This method statement is prepared for scaffolding erection, dismantling, and


modification/alteration fabrication shop and camp (if required) for the structure height
less than 12 meters like, Above Ceiling utilities (Fire Fighting System, HVAC Duct
Installation, and Cable Ladder), etc. This document is intended to provide a generic
safety guideline on the use of various types of steel scaffolds. Scaffold material
requirements, erection instructions, inspection, tagging, and maintenance are included
in this statement.
2. DEFINITIONS

General definitions

Specific definitions

Bearer

This means a horizontal transverse scaffold member (which may be supported


by ledgers or runners) upon which the scaffold platform rests and which joins scaffold
uprights, posts, poles, and similar members.

Boatswains’ chair

This means a single-point adjustable suspension scaffold consisting of a seat or


sling designed to support one employee in a sitting position.

Safety harness

This means a design of straps, which may be secured on the body of the
employee in a manner to distribute the fall arrest forces over at least the thighs. Pelvis,
waist, chest, and shoulders, with means for attaching it to other components of a
personal fall arrest system.

Brace

This means a rigid connection that holds one scaffold member in a fixed
position concerning another member, or to building or structure.

Cleat

This means a structural block used at the end of a platform to prevent the platform
from slipping off its supports. Cleats are also used to provide footing on sloped
surfaces such as crawling boards.

Coupler

This means a device for locking together the tubes of a tube and coupler
scaffold.

Guardrail system

This means a vertical barrier, consisting of, but not limited to, top-rails, mid-
rails, and posts, erected to prevent employees from falling off a scaffold platform or
walkway to lower levels.

Hoist

This means a manual or power-operated mechanical device to raise or lower a


suspended scaffold.

Landing

Means a platform at the end of a flight of stairs/ladders.

Lifeline

This means a component consisting of a flexible line that connects to an anchorage at


one end to hang vertically, or that connects to anchorages at both ends to stretch
horizontally, and which serves as a means for connecting other components of a
personal fall arrest system to the anchorage.

Maximum intended load

This means the total load of all persons, equipment, tools, materials,
transmitted loads, and other loads reasonably anticipated to be applied to a scaffold or
scaffold component at any one time.

Personal fall arrest system

This means a system used to arrest an employee’s fall. It consists of an


anchorage, connectors, and a body harness and may include a lanyard, deceleration
device, lifeline, or combinations of these.

Stair tower

This means a tower comprised of scaffold components and which contains


internal stairway units and rest platforms. These towers are used to provide access to
scaffold platforms and other elevated points such as floors and roofs.

5 SCAFFOLD MATERIALS REQUIREMENTS

 All scaffold components shall conform to the relevant British / European /


OSHA Standard or equivalent. The scaffold material shall be approved by the
Company before use.
 To ensure sufficient stock of scaffold components is maintained and in good
condition, a quarterly inspection shall be carried out by SP and COMPANY.
Unique markings shall be stenciled on scaffold components to identify the
owner.
 Scaffold tubing shall be 48.3 mm (1.9 in) nominal outside diameter.
 Scaffold tubing, with compatible screw jacks and base plates, may be used as
cross braces for excavations not more than 1.2 m (4 ft.) wide and not more
than 2.4 m (8 ft.) deep. Scaffold tubing shall not be used as stringers (wales) or
uprights.
 Tubing shall meet the testing and inspection requirements of ASTM A500 or
EN 10021, including the flattening test for welded tubing. Percentage
elongation after fracture shall be as per the pipe fabrication specification, but
not less than 20%.
 Scaffold tubing conforming to other specifications may be used only if
approved beforehand by the SA Consulting Services Department (CSD) and if
inspected and permanently marked as stated previously.
 Steel tubing for tube-and-coupler scaffolds shall be hot-dip galvanized (not
painted) by ASTM A123 or EN 10240 (coating quality B.2). Steel tubing for
system and fabricated tubular frame scaffolds may be painted.

