‫اض ُُ ْو َن َُ َح َم ُك ُم هللاُ‪،‬‬ ‫أ َ َّما بَ ْعدُ؛ فَيَا أَيُّ َها ْال َح َ‬
‫هللا‪ ،‬فَقَ ْد فَا ََ‬ ‫ص ْينَ ْي نَ ِْ َس ْي َو َإيَّا ُك ْم َبت َ ْق َوى َ‬ ‫ا ُ ْو َ‬
‫ْال ُمتَّقُ ْو َن‪ .‬قَا َل هللاُ تَعَالَى ‪:‬‬
‫ص َدقًا َل َما بَي َْن‬ ‫ق ُم َ‬ ‫ب َب ْال َح َ‬ ‫َوا َ ْن ََ ْلنَا ٓ اَلَي َْك ْال َك ٰت َ‬
‫اح ُك ْم بَ ْينَ ُه ْم‬ ‫علَ ْي َه فَ ْ‬ ‫ب َو ُم َهي َْمنًا َ‬ ‫يَ َد ْي َه َم َن ْال َك ٰت َ‬
‫ع َّما‬ ‫م‬ ‫ُ‬

‫َّللاُ َو َال تَت َّ َب ْع ا َ ْه َو َ ْ َ‬

‫اح َدة ً‬ ‫َّللاُ لَ َجعَلَ ُك ْم ا ُ َّمةً َّو َ‬ ‫َّو َم ْن َها ًجا َِّۗولَ ْو ش َۤا َء ه‬
‫َّو ٰل َك ْن َليَ ْبلُ َو ُك ْم َف ْي َما ٓ ٰا ٰتى ُك ْم فَا ْست َ َبقُوا‬
‫َّللا َم ُْ َجعُ ُك ْم َج َم ْيعًا فَيُنَ َبئ ُ ُك ْم‬ ‫ ِ اَلَى ه َ‬ ‫ْال َخي ُْٰ ِّۗ َ‬
‫َب َما ُك ْنت ُ ْم َف ْي َه ت َ ْخت َ َلُِ ْو َن‬

Alhamdulillahi Rabbil ‘Alamin, Praise be to Allah Subhanahu wa
Ta'ala who has given us the blessings of faith and Islam, and
allowed us to gather in this blessed place. Peace and blessings be
upon the Prophet Muhammad (peace and blessings of Allah be
upon him), his family, companions, and all his followers until the
end of time.

DESPITE the context of comparing the State Palaces in Jakarta and
Bogor with the National Capital City (IKN) in East Kalimantan
(Kaltim), President Jokowi's recent statement attracted attention.
Jokowi claimed that the State Palaces in Jakarta and Bogor contain
"colonial odors" that he has always felt. This statement seems to
add to the argument for moving the national capital to IKN, which
is considered a product of the nation's children and a symbol of
liberation from colonialism. However, ironically, IKN has become a
symbol of neo-colonialism, where the people of East Kalimantan
are threatened with their lives due to long-term land tenure by
investors. Presidential Regulation No. 63 of 2023 and the Job
Creation Law (Law No. 11 of 2020) grant investors land tenure
permits for up to 190 and 90 years, showing the scent of new
colonialism.

Neo-colonialism in Indonesia is evident even though the country


has been independent since 1945. First, economic dependence on
foreign investment and multinational corporations such as
Freeport and Chevron deplete natural resources and create
ecological disasters. Second, dependence on large foreign debts
and conditionalities from international institutions that ultimately
influence domestic policies. Third, it is influenced by foreign
political policies. This can be seen in economic liberalization and
privatization. Fourth, the dominance of foreign lifestyles and
cultures, especially from the West, influences people's mindsets
and lifestyles, including free sexual behavior among teenagers.

In order to break away from neo-colonialism, Indonesia and
Muslim countries need to take strategic steps based on the
principles of Islamic sharia and Islamic ideology.
First, thoroughly implement Islamic sharia in all aspects of life-
political, economic, social and cultural-by abandoning foreign
ideologies such as capitalism and secularism. This will ensure that
natural resource management and economic policies are in
accordance with sharia law, which emphasizes justice and the
welfare of the people, as Allah says:

‫َّللاُ َو َال تَت َّ َب ْع‬


‫اح ُك ْم بَ ْينَ ُه ْم َب َما ٓ ا َ ْن ََ َل ه‬
ْ َ‫ف‬
َِّۗ ‫ع َّما َج ۤا َء َك َم َن ْال َح‬
‫ق‬ َ ‫ا َ ْه َو ۤا َء ُه ْم‬
Judge between them according to the revelation which Allah has
sent down, and do not follow their lusts and forsake the truth that
has come to you (Surah al-Maidah [5]: 48).

Second, building an independent Islamic-based economy by


avoiding dependence on foreign debt and foreign investment.
Islamic economics emphasizes justice, equitable distribution of
wealth, and the prohibition of usury, and regulates the
management of natural resources by the state for the benefit of
the people, according to the hadith: "Muslims are in need of three
things: forest, water and fire" (Narrated by Abu Dawud and
Ahmad).

Third, upholding economic and social justice for the entire


community, avoiding policies that only benefit certain groups or
foreign parties, as Allah Subhanahu wa Ta'ala says:

‫َك ْي َال يَ ُك ْو َن د ُْولَةً ۢ بَي َْن ْاالَ ْغنَيَ ۤا َء َم ْن ُك ِّۗ ْم‬


So that wealth does not circulate only among the rich among you
(Surah al-Hasyr [59]: 7).

Fourth, repelling the influence of foreign thoughts, ideologies and
cultures by strengthening Islamic identity and rejecting influences
that are contrary to Islamic teachings, as the Prophet said:
"Whoever imitates a people is one of them" (Hadith narrated by
Abu Dawud).

Fifth, building Islamic political awareness and striving to uphold


Islamic sharia in all aspects of life.

Sixth, re-establishing the institution of Islamic government


(Khilafah) to end neo-colonialism, protect the Ummah from
foreign exploitation, and restore sovereignty, as the Prophet said:
"...Then there will be a Caliphate that follows the manhaj of
Prophethood..." (Hadith narrated by Ahmad).

Seventh, repelling foreign influence and intervention, rejecting


political interference, conditional aid, and international
agreements that harm Muslims, as Allah says:

‫علَى ْال ُمؤْ َمنَي َْن‬


َ ‫َّللاُ َل ْل ٰك َِ َُي َْن‬
‫َولَ ْن ي َّْجعَ َل ه‬
‫س َبي ًْال‬
َ
Allah will never give way to the disbelievers to destroy the believers
(Surah an-Nisa' [4]: 141).

In the midst of celebrating the 79th Independence Day in August
this year, this Muslim-majority nation should immediately realize:
First, this country has long been in the grip of neo-colonialism.
Secondly, this nation must do everything in its power to break free
from this neo-colonialism. Thirdly, the only way to free this nation
and country from the clutches of neo-colonialism is to re-
implement Islamic ideology in the institution of Islamic
