PART 1: DETAILS
1.1 Proposed works
As set out in the Contracts Requirement Technical (CR-T), this submission relates to the Design
of the following altered or new asset(s).
The LNE route contains a vast number of undertrack culverts and pipes. These culverts and pipes
often date back to the original construction of the railway line and are constructed in various
shapes, sizes and lengths. Many of these historic culverts and pipes have deteriorated resulting in
cracking, fretting, spalling and distortion of the culvert section.
UV Curing-In-Place Pipe (CIPP) lining is a commonly used method for the remediation of existing
culverts throughout the LNE route. Network Rail’s Network Operations Delivery Services have
identified that standardisation of UV CIPP liner designs could achieve significant cost savings
throughout the route.
The proposed standard details present a generic design for the structural refurbishment of culverts
and pipes using UV CIPP liners. It is intended to cover culverts and pipes with various forms
ranging from 100mm to 1200mm minimum internal dimension at depths from 0.9 metres to 10.15
metres below the bottom of existing sleeper level.
In practice, the culverts and pipes are refurbished by installing a resin-impregnated, flexible tube
which is inverted into the existing conduit. The resin is cured by introducing controlled UV light
within the tube. When cured, the finished conduit is grouted as required to fill any voids between
the existing culvert and liner.
1.2 Proposals for the staging of the Design and Design Check submissions
With reference to the above scope of works, it is proposed that there will be one Form 003
produced to cover the design and checking of the standard design. As this design is a novel
method of analysis, checking activities is categorised as Category III under NR/L3/CIV/003 by an
organisation independent of NR, as follows:

General
Currently there is no British Standard, Eurocode or Network Rail standard for the design of UV
CIPP structural liners. The proposed standard design/details are based on current best practice
and design guidance of the American Standard;
ASTM F1216 Standard Practice for rehabilitation of existing pipelines and conduits by the
inversion and curing of a resin-impregnated tube – Refer to F001 for detail
The design takes focused consideration of the following Eurocodes & standards:
Design loading for UV CIPP Structural Liner is detail in accordance with RT/CE/S/044, ‘Load
Model 71’ (formerly RU) railway loading, NR/L3/CIV/020, BS EN 1990:2002, Eurocodes BS EN
1991 Part 2 and associated National Annex.
Factor of Safety (FoS) has been carefully considered under this standard design. General practice
following ASTM 1216-09 relies on unfactored loads and Factor of Safety of 2 is applied for
tolerance of overall variation – i,e, loading discrepancy, soil inconsistency, quality of liner,
installation variance..etc.
Under Eurocodes , Factor of Safety on loading has been applied (dead load = 1.35, live load =
1.45) with a classification factor of 1.21 on the live load following NR/L3CIV/020 Cl.12.2..
Therefore care has been taken to avoid overdesign and partial FoS of 1.5 for material/installation
allocated under ASTM 1216-09 has been selected.
Overall factor of safety varies from 2.025 (minimum) to 2.63 (maximum) depending on the load
combinations applied.
Geotechnical
The nature of existing structures, earthworks and permanent way will vary at each site proposed
for use of these standard designs/details. Geotechnical suitability must be confirmed on each site
with reference to the design guidance/limitations and the parameters referred to on Form 001
drawing LNE/140154/EAR/DRG/IAB/001

ASTM-F1216-09 Rehabilitation of existing pipelines and conduits by the inversion and curing
of a resin-impregnated tube
Abnormal Loading Model was considered and agreed to be omitted from the standard
detail as “Abnormal Loading Model” scenario would provide inefficiency in this by over-
designing the proposed liner. If loading scenarios in excess of the LM71 load model are to
be applied to the structure, the structure should be assessed individually and separately as
competent to accommodate those loading as part of the project requiring such
performance criteria.
Design Life of the Liner is to be minimum of 100 years (confirmed by current testing)
Due to this relatively new technology, there is still an ongoing testing programme to
establish the design life of the resin-impregnated structural liner. Currently a 100 year
design life can be guaranteed by majority of manufacture with established testing data,
which does not extend to 120 years. Therefore 100 year is stipulated in this design
standard until further testing data can be determined otherwise.
Consultation with relevant authorities and/or stakeholder where required. All necessary
consent and approval should be obtained where required.
Grouting specification and method of application shall be design and detail following
manufacturer’s guidance.

(b) unless identified in 1.2 and 1.5, (i) the Design will comply with all relevant standards and will be
delivered in accordance with the CR-T(PRS), and (ii) the deliverables identified within the CR-T(PRS) will
be completed and submitted in support of this submission.
PE Comments (11/08/2015):
1. Please add the deviations from standard as found in section 1.5 of this F002 to the F003
drawings.
2. It has been agreed with the LNE RAM (Structures) and PE/SPE to trial this Standard Detail in
London North Eastern (LNE) with a view to endorse as a National Standard Detail.
3. Part 4 of this F002 does not require signature given no change between F001 and F002.
4. A scheme drawing featuring CRE (Design), PE and RAM signature boxes is required for any site
where one of the Details developed is utilised. Scheme drawing also requires grout type to be
specified, flow calculations proven and enclose IDB/EA consent upon submission to NR.
I have reviewed the submission and confirm that, unless stated in PART 2, it complies with the
Approval in Principle, and the Asset Manager’s requirements for this project as set out in the
Project Requirements Specification.