 All fittings (e.g., couplers, clamps, joint pins) shall be galvanized or zinc
coated to resist corrosion. All relevant test reports/certificates for couplers
shall be made available to SA immediately upon request.
 Damaged or deteriorated scaffold components like tubes, couplers, fittings,
joint pins, metal planks, and toe boards with defects of the dent, cracks,
corrosion, scratches, etc. shall be immediately discarded or tagged not to be
used.
 Solid Sawn Scaffold Planks shall be rated and marked as “scaffold plank”
grade using the grading rules and grade inspection or supervision services of
the West Coast Lumber Inspection Bureau, Southern Pine Inspection Bureau,
or other lumber-grading agency accredited by the American Lumber Standard
Committee (ALSC).
 Each plank shall be dried so the moisture content does not exceed 19%.
Determination of moisture content shall be by ASTM D4442, Standard Test
Methods for Direct Moisture Content Measurement of Wood and Wood-Based
Materials.
 The solid-sawn scaffold plank dimensions shall be as follows and shall be
within the tolerances defined by an ALSC-certified grading agency:
 Nominal width shall be 225 mm (9 in).
 Nominal thickness shall be 50 mm (2 in).
 The face surfaces of Laminated Veneer Lumber (LVL) scaffold planks shall
not be sanded or machined smooth, coated, or treated in any way that increases
the in-service slip hazard.
 The adhesive used for the manufacture of LVL scaffold planks shall be
manufactured using Wet-Use Adhesives conforming to ASTM D2559 (or
equivalent national or international standards) and suitable for bonding of
structurally critical components subjected to exterior (wet use) weather
exposure.
 The dimensions of LVL scaffold planks and the tolerances on dimension shall
be by dimensions specified by the manufacturer and shall comply with the
following limits:
 Nominal width shall be 225 mm (9 in).
 Nominal thickness shall be 38 mm (1-1/2 in).
 Scaffold planks shall have a minimum allowable span of 1.8 m (6 ft.) for a
three-person Rated Load Capacity, with the load defined and span determined
in by OSHA Standard 29 CFR 1926.451 and Subpart L, Appendix A.
Maximum allowable spans for other Rated Load Capacities as defined in
OSHA shall be provided by the manufacturer.
 The calculation of span for each load shall be calculated for dry use single span
application using allowable strength properties determined by the requirements

of ANSI / ASSE A10.8, Appendix C, Procedure A for Structural Composite


Lumber (SCL) and design deflection not exceeding one-sixtieth of the span.
Calculations shall use section properties based on the net cross-section taking
account of specified tolerances.
 The allowable span shall be the span obtained after rounding the calculated
span down to the next lower 0.1 m (or 6") increment.

6 SCAFFOLD INSPECTION, TAGGING AND RECORD KEEPING

 The green, yellow, and red scaffold tags shall be used to inform/warn users
about the condition or readiness of a scaffold. The tags shall be weatherproof
and should have the Contractor’s name. The green tag shall be an insert while
the inserter while the red tag shall be a holder having an attachment port that
can accommodate at least two inserts. The red tag should be fixed onto the
scaffold component as “scaffold erection” progresses. The green and red tag
examples are as follows Figure 1:

 The green tag shall be inserted into the holder only when the scaffold is
certified safe for use. The green tag and red tag shall be displayed at eye level
on all access points of the scaffold.
 Tags shall also be applied for temporary access ways/cross-over bridges,
which are constructed with scaffold material.
 Executor shall prominently display the red tag “DO NOT USE SCAFFOLD”
when scaffolding is incomplete, whether it be during erection, dismantling, or
alteration. Access to those parts, which are incomplete, shall be barred.
Barricades should be such that users would not accidentally step into the
unfinished portion.

 No portion of the scaffold should be utilized unless that portion is fully decked,
braced, tied, demarcated, and certified. Enough red tags shall be installed
during the construction of lengthy scaffolds.
 SA approved Scaffold supervisor shall inspect the erected scaffold after
completion and certify it according to the scaffolding checklist. Once the
scaffold has been inspected and found to meet the safety requirements, a duly
signed green tag shall be displayed by inserting it into the holder. It shall be re-
inspected at least every seven days or after modification/alteration and after the
weather is likely to have affected stability, whichever occurs earlier.
 Only SA-authorized scaffold personnel can alter or modify a certified safe
scaffold which must be carried out under a work permit requirement and
condition. At this stage, a red scaffold tag shall be displayed and then re-
certified after modification/alteration. Any alteration or modification done
should be registered in the scaffold record logbook.
 Critical Scaffolds and scaffolds over 12.2 meters in height shall only be
designed, erected, altered, inspected, and dismantled by a Saudi Aramco-
approved Specialized Scaffolding Contractor as stipulated at GI-8.001 Section
5.4 (All scaffolds shall be erected, altered, and dismantled only under the
direction of an on-site Scaffold Supervisor employed by the Scaffold Erector.

