PART 1: DETAILS
1.1 Proposed works
As set out in the Contracts Requirement Technical (CR-T), this submission relates to the Design
of the following altered or new asset(s).

Description of asset Permanent or Temporary Works

to 1200mm minimum internal dimension

The LNE route contains a vast number of undertrack culverts and pipes. These culverts and pipes
often date back to the original construction of the railway line and are constructed in various
shapes, sizes and lengths. Many of these historic culverts and pipes have deteriorated resulting in
cracking, fretting, spalling and distortion of the culvert section.

UV Curing-In-Place Pipe (CIPP) lining is a commonly used method for the remediation of existing
culverts throughout the LNE route. Network Rail’s Network Operations Delivery Services have
identified that standardisation of UV CIPP liner designs could achieve significant cost savings
throughout the route.

The proposed standard details present a generic design for the structural refurbishment of culverts
and pipes using UV CIPP liners. It is intended to cover culverts and pipes with various forms
ranging from 100mm to 1200mm minimum internal dimension at depths from 0.9 metres to 10.15
metres below the bottom of existing sleeper level.

In practice, the culverts and pipes are refurbished by installing a resin-impregnated, flexible tube
which is inverted into the existing conduit. The resin is cured by introducing controlled UV light
within the tube. When cured, the finished conduit is grouted as required to fill any voids between
the existing culvert and liner.

This F002 includes the following work:

 Standard design of CIPP UV Structural Liner for Circular Culvert/Pipe ranging from
100mm to 1200mm mean internal diameter at depths from 0.9 metres to 10.15 metres
between the bottom of existing sleeper to the soffit of existing culvert/pipe
 Standard design of CIPP UV Structural Liner for Non-Circular Culvert/Pipe ranging from
100mm to 1200mm minimum internal dimension at depths from 0.9 metres to 10.15
metres between the bottom of existing sleeper to the crown of the proposed liner

1.2 Proposals for the staging of the Design and Design Check submissions
With reference to the above scope of works, it is proposed that there will be one Form 003
produced to cover the design and checking of the standard design. As this design is a novel
method of analysis, checking activities is categorised as Category III under NR/L3/CIV/003 by an
organisation independent of NR, as follows:

 Civils Form 003 Category III check – CIPP UV Structural Liner design as described in
section of Proposed Works

1.3 Design statement

General
Currently there is no British Standard, Eurocode or Network Rail standard for the design of UV
CIPP structural liners. The proposed standard design/details are based on current best practice
and design guidance of the American Standard;

 ASTM F1216 Standard Practice for rehabilitation of existing pipelines and conduits by the
inversion and curing of a resin-impregnated tube – Refer to F001 for detail
The design takes focused consideration of the following Eurocodes & standards:

Design loading for UV CIPP Structural Liner is detail in accordance with RT/CE/S/044, ‘Load
Model 71’ (formerly RU) railway loading, NR/L3/CIV/020, BS EN 1990:2002, Eurocodes BS EN
1991 Part 2 and associated National Annex.

Following parameters were considered and determined based on the BS standard, Eurocodes,
NR Standard & Manufacturers/Suppliers Information:

Density of Soil (Generic) 22 kN/m3

Earth Pressure K0 0.6

Modulus of Soil Reaction (Es’) 5 Mpa

Long-term Modulus of elasticity of Liner (EL) =/> 8500 Mpa

Factor of Safety for material 1.5

Factor of Safety (FoS) has been carefully considered under this standard design. General practice
following ASTM 1216-09 relies on unfactored loads and Factor of Safety of 2 is applied for
tolerance of overall variation – i,e, loading discrepancy, soil inconsistency, quality of liner,
installation variance..etc.

Under Eurocodes , Factor of Safety on loading has been applied (dead load = 1.35, live load =
1.45) with a classification factor of 1.21 on the live load following NR/L3CIV/020 Cl.12.2..
Therefore care has been taken to avoid overdesign and partial FoS of 1.5 for material/installation
allocated under ASTM 1216-09 has been selected.

Overall factor of safety varies from 2.025 (minimum) to 2.63 (maximum) depending on the load
combinations applied.

Geotechnical
The nature of existing structures, earthworks and permanent way will vary at each site proposed
for use of these standard designs/details. Geotechnical suitability must be confirmed on each site
with reference to the design guidance/limitations and the parameters referred to on Form 001
drawing LNE/140154/EAR/DRG/IAB/001

1.5 Derogations and Temporary Non Conformances to standards


NR/L3/CIV/020 Design of Bridges - Additional Loading Requirements A2 Abnormal Loading Model

 Abnormal Loading Model was considered and agreed to be omitted from the standard
detail as “Abnormal Loading Model” scenario would provide inefficiency in this by over-
designing the proposed liner. If loading scenarios in excess of the LM71 load model are to
be applied to the structure, the structure should be assessed individually and separately as
competent to accommodate those loading as part of the project requiring such
performance criteria.

