I. Call to order
President Ausubel called the Representative Council to order at 12:37 p.m.

II. Approval of minutes: March 19, 2018 (attachment)


Representative Cameron moved to approve the March 19 minutes. Representative Ward
seconded the motion. The motion carried.

III. Approval of agenda

IV. Officers' Reports

A. President: Jon Ausubel


a. Tax withholding changes
Constituents should be aware that due to the new tax law, the tax rate has decreased and
the IRS withholding rate has decreased even more. In one year, the tax on these
additional funds will be due. President Ausubel advises everyone to do a W4 check-up to
ensure adequate payroll deduction. Please send your updated W4 form to Tara Schroeder
in Payroll. If you typically receive a large refund, it will be lower next year. Particularly,
the change will affect those who usually break even (owe nothing with no refund) as well
as those who receive a small refund.

b. CCA Spring Conference Delegates-- April 20-22 (Action item)


The list of Spring conference delegates is due to the Community College Association
soon. Two faculty would like to attend: Representative Hijaz and Tiffany Moreira.
Other interested faculty should submit their names to President Ausubel. President
Ausubel moved to approve Representative Hijaz and Tiffany Moreira as delegates to the
CCA Spring Conference. Representative Creel seconded the motion. The motion
carried.

President Ausubel reported that the Governing Board meeting was held at Fontana City
Hall.

Treasurer Cosand reported the balances in CCFA accounts.

V. Committee Reports

A. Bargaining: Sue Herman, Greg Creel, Rod Elsdon and Shelly Eckvahl
The negotiations are finished. President Ausubel and the Representative Council
applauded the negotiators for their efforts.

B. By-law group—Cynde Balent, Rod Elsdon, Manar Hijaz, Bret McMurran, Vince Nobile, &
Marlene Soto
President Ausubel will speak with Gayle Bilek at the upcoming CCA Spring Conference
regarding the CCFA by-laws.

C. Calendar: Kim George and Rod Elsdon


There is nothing to report.

D. Elections: Greg Creel, Sue Herman, and Alif Wardak


Negotiators Creel and Herman recused themselves from the Spring election due to
conflict of interest. Vice President Elsdon nominated Bret McMurran to chair the
Elections Committee for the Spring election. Negotiator Creel explained the duties that
must be completed for the election (e.g., delivering and retrieving voting boxes to/from
Fontana and Chino). Representatives Cameron and Starr as well as Membership Chair
Gunderson volunteered to assist with the election. There were no objections.

Representative Ward requested assistance with the part-time representative election.


Representative Creel volunteered to assist her. Volunteers are needed to monitor the
ballot box from 4:30 p.m. to 7 p.m. this Monday, Tuesday, Wednesday, and Thursday.
Vice President Elsdon volunteered for Thursday evening.

Several representatives put out calls for nominations to fill representative seats. Winning
by acclamation are Brad Hughes (Mathematics and Science), Representative Keener
(Language Arts), and Representative Siedschlag (Business and Applied Technology).

E. Evaluations Forms Committee: Bret McMurran and Erik Jacobson

President Ausubel reported that several part-time faculty who typically teach two to three
courses each term, were offered only one section in a given term.

H. Health and Safety Committee: Bret McMurran


a. Class cancellation best practices

I. Labor, Management Committee: Greg Creel, Shelley Eckvahl and Jon Ausubel –
Teleconferencing between Chaffey sites; Fontana space allocation; FT/PT STRS leave
conversion; field trip safety
The District agreed to rent satellite phones to be used during field trips when cell
phones are inoperable. Administrative Policy 4300 states that students relinquish their
right to sue the District over events stemming from field trips. In any event, safety is of
primary concern.

J. Membership: Luke Gunderson


Membership Chair Gunderson reported that there are two new full-time members and one
new part-time member of CCFA. There will be another STRS workshop for faculty near
retirement on Friday, April 20 from 2 to 4 p.m. (SS-105). CCFA is sponsoring the event
and will provide light refreshments. Membership Chair Gunderson distributed flyers to
the Representative Council.

K. PAC: Marlene Soto PAC Chair


1. Interview committee formation (Action item)
Political Action Committee Chair, Marlene Soto is absent. President Ausubel requested
names for the PAC Interview Committee. There should be one faculty from each faculty
group.

President Ausubel proposed a Spring election timeline:
 April 16: Sunshine the collective bargaining agreement
 April 17-23: Polling
 April 25: Special Representative Council meeting to certify results
 April 26: Governing Board meeting
 April 27: All faculty meeting

B. CCA/CTA Resolutions on Online College and Funding Formula (attachments; Action item)

President Ausubel distributed the “Resolution in Opposition to Proposed Online Community


College.” This is in reference to Governor Brown’s proposal to create an entirely online
community college. California Community College Chancellor Eloy supports the plan.
Superintendent President Shannon has spoken out against the measure. The California
Teachers Association requested that locals vote on the Resolution. Representative Starr
moved to support the proposed resolution against the proposed online college.
Representative Creel seconded the motion. The motion carried.

President Ausubel distributed the “Resolution in Opposition to Performance-Based Funding


Formula.” As stated in the Resolution, “. . . 25% of a community college district’s funding
will be determined by the number of students receiving a degree or certificate, as well as the
number of students receiving a degree or certificate in three years or less . . . .”
Representative Creel moved to approve the resolution against the measure. Representative
Starr seconded the motion. The motion carried.

C. By-laws/standing rules amendments


a. Compensation for officers and representatives

b. 15:1 ratio for representation


President Ausubel asked the Representative Council to consider a ratio formula to
determine representation on the Council. Currently, each faculty group is assigned two
representatives. For example, if a department has 15 active members, then that group
would have one representative to the Council. A goal is to create the most democratic
method of determining representation. Using this method, there would be eight part-time
representatives and 32 total members of the Representative Council. Larger departments
would receive at least one representative and smaller departments would be combined to
determine their representation. The change would occur in the 2019-20 academic year.
This plan brings the Representative Council closer to a one person/one vote structure.