A requirement for a scaffold over 12.2 meters in height before erection, altered,
inspection, and dismantling, are as follows;

 The Scaffold Supervisor shall have full supervisory authority over his scaffold
craftsmen, be present at the job site during their work, and provide effective
supervision of all scaffolding work under his responsibility.
 The Scaffold Supervisor shall not just show up at the end of the job to sign the
scaffold tag, he needs to be supervised during the scaffold installation or
scaffold dismantling or scaffold inspection.
 Only trained and experienced scaffold craftsmen shall be used for erecting,
altering, and dismantling scaffolds).
 Required approval will be taken (like RESA, KAFEER refer to attached
approval document) before starting critical scaffolding from Aramco.
 SA certified Scaffold Inspector (who is not the Supervisor for that scaffold)
shall only inspect if the scaffolds are over 6 meters in height.
 SA certified Scaffold Supervisor will only be required to sign tags if the
scaffolds are equal to or less than 6 meters in height.
 Trained and third-party certified experienced scaffold craftsmen shall be used
for erecting, altering, and dismantling scaffolds.

 Proposed scaffolding erection and dismantling document should be reviewed


by SA approved Scaffolding Engineer or Approved Inspector. (The reviewer
certificate will be attached along with the scaffolding drawing/work permit
request).
 The competency of scaffold personnel shall mean a declared competent by the
Client concerned team leader, or the employee is in the position of a
recognized degree, certificate, or professional standing and possesses extensive
knowledge, training, and experience.
 Guardrail systems (consisting of top rails, midribs, and support uprights) shall
be installed on all open sides and ends of scaffold platforms and stair/ladder
landings where personnel could fall from 1.8 m (6 ft.) or more.
 The top edge height of the top rails shall not be less than 0.95 m (38 in) and
not more than 1.15 m (45 in) above the walking/working surface of a platform.
 Midbrains shall be installed approximately halfway between the
walking/working surface and the top rail.
 Top rails and midribs shall be securely fixed to the inside of vertical uprights
(i.e., posts). Vertical uprights supporting guardrails shall not be spaced more
than 2.5 m (8.2 ft.) apart unless otherwise permitted for a specific system
scaffolding as noted in the manufacturer’s published instructions.
 If the front edge of a scaffold platform is less than 360 mm (14 in) from the
face of the wall or structure, guardrails do not need to be erected along that
edge. However, falling object protection shall be provided by covering the gap
with planks or by using toe boards, nets, barricades, etc.
 Non-movable supported scaffolds with a height to the uppermost planked level
that is more than four times the minimum base dimension (i.e., more than a 4:1
height-to-width ratio) shall be restrained from tipping by ties, outrigger frames,
or equivalent means. The upper section(s) of a stepped scaffold shall not have
a height more than four times the width of the scaffold at the base of that
section unless ties are properly installed to ensure stability.
 Personnel working at heights more than 1.8 m (6 ft.) shall be provided with
proper work platforms with a complete guardrail system. Otherwise, a full-
body harness and shock-absorbing lanyard shall be worn and securely attached
to a lifeline or substantial anchorage. See Chapter II-5, Fall Protection, of
CSM.

7 CONSTRUCTION METHODS TO ALL SCAFFOLDS

 There are various types of scaffolding. The familiar scaffolds can be


categorized as follows:

 Tower Scaffold (Mobile)


 Bracket Scaffold
 This method describes the basic erection steps for the generic scaffold. The
following figure 2 shows the typical scaffolding fittings and Figure 3 shows
showing “Independent Tied Scaffold “which may be tied to a permanent
structure such as a process vessel or a building, etc. The recommended
maximum distributed loading of the scaffold platform shall conform to the
table in the Appendix.

The specific scaffolding erection method shall be as follows:

Foundations, Base Plates & Sole Plates

 The footing or anchorage for scaffolds should be sound, and rigid, the and cap
should the carry teething intended load without settlement or displacement. If
the scaffold is to be erecting an elevated location alia key structure, pre built-in
equipment, etc.., the foot in tight h scaffold shall also be rigid enough to carry
the load of the scaffold. A good base is essential, so the ground or floor on
which the scaffolding is going to stand should be carefully examined. Soil or
made-up ground will need consolidation.
 The use of at least 229mm×38mm cross-section of metal sole plates is required
to spread the load on earth, made up of ground or asphalted surface for most
scaffolds with four levels or less in height, and not heavily loaded. Sole plates
shall extend under at least two standards. For scaffolds resting on concrete
surfaces or steel structures where there is no risk of displacing or sinking, the
base plate may rest directly on the surface without a sole plate. Base plates
with screw jacks should be used to ensure proper scaffold leveling
adjustments.

Standards Erection (Vertical Tubes/Uprights/Columns/Posts)

Standards shall be pitched on base plates and sole plates or timber pads. Joints
in standards should not occur in the same lift. Joints should be arranged so that
they occur as near as possible to a ledger. All standards shall be vertical.