Design Life of the Liner is to be minimum of 100 years (confirmed by current testing)

 Due to this relatively new technology, there is still an ongoing testing programme to
establish the design life of the resin-impregnated structural liner. Currently a 100 year
design life can be guaranteed by majority of manufacture with established testing data,
which does not extend to 120 years. Therefore 100 year is stipulated in this design
standard until further testing data can be determined otherwise.

1.6 Any other relevant information


The following has been considered in this design but does not form part of the detail and should
be considered during the site specific assessment and construction :

 Consultation with relevant authorities and/or stakeholder where required. All necessary
consent and approval should be obtained where required.

 Assessment of existing structure shall be performed by experienced personnel trained in
the appropriated discipline.

 Overpumping arrangement and rate of overpumping shall be design and detail.

 Grouting specification and method of application shall be design and detail following
manufacturer’s guidance.

1.7 Matters to be considered in the design

1. So far as is reasonably practicable, the Asset affected will be safe in use when used in accordance
with its intended purpose.
2. Hazards are managed in accordance with requirements of the CDM Regulations. Residual risks
are documented in a Risk Register. Risks to both (a) health and safety during construction,
maintenance, use, railway operations, and (b) occupational health and safety, are as low as
reasonably practicable or better.
3. The provisions for examination, maintenance, and eventual renewal/removal are satisfactory.
4. The overall Design concept and the appearance of the infrastructure are appropriate for their
purpose, location, and site conditions.
5. Where the proposal includes the strengthening, partial renewal, or removal of structures, the
stability of the whole structure and all its parts/elements at all stages of the Works are addressed,
including the long-term adequacy of the remaining parts/elements of the structure and supporting
soil.
6. The effects of the proposals on existing infrastructure are adequately considered.
7. Arrangements for liaison and consultation with external bodies (such as Local Authorities, statutory
undertakers, the Environment Agency, and landowners) are satisfactory, and the likely effects of the
proposals on external organisations are addressed. Required Permissions/Approvals have been
obtained to support the proposals. *1
8. The impact of the proposals on services and service routes is adequately investigated and
appropriate mitigation measures have been agreed with the appropriate Authority and incorporated
into the Design. *1
9. The effects on other rail engineering disciplines including track, signalling (including signal sighting),
telecommunications, electrification, lighting, and other operational electrical and mechanical
equipment have been satisfactorily considered. *1
10. The requirements/recommendations of Railway Group Standards and Network Rail standards have
been addressed, and proposed departures from these standards are identified and justified.
11. The requirements of the Building Regulations are met.
12. The proposed Design loadings are appropriate, and any non-standard accidental loadings are
correctly identified.
13. The requirements of NR/L2/CIV/003/F1990 to F1997 have been considered, and the selected
options/choice recorded.

14. The proposed Design standards and methods of Design are suitable.
For a Design that requires a Category 3 Design Check:
15. A Geotechnical Design Report (which meets the requirements of BS EN 1997) is available. That
Report justifies the selection of the Geotechnical Design parameters, and outlines any further work
required for implementation.
16. The Design complies with structure clearance and platform stepping distance requirements.
17. Important Design matters not covered by standards are identified.
19. The proposed works will not compromise the structural robustness of any existing structures.
20. All Materials specified in the design of structures are compatible with the intended application and
environment.
This includes, but is not limited to - fixing metallic structures to masonry with studs bonded with
resin, grout or other chemical bonding products.
Fixing design are to current standards and guidance.
Design and installation comply with manufacturer’s requirements, are compatible with substrate
and includes appropriate verification testing. Suitable and sufficient investigation, as far as
reasonably practical, has been carried out to determine that materials to be used will be
compatible.

I confirm that the criteria specified in NR/L2/CIV/003 have been considered, and

(a) this Statement of Design Intent is submitted on behalf of

Civil Design Group;

Infrastructure Projects-Central;

Hudson House; Toft Green; York YO1 6HP. and,

(b) unless identified in 1.2 and 1.5, (i) the Design will comply with all relevant standards and will be
delivered in accordance with the CR-T(PRS), and (ii) the deliverables identified within the CR-T(PRS) will
be completed and submitted in support of this submission.

PART 3: PROJECT ENGINEER’S COMMENTS
I have considered the submission and confirm that the information specified in NR/L2/CIV/003 and
the CR-T is included in the submission. My comments on the submission are as follows:

PE Comments (11/08/2015):
1. Please add the deviations from standard as found in section 1.5 of this F002 to the F003
drawings.
2. It has been agreed with the LNE RAM (Structures) and PE/SPE to trial this Standard Detail in
London North Eastern (LNE) with a view to endorse as a National Standard Detail.
3. Part 4 of this F002 does not require signature given no change between F001 and F002.
4. A scheme drawing featuring CRE (Design), PE and RAM signature boxes is required for any site
where one of the Details developed is utilised. Scheme drawing also requires grout type to be
specified, flow calculations proven and enclose IDB/EA consent upon submission to NR.

I have reviewed the submission and confirm that, unless stated in PART 2, it complies with the
Approval in Principle, and the Asset Manager’s requirements for this project as set out in the
Project Requirements Specification.
