 1.) Wet conditions are also possible Wednesday through Friday.
    ○ Where and When: Most of the forecast area will receive some rain each day, however,
    the highest amounts are anticipated in the southeast, interior and east portions of Puerto
    Rico. Heavy rains will begin after noon on Friday and continue through the weekend.
    Rainfall on each day is likely to exceed 2 to 3” each day in some areas. Most of the rain
    will fall Saturday night into Sunday.
    ○ Impacts: Widespread ponding of water, flooding of urban areas, roads, and small
    streams. Life-threatening flash flooding and mudslides are probable, particularly across
    from southern to eastern Puerto Rico. Some rivers will likely overflow their banks.
    ● Marine: Seas of 7-10 feet are expected in the Atlantic waters, Winds of 15 to 20 knots with
    gusts up to 30 knots or higher are possible there. Small Craft Advisories and High Surf
    Advisories will remain in effect for these areas.
    ● Other Weather-Risk Hazards:
    ○ Thunderstorms and Winds: Isolated to scattered thunderstorms with frequent lightning
    and gusty winds.
    ○ Rip Current and High Surf: There will be a high risk of rip currents for most coasts
    except on the southern side of the islands through Sunday. High Surf conditions with
    breaking waves of 10 feet or greater are likely for some north coastal areas by
    Friday into the weekend. Breaking waves of 10 feet or more have already been
    observed.

    This forecast may change between model guidance runs and will be adjusted as needed.

    MARÍTIMAS PELIGROSAS

    Resumen: Mucha humedad tropical y condiciones favorables en los niveles altos de la atmósfera traerán
    periodos de aguaceros y tronadas a través de las islas locales el viernes hasta principios de la semana
    próxima. Como resultado, existe un riesgo elevado de inundaciones a través de Puerto Rico y las Islas
    Vírgenes Estadounidenses. Es probable que se emita una vigilancia de inundaciones repentinas mañana.

    Detalles: Una vaguada en la superficie desde el este se combinará con humedad arrastrada del ciclón
    Post-Tropical Tammy muy al norte del área. Una baja presión desarrollándose lentamente lejos de la
    costa de Colombia se extenderá hacia el noreste hasta el área y traerá humedad considerables a través de
    las islas locales. Esto traerá lluvias fuertes comenzando tarde el viernes y continuando hasta el fin de
    semana con impactos aumentando continuamente.

    Panorama: La atmósfera permanece muy húmeda hasta el viernes de la semana próxima creando
    potencial considerable para condiciones atmosféricas peligrosas en PR y USVI. La lluvia total sobre el
    sureste y este de Puerto Rico probablemente exceda las 10-12 pulgadas hasta ese momento. Es posible
    que USVI experimente por lo menos 7 pulgadas de lluvia hasta el miércoles.

    Riesgos e Impactos Potenciales


    ● Lluvia Excesiva: Se esperan cantidades de lluvia de 3 a 8 pulgadas (Fig. 1) hasta temprano el martes.
    Condiciones húmedas son también posibles del miércoles hasta viernes.
    ○ Dónde y Cuándo: La mayoría del área de pronóstico recibirá alguna lluvia, sin embargo, las
    cantidades más altas se anticipan en el sureste, interior y este de Puerto Rico. Lluvias fuertes
    comenzarán luego del mediodía el viernes y continuarán durante el fin de semana. La lluvia de todos
    los días pudiera exceder 2 a 3” en algunas áreas. La mayoría de la lluvia caerá el sábado en la noche
    hasta el domingo.
    ○ Impactos: Acumulaciones extensas de agua, inundaciones en áreas urbanas y de riachuelos.
    Inundaciones repentinas amenazantes a la vida y deslizamientos son probables, particularmente desde
    el sur hasta el este de Puerto Rico. Algunos ríos probablemente se salgan de sus cauces.
    ● Condiciones Marítimas: Se espera oleaje de 7-10 pies en las aguas del Atlántico. Vientos de 15 a 20
    nudos con ráfagas de hasta 30 nudos o más son posibles. Advertencias para los Operadores de
    Embarcaciones Pequeñas y Advertencias de Resacas Fuertes permanecerán en efecto para estas
    áreas.
    ● Otros Peligros Relacionados a las Condiciones Atmosféricas:
    ○ Tronadas y vientos: Tronadas de aisladas a dispersas con rayos frecuentes y ráfagas de vientos.
    ○ Corrientes Marinas y Resacas Fuertes: El riesgo de corrientes marinas estará alto para la mayoría de
    las costas excepto en el lado sur de las islas hasta el domingo. Condiciones de resacas fuertes con
    olas rompientes de 10 pies o más son probables para algunas áreas costeras del norte el viernes
    hasta el fin de semana. Se han observado olas rompientes de 10 pies o más.
    Este pronóstico puede cambiar entre soluciones de las guías meteorológicas y se ajustará según sea
    necesario.