Ledgers Erection (Horizontal Tubes/Runners)

Ledgers shall be securely fixed to standards with double or universal load-


bearing couplers and shall be horizontal. Joints in ledgers should be staggered,
i.e. joints in adjacent ledgers should not occur in the same bay. These joints
should be made with sleeve couplers. If joint pins are used they should be
placed at about 1/4 to 1/3 the span between the standards, not at mid-span.

Tying the scaffold to a structure

The scaffold must be secured to prevent it from tipping using tying the
scaffolding to an adjacent structure, using guy wires, or increasing the base
width. The first tie shall be secured at an elevation of four times the minimum
base width. Anchoring, tying off, or bracing of scaffolds must be affixed to
structurally sound components to ensure they can carry the tension and
compression loads.

Bracing fixing

 Scaffolds be to properly braced by cross bracing or diagonal braces, or


both, for securing vertical members together laterally, and the cross
braces shall be of such length as will automatically square and align
vertical members to that the erected scaffold is always plumb, square,
and rigid. All brace connections shall be made secure.
 Longitudinal diagonal bracing shall be installed at an approximately
45-degree angle from near the base of the first outer post upward to the
extreme top of the scaffold. If the scaffold is more than five bays in
length, start a new diagonal brace every fifth post. Diagonals should be
attached within 48 mm of the node point (intersection of horizontal and
vertical).
 Transverse bracing must be installed across the width of the scaffold. It
shall be placed every fourth level up, and every third set of posts
horizontally. Such bracing shall extend diagonally from the inner and
outer runners upward to the next outer and inner runners. The alternate
method which is the “ZIG-ZAG”, must be installed on every level and
should be provided for every third set of posts horizontally.
 The brace ends shall be provided with a plastic covering as protection
against injury from protrusions and sharp edges.

Decking preparation

 All decking shall be close-boarded and shall be at least 600mm wide (3


boards), each board resting evenly on at least three supports. Boards
shall over sail end supports by at least 50.8mm but shall not over sail
by more than four as of their thickness.
 Supports for scaffold boards (transoms, putlogs) shall be spaced with
due regard to the nature of the platform and the load it will bear.
 Except on decking contiguous to the curved surface of a cylindrical or
spherical structure, boards shall be laid flush wherever possible. Where
the scaffold changes points of direction such as at a corner, the boards
which would lay across the bearer at other than a right angle shall be
laid first. The planks, which lay at a right angle, are then laid on top.
The result is the end of the top planks forms a straight line rather than
saw-toothed and reduces the tripping hazard. It also ensures that the
bottom planks overlap the bearer.
 Boards shall be laid with no openings more than 25.4mm between
adjacent boards or scaffold members
 Decking which has become slippery with oil, or other substance shall
be immediately replaced.

Guardrails and Toe boards fixing

 Guardrails and toe boards shall be fitted at the edges of the decking
from which persons or material could fall a distance exceeding 1.83
meters. The top guardrail shall be not less than meters a meter but more
than 1.14 meters. Mid-rails shall be provided. Toe boards should be
152mm high and secured in position by toe board clips/clamps.
 Guardrails and toe boards shall be fitted to the inside of standards to
prevent movement unless they are so designed and used to prevent such
movement. The use of wire ropes or chains as top rails and
intermediate rails of guardrails shall not be allowed in
anyscaffoldsaffoldlds.
 Where materials are to be stacked on a working platform or working
place above the height of the toe boards, Suitable barriers such as nets
or metal sheets shall be positioned to prevent the fall of such material
from the platform or place.

Access preparation

 A platform should not be installed on a scaffold without a safe and easy


means of access. An access ladder or equivalent safe access must be
provided for any platform more than 610mm above the lower level.
 Access may be provided by ladders specially made for scaffold access
by scaffold manufacturers, portable ladders, stair towers, stairway-type
ladders, ramps, walkways, integral prefabricated rungs in the frame, or
direct access from another structure.
 Access to a working platform is best achieved by providing a separate
ladder tower or cantilevered access platform so as not to obstruct the
platform and to minimize the possibility of persons falling through the
gap in the guardrail or decking. If this is not practical, the top handrail
should be hinged or a hinged short bar provided at the access point.
 Tools and materials should not be carried by persons ascending or
descending ladders except that tools may be carried in pockets or
special belts, provided they do not impair movement. A 3-point contact
(2 feet+1 hands or 2 hands+1 foot) shall be maintained while
ascending/descending from a ladder. This safe work practice on the use
of a ladder shall be observed irrespective of whether it is a portable or
fixed ladder.

