    INVITATION FOR BIDS
    Design, Supply, Installation, Testing & Commissioning of 400/230kV,
    500/750MVA Transformer and associated switchgear in existing
    Meghnaghat 400/230kV AIS Substation
    (PGCB/400kVTx/Meghnaghat SS)
    1. The Power Grid Company of Bangladesh Limited (PGCB), (“the Employer”) invites sealed bids
    from eligible bidders for the “Design, Supply, Installation, Testing & Commissioning of
    400/230kV, 500/750MVA Transformer and associated switchgear in existing Meghnaghat
    400/230kV AIS Substation” (hereinafter referred to as “the Works”).
    2. International Competitive Bidding (ICB) will be conducted in accordance with Open
    Tendering Method (OTM), Single-Stage: Two-Envelope bidding procedure and is open to all
    bidders from eligible source countries. PGCB will allocate necessary funds towards the cost of
    proposed works. The bidders are advised to inspect the bidding document by visiting the PGCB
    website http://www.pgcb.gov.bd or PGCB head office for further details.
    3. The Works under the contract shall be completed within 540 (Five Hundred Forty) days from the
    Effective Date.
    4. Interested eligible bidders may obtain further information from the office of the Company
    Secretary, Power Grid Company of Bangladesh (PGCB) Limited, PGCB Building, Avenue-03,
    Jahurul Islam City, Aftabnagar, Badda, Dhaka-1212; Tel: +88 02 226600936-39, Fax: +88 02
    226600925 E-mail: se.contract@pgcb.gov.bd, tabbassom.pgcb.contract@gmail.com
    5. For participating in this ICB, a complete set of bidding documents (which in English language)
    may be purchased by interested bidders upon submission of a written application to the
    Company Secretary, PGCB at the above address and upon payment of a nonrefundable fee of
    USD 300.00 (United States Dollar three hundred only) or BDT 34,000.00 (Taka thirty-four
    thousand only) in the form of Pay Order/Demand Draft in favor of the Power Grid Company of
    Bangladesh Limited. The Bidding Document may be sent through a courier for an additional fee
    of BDT 10,000.00 (Local delivery) or USD 120.00 (International delivery) in the form of Pay
    Order/ Demand Draft in favor of Power Grid Company of Bangladesh Limited. PGCB shall not
    be responsible for any postal delay.
    6. A Pre-Bid meeting will be held at 11:00 Hours Local Time on May 20, 2024 at the head office
    of Power Grid Company of Bangladesh (PGCB) Limited, Avenue-03, Jahurul Islam City,
    Aftabnagar, Badda, Dhaka-1212, Bangladesh.
    7. Bids must be delivered to the address mentioned above on or before 11:00 Hours Local Time
    on June 24, 2024 and must be accompanied by a Bid Security in the amount of USD 2,00,000
    (United States Dollars Two Hundred Thousand) only or 2.2 crore in BDT and form as described
    in the bidding document.
    8. The technical bids will be opened at 11:05 Hours Local Time on June 24, 2024 at the head
    office of the Power Grid Company of Bangladesh (PGCB) Limited, PGCB Building, Aftabnagar,
    Badda, Dhaka-1212 in the presence of Bidders’ representatives who choose to attend.
    9. PGCB will not be responsible for any cost or expense incurred by bidders in connection with the
    preparation or delivery of bids including costs and expenses related to visit(s) to the site of
    installation of the works.
    10. PGCB reserves the right to accept or reject any bid, and to annul the bidding process and reject
    all bids at any time prior to contract award, without thereby incurring any liability to Bidders.
