WHEREAS, as per deliberation and discussion by the Honorable Members of the Council
hereby agreed and approved the withdrawal of funds for the CONDUCT OF ORIENTATION ON
THE SCIENCE OF ADDICTION, TRIGGERS AND RELAPSE MANAGEMENT amounting to One
Hundred Thousand (Php 100,000.00) Pesos Only, chargeable against Annual Budget Calendar
Year 2024 under GAD Fund;
NOW THEREFORE, on motion of Kagawad Wilson Briones Jr and duly seconded by Kagawad
Ruby Yu and Kagawad Esnardo, it was;

II. RATIONALE :
For much of the past century, scientists studying drugs and drug use labored in the
shadows of powerful myths and misconceptions about the nature of addiction. When
scientists began to study addictive behavior in the 1930s, people with an addiction were
thought to be morally flawed and lacking in willpower. Those views shaped society’s
responses to drug use, treating it as a moral failing rather than a health problem, which
led to an emphasis on punishment rather than prevention and treatment.
As a result of scientific research, we know that addiction is a medical disorder that affects
the brain and changes behavior. We have identified many of the biological and
environmental risk factors and are beginning to search for the genetic variations that
contribute to the development and progression of the disorder. Scientists use this
knowledge to develop effective prevention and treatment approaches that reduce the toll
drug use takes on individuals, families, and communities.
Providers have long recognized that relapse is a process rather than an event. Some
relapse prevention programs have delineated stages of relapse, starting with an
“emotional relapse” followed by a “mental relapse” and culminating in a “physical
relapse.” The dissection of the relapse process in this way allows for the early recognition
of initial signs and symptoms and the establishment of preventative interventions for each
stage.

through lectures and discussions as well as power point presentation.