Gin wheels installation

Gin wheels (pulley and rope) can be used for lifting loads (up to 50 kg) onto
scaffolding if the use of standard lifting appliances is not practical or safe. The work
permit executor shall ensure that the pulley and rope are in good condition and of
adequate capacity.

8 PORTABLE LADDERS

Apart from the scaffold described in paragraph 7, this section deals with portable
ladders used independently or as a means of access to a scaffold platform. The typical
portable ladders are as follows:

Portable ladder selection

 Ladder should be industrial type and should be marked and identified


by duty rating based on workload. The label markings shall have the
name or other identification of the manufacturer, the rated load, ladder
size, and month and year of manufacture, and all markings shall be
permanent and legible.
 A ladder shall be of the proper length for the job to be done. If it is used
as a means of access or as a working place it shall rise to a height of at
least 1.07 meters above the landing place or the highest rung to be
reached by the feet of the person using the ladder.
 Self-supporting (foldout or stepladder) and non-self-supporting
(leaning into a wall/structure or vertically clamped into a scaffold)
portable ladders must be able to support at least four times the
maximum intended load, except extra-heave-duty metal or plastic
ladders, which must be able to sustain 3.3 times the maximum intended
load. Foldout or stepladders must have a metal spreader or locking
device to hold the front and back sections in an open position when in
use.
 Ladder rungs, cleats, or steps must be parallel, level, and uniformly
spaced when the ladder is in position for use. Rungs must be spaced
between 254 mm and 356 mm apart. Rungs must be so shaped that an
employee’s foot cannot slide off, and must be skid-resistant. For

extension trestle ladders, the spacing must be 203 mm to 457 mm for


the base and 153 mm to 305 mm for the extension section.
 Wooden ladders shall not be used in running process unit areas or
where they are in contact with hotlines or surfaces.
 Metal ladders, wooden ladders with metal reinforced stiles, and wet
ladders shall not be used near electrical equipment with exposed live
conductors.

Portable ladder Inspection and Tagging

 In dependently used portable ladders shall be periodically inspected


and tagged (i.e., “safe or use” or “not to be used”). This tagging
requirement excludes portable ladders that are intended or used as a
means of access to the scaffold platform.
 The duly signed “Ladder Inspection Tag” (check the example shown
below) shall be permanently attached (by wire or lock) on each ladder
to inform/warn users of its condition. The defective ladder should be
immediately discarded or tagged not to be used. SRACO supervisor
shall inspect the ladder monthly and certify them.

 Ladders shall be examined before use for cracked or split stiles,


missing, broken, loose, decayed, or damaged rungs, and splinters.

Use of Portable ladders

 Where a ladder is carried single-handed, the front end should be kept


high enough for heads, heads, and special care taken at corners and
blind spots.
 The stiles of a ladder shall be equally supported on a firm-level surface.
Boxes, bricks, barrels, etc., shall not be used as a measupportsuppor,t
and under no circumstances shall wedge or other loose material be used
as packing.
 Ladders shall not be supported on their rungs and rungs shall not be
used to support scaffold boards. The other om of the ladder shall rest on
the floor or platform.
 Independently used ladders shall be set 305mm out of each height and
at an angle of 75 degrees to the horizontal. Both stiles of the ladder
shall be evenly supported and securely lashed to prevent movement.
 Attachable (straight) ladder to scaffold shall be vertically installed and
clamped into a U-shaped ladder bracket. It should extend far enough
above the deck to allow proper access. If no swing gate is provided, the
ladder should be extended above the top guard rail.
 Where extension ladders are used fully extended, the minimum overlap
of sections shall be four rungs. Splicing or lashing ladders together to
obtain an extension shall not be permitted.
 Where securing at the upper resting place is impossible, a person shall
be stationed at the foot to control a ladder not more than 6 meters in
height.
 Ladder handing places or platforms are required at every 6 meters of
height and shall be provided with guardrails and toe boards. Holes in
platforms through which ladders pass shall be as small as practicable.
9 SAFETY PRECAUTIONS AND SAFE WORK PRACTICES
 Provide qualified and properly trained scaffold craftsmen and
supervision to perform all phases of scaffold work, including planning,
design, engineering, erection, alteration, dismantling, supervision, and
inspection.
 Inspect scaffold materials before, during, and after erection to ensure
that they meet all SA requirements, are in good condition, and are free
of defects, Mark any scaffold component that is damaged, weakened,
or does not meet the applicable codes and standards with bright

