ABOUT THE ILF
The International Legal Foundation (ILF) was established in 2001 in New York as a
nonprofit organization and has become the leading global advocate for the right to counsel as
well as a specialist in the provision of quality defense services to marginalized and vulnerable
accused in conflict-affected and transitioning countries. In 2017, the ILF established legal aid
program in Myanmar, with the goal to mentor Myanmar lawyers to provide quality, effective
criminal defense services to poor people charged with crimes. ILF Myanmar now has five
offices across the country with legal and support staff.
The ILF is seeking a “Social Worker” in ILF Sittwe office. The Social Worker will be
responsible for supporting the provision of holistic legal aid services to the ILF’s clients
through coordination and assistance in meeting clients’ social service needs. ILF clients are
men, women and children in conflict with the law (often accused of crimes) from all regions
and ethnic groups of Myanmar, who are poor and marginalized, and are often involved in
highly sensitive and vulnerable situations. The role of the Social Worker includes assessing
clients’ needs; mapping available resources and services and contacting providers; ensuring
informed, voluntary referrals of clients to appropriate social service interventions; conducting
follow up on referral success/outcome; providing written documentation to support the
client’s case and facilitating ongoing relationships with clients. The Social Worker is an
integral part of the defense team and will stay in regular contact with clients and clients’
lawyers, including through in-person case management meetings, sending reminders and
updates as needed, and maintaining contact with judicial stakeholders and community-based
providers. The Social Worker will also assist and support the ILF’s advocacy efforts to
enhance and improve social service provision for people in conflict with the law towards
diversion, alternatives to incarceration, and effective reentry into society.
Job description:
● On a case-by-case basis, conduct assessments of ILF Myanmar clients to understand
vulnerabilities and issues for which clients could benefit from support, such as substance
use; physical health (including reproductive and maternal health); mental health and
trauma; domestic and other forms of gender-based violence; sexual assault or harassment;
trafficking; housing, sanitation, food and other basic needs; poverty; and
educational/vocational needs. Proactively assess how these issues impact clients based on
gender, age, ethnicity, sexual orientation, religion, and other identity-based factors.
● Collaborate with clients to develop a plan that addresses their goals and needs during the
case as well as after disposal of the case for client’s reentry into the society. The services
are provided in a manner that is gender-responsive, and trauma-informed.
● Research resources, opportunities and service providers for clients and map services in
the locations that ILF operates;
● Establish and maintain linkages with community partners who can provide gender and
age-appropriate interventions and services to court-involved individuals.
● Coordinate and build relationships with service providers to facilitate intake, follow-up,
and assist clients with voluntary, informed service referrals.
● As part of the defense team, cooperate with lawyers, and collaborate with prisons and
other facilities to ensure clients are provided with support and services upon their release
from detention facilities.
● Follow-up and support participants admitted to services or programs through regular in-
person meetings, phone calls, emails, and/or text messages.
● Provide accurate written and verbal participant reports to the lawyer, the ILF, and the
court if requested.
● Assist with data collection, including tracking vulnerabilities and referral outcomes, as
well as client satisfaction surveys, documentation of social justice and material support
for holistic legal aid services and support Database Manager, Paralegals and Lawyer-In-
Charges to maintain appropriate participant information in electronic databases and paper
files.
● Assist lawyers’ advocacy to connect clients with services as a means of early diversion,
supervised release, and alternative to incarceration within their court case.
● Assist the research, development and implementation of new programs, initiatives, and/or
interventions related to holistic representation.
● Assist with training of ILF Myanmar staff on social work approaches and skills.
● Assist with other administrative responsibilities, as needed.
● Attend all required staff meetings and trainings.

QUALIFICATIONS AND EXPERIENCE:


● University degree in a related area or preferably a bachelor degree in psychology,
law, or social science.
● Candidates must be well organized and able to work in a high-volume, fast-paced,
multi-disciplinary setting and maintain strong relationships with multiple judicial
stakeholders, agencies, and organizations.
● Experience in coordinating with a wide range of stakeholders including local
communities, state and local government, civil society and UN/INGOs.
● Prior experience of working as a case worker or any other equivalent role involving
interviewing and supporting individuals experiencing domestic or gender-based
violence, mental health issues, substance use disorder, human trafficking, or other
vulnerability.
● Excellent written/verbal communication and interpersonal skills as well as cultural
sensitivity.
● Ability to think critically and address crisis situations as they arise.
● Knowledge of the criminal justice system and/or justice-involved communities is a
plus.
● Proficiency with Microsoft Office Suite, including email, Word, Excel.
● Ability to think creatively and work in a team.
● Willingness to travel within the region where the office is located and other areas of
Myanmar as needed.