fluorescent orange paint and immediately remove it from SA property


or job site. This material shall be destroyed to ensure that it is not
reused on any SA facility or project site
 Falling object protection shall be in place during scaffold erection, use,
alteration, and dismantling. Personnel not directly involved in scaffold
activities shall be kept away from the area through the use of barricade
tape or fencing to prevent personnel from entering the hazard area.
 A scaffold that meets any of the following conditions and for which a
structural engineering review of the scaffold plan by the SA Consulting
Services Department (CSD) is required:
 No one is allowed to sign the scaffold tag or write the date of the next
inspection but only the Scaffold Supervisor for a scaffold height of
equal to or less than 6 meters.
 Saudi Aramco-approved tag holders and inserts are to be used only.
Scaffolds during scaffold erection shall be continuously tagged using
the Saudi Aramco red scaffold tag, If the scaffold is not yet inspected,
upon removal of the red tag only the Scaffold Supervisor or Scaffold
Inspector is authorized to remove it. To protect the red scaffold tags
(empty holders) it shall be attached to the scaffold by placing a scaffold
tube through the hole in the holder during scaffold erection, and it shall
not be tied to the scaffold using wire & string.
 Yellow Scaffold Tag: Indicates the scaffold has been inspected and
may be used only by workers wearing a properly anchored personal fall
arrest system. A yellow scaffold tag is required whenever all guardrails
or planks cannot physically be installed (e.g., due to interferences) or
must be temporarily removed. A yellow scaffold tag does not permit
the intentional erection of an incomplete scaffold. A yellow scaffold
tag is valid for a maximum of two weeks but can be renewed three
additional times for a total of eight weeks. Only authentic SA-approved
tag inserts are to be used as yellow scaffold tags.
 All green (“Passed Inspection”) or yellow (“Full Body Harness
Required”) scaffold tags shall be signed by a certified Scaffold
Supervisor. He shall sign in the “Scaffold Supervisor” section of the
scaffold tag(s) immediately after he inspects the scaffold and
determines that it is complete and safe for use by SA requirements
 Implement a system to manage and perform bi-weekly inspections of
their scaffolds. The Scaffold Erector is responsible for the safety and
structural adequacy of scaffolds erected or altered by their employees

and erection. A specialized Scaffolding Contractor may be either an


independent scaffolding company or the scaffold division/unit of a
local company and shall be approved by SA. Scaffold design and
erection shall be the sole business of a Specialized Scaffolding
Contractor (company or division/unit). Contractors currently on the SA
General Bid Slate (GBS) for Scaffolding Services are approved
Specialized Scaffolding Contractors. Other contractors (non-GBS)
interested in being considered for approval as a Specialized Scaffolding
Contractor shall submit their completed Non-GBS Qualification
Questionnaire (available on the LPD intranet website) through their
proponent to the Manager, Loss Prevention Department, for review by
the Specialized Scaffolding Contractor Evaluation Team (SSCET).
This review takes at least 3 months
 A scaffold plan, which meets all Saudi Aramco requirements (e.g., SA
CSM Chapter II-2), shall be prepared by the Specialized Scaffolding
Contractor for all scaffolds over 12.2 meters (40 feet) in height, for all
special scaffolds, or for any other scaffold as requested by LPD.

 All scaffolds shall be under the direction of the scaffold supervisor


either erected, altered, or dismantled. At the time during the installation
of scaffolding the scaffold Supervisor shall always be present, and only
trained and experienced scaffold craftsmen shall be used for erecting,
altering, and dismantling scaffolds.
 The Scaffold Supervisor shall ensure that the dismantling of scaffolds
is planned, orderly, and performed level by level from top to bottom.
Scaffold components, tools, and fittings shall be lowered to the ground
in an orderly manner by rope, etc., and not thrown down. The Scaffold
Supervisor shall also ensure that scaffold materials are returned and
properly stacked at their designated storage location immediately after
the scaffold is dismantled.
 All the instructions from GI and CSM shall be followed regarding
material specifications, scaffold plan, erecting and dismantling, and for
fall protection staff full body harness must be as per Aramco
requirements mentioned in GI and CSM.

Sub-systems, and Components.
 OSHA 1915.159, Personal Fall Arrest Systems (PFAS).

 Scaffolding couplers should be tightened with proper non-sparking
tools.
 Scaffolding materials and other objects shall not be dropped, thrown,
tipped, or shot from heights.
 Scaffolding shall not obstruct access to/from any firefighting
equipment/emergency equipment, operating area equipment,
instruments and control panels, ladders, monkey ladder cages,
stairways, doors, stairways, etc.
 Extension or alteration of scaffolding is not permitted on the approved
part of the scaffold being used at that time.
 During dismantling, no component, that endangers the stability of the
remaining structure, shall be removed. The procedure of dismantling
shall be orderly and planned and should proceed generally from the top
in horizontal sections.
 Components shall be raised or lowered hand to hand in an orderly
fashion or handled by crane, gin wheel, or other suitable means.
Dismantled scaffold materials shall be lowered to the ground and not
stored on the scaffolding.

 The installation and use of a stair access ladder for scaffolding above 8
meters should be considered to reduce fatigue and increase safety at
heights amongst workers, particularly in summertime.
 The scaffolding erected in the process units shall be provided with
reflector tape for clear visibility at man-height level in darkness/foggy
weather as a safeguard against hits and bangs.
 Care should be taken not be affect unit instruments while
erecting/dismantling scaffolding.
 While erecting scaffolding to towers/vessels provided with ladders, the
scaffold piping shall be erected in such a way that it does not obstruct
the ingress/egress of manholes and other nozzles.
 While erecting scaffolding, the scaffolder shall not stand on ledgers. A
temporary platform with a minimum of 3 metal planks secured by
clamps at both ends shall be provided for the scaffold to stand while
erecting and passing materials on the scaffolding.
 Illumination levels while erecting scaffolding, particularly in confined
spaces shall meet the minimum light level (100-130 lux) required for
occupational activities.
 Personal fall arrest systems on scaffold erection, alteration, and
dismantling should have the scaffolder’s lanyards attached to either a
vertical lifeline, horizontal lifeline, or stable scaffold structure member.
Scaffolder shall always wear a safety harness with two lanyards. When
changing positions, they shall position one lanyard securely before
unhooking and re-hooking the other lanyard. The lanyard shall be
hooded/secured above the employee to ensure that he will not hit the
ground or platform whenever a fall occurs.
 Scaffold tubing, with compatible screw jacks and base plates, may be
used as cross braces for excavations not more than 1.2 m (4 ft) wide
and not more than 2.4 m (8 ft) deep. Scaffold tubing shall not be used
se stringers (wales) or uprights.
 Scaffold components that are damaged, excessively corroded,
defective, or do not meet the applicable codes and standards shall be
marked with bright fluorescent orange paint and immediately removed
from the SA property or project site (see Figures 2.1 and 2.2).
Defective couplers shall be immediately destroyed and shall not be
reused on any SA property or job site. However, if possible defective
sections of planks or tubing may be reused.
 If the front edge of a scaffold platform is less than 360 mm (14 in) from
the face of the wall or structure, guardrails do not need to be erected
along that edge. However, falling object protection shall be provided by

covering the gap with planks or by using toe boards, nets, barricades,
etc, as described in section 2.5.5.
 Scaffold platforms shall be closed planked or decked as fully as
possible between the guardrails. (Exception: the requirement to provide
full planking or decking does not apply to platforms and walkways
currently being erected or used solely by workmen performing scaffold
erection or dismantling).

 Contractor Site Safety Plan (CSSP)

4: RESPONSIBILITIES

Project Manager:
It is the overall responsibility of PM to organize resources to perform construction
activities as per project specifications, in compliance with quality, schedule, and safety
requirements.

Construction Manager:
It is the responsibility of CM that construction activities are executed according to the
relevant project specifications, in compliance with quality, schedule & safety
requirements.

Civil Engineer:
The Civil Engineer shall monitor and manage all the tiling works as per IFC drawings
and project specifications under safe conditions by the contractor site safety plan.

Surveyor:
The surveyor will be mobilized to the site before starting any tile installation. Mark
the starting point with X and Y lines on the floor parallel to the walls as shown in IFC
drawings.

QA/QC Inspector
QA/QC Inspector will make sure the following items and all field inspections will be
carried out under project specification 014000 related to the quality requirement
services:
 He will ensure that mock-ups and materials are approved before starting
the work.
 Work should be carried out as per the latest revision of drawings.
 He will ensure that plumpness and leveling are within the tolerance.
 He will coordinate with the SAPMT for the required inspection as per the
approved ITP.
 He will keep a record of all inspection and testing reports related to the
activity.

Safety Inspector:
The safety inspector would be responsible for the following items:
 He will make sure that all construction activities are carried out under
approved CSSP.
 He will make sure that all workers have proper PPEs.
 He will verify and confirm proper certification and inspections of
tools/equipment before starting the work.
 He will make sure that provision safe access to the work area and will carry
out the inspections.
 He makes sure of the presence of a work permit (Cold work permit) and a
list of involved personnel at the site.
 All signals and signs will not be removed from the site until work
completion.
 He will produce the Job risk assessment before commencing the activity
and will identify the hazards before starting the activity.
5: PROCEDURE AND METHODOLOGY

 Waterproofing work and leak test report where required must be confirmed
before laying of tiles.
 Provide Waterproof and Crack Isolation Membrane: Chlorinated
Polyethylene Sheet.

 Interior Floors on Concrete: TCNA F111 - Cement mortar bed with

TILE INSTALLATION
PREPARATION CERAMIC TILE:
 Manual spreading and compaction to obtain uniform depth and
distribution. Remove stones and foreign materials.
 Perform cutting of tile without marring visible surfaces.
 Fit tile to an electrical outlet, piping, fixtures, and other penetration as
shown in the shop drawing.
 Ceramic tiles are to be soaked in water for one hour before setting in place.
FLOOR INSTALLATION:
 Mark center lines for both axes as per the approved shop drawing.
 Lay tiles with having grained pattern in the same direction in all rooms,
according to the IFC finishing schedule.
 Floor tiles are to be set in the same areas using thick wet mortar bedding on
uniformly distributed sand beds, each tile is to be beaten to ensure the
bedding of tiles.
 Start installing tiles in one direction alongside the center line.
 In wet areas provide slope to drains.
 Tiles with any chips, cracks, or otherwise defective shall not be used for
the work.
 Fixing the tiles with equal vertical & horizontal space by using an
approved plastic cross spacer.
 Remove the knocking and disturb tiles before starting joint grouting.
 Filling the tile joints with approved grout.
 After completion of work remove and clean the extra grout/mortar or tools
from tiles and filled joints and allow to dry.

WALLS INSTALLATION:
 Reconfirm the existing reference levels and position provided at the site by
the site surveyor.
 All the joints (vertical & horizontal) must be unified.
 Apply the adhesive to the back of the tile and tap it into place at a required
level position on the wall
 Before placing the next tile take care to allow the correct joint width by
placing the correct spacers in all joints.
 Joint Widths: Unless otherwise indicated, install tile with the following
joint widths: 04:06MM
 Verify that tiles surface and verticality are within permissible limits.
 Fill the tile joints with approved grout.
 Site inspection of the complete wall area shall be undertaken.

 After all work is complete the area will be cleaned all waste removed to
designated waste disposal areas.

Note:
 Do not start joint grouting work till tiles are properly fixed to the surface.
 Comply with TCNA's "Handbook for Ceramic, Glass, and Stone Tile
Installation" for TCNA installation methods specified in tile installation
schedules. Comply with parts of the ANSI A108 series "Specifications for
Installation of Ceramic Tile" that are referenced in TCNA installation
methods, specified in tile installation schedules, and apply to types of
setting and grouting materials used.
 Jointing Pattern: Lay tile in a grid pattern unless otherwise indicated. Lay
out tile work and center tile fields in both directions in each space or on
each wall area. Lay out tile work to minimize the use of pieces that are less
than half of a tile. Provide uniform joint widths unless otherwise indicated.
 On walls, tiles must be extended from the false ceiling by 100 mm.

INSPECTION AND HANDOVER OF ACTIVITY


 Before laying of tiles, Markings and Surface Preparation of Floor and
Walls should be inspected by QC.
 After completion of tile installation work, submit WIR for inspection and
approval.

6: QUALITY INSPECTION
 An Inspection Test Plan (ITP) specific to project requirements shall be
made and inspection activities be recorded either on the forms or given
under “Related Documents”.
 He will ensure that the mock-up and materials are approved before starting
the work.
 He will ensure that the approved inspection checklist is followed.
 Keep a complete record of inspection reports with location and date.

7: PRECAUTION AND SAFETY INSTRUCTIONS

 Ensure that the mock-up, materials, and method statement are approved
before this work.

 The Civil Engineer will ensure that all works are undertaken by the
specified work scope.
 All personnel must know the locations of fire extinguishers,
communications, manual alarms, and exit points.
 All personnel must know the emergency assembly points, wind direction,
escape routes, and emergency contact numbers.
 All personnel must know the listing of general alarms, different tones, and
warning/ hazard status lights.
 The safety inspector advises and is consulted by the area authority for
confined space entry certificates, area permits, and high-risk activities.
 Ensure that all personnel involved use necessary PPE (Personal Protective
Equipment).
 Carry out check daily toolbox and safety talks.
 Working area safety barricading is required to avoid accidents.
 Properly inspect all equipment, before use, to avoid equipment failure.

8: PROTECTION OF FINISHED WORK

 When tile installation is completed, remove equipment/tools and other


materials and clean floors of grout debris.
 Provide gypsum mortar over polyethylene sheets on floors to prevent the
tiles from being scratched and damaged.
 Provide a temporary door to control unauthorized personnel working
inside.
