1. OBJECTIVE
The objective, of this document is as follow:
• To allow for the establishment of a hazard free, safe and healthy work environment
• The good working condition of all electrical equipment is important and on all
levels this must be aimed after as to ensure that all electrical equipment is
maintained in such condition.
• To provide guidance in terms of general electrical installations with the aim of
meeting the minimum requirements in terms of the OHSACT Regulations.
• To ensure that all electrical equipment/installations are monitored and maintained on
all levels.

2. RESPONSIBILITY
• The Electrical Specialist is responsible and accountable for all the electrical
installations.
• High voltage work is to be carried out by an Authorized person

3. PROCEDURE:
3.1. Safety Considerations
3.1.1 HIGH RISK WORK
Following work has been clarified as high risk work.
1) 11KV Breaker Rack IN/OUT operation.
2) Closing/Tripping of 11KV switchgear from in front of the panel/local operation.
3) 400V ACB Incomer/bus coupler – Rack IN/OUT operation and open and close
operation.

A fire proof suit is to be worn if performing any the operation as mentioned above.
Close/Trip operation for 11KV switchgear is to done from remote pendent.

3.1.2 Operational & Maintenance Considerations


• Before attempting to touch any electrical connection or bus-bar system, tests to
ensure that the system is at zero potential must be carried out using an approved
voltage detector, suitable for the system rated voltage and application.
• When it is required to work on any voltage systems, the power shall be switched off,
isolated, tested and earthed by means of approved earthing equipment.
• All feeders must be treated as ring feeders; therefore the remote and feeders feeding
to and from the substation must be switched off, racked out, isolated and locked out.
Alternative supplies and the voltage transformer must also be isolated when it is
required to isolate a substation.
• Substations, substation enclosures and transformers without enclosures and electrical
switchgear shall be kept closed and locked to prevent unauthorized entry. All doors
shall be installed to open outwards. Substations are to be fitted with an emergency
exit door which will be able to be opened from the inside regardless if it is locked
from the outside. Doors at either end of the substation shall be opened whenever
work is being carried out inside the substation.
• Settings of tripping/protection relays will not be altered without the written
permission issued by the responsible Engineer. Furthermore changes will only be
made to relay settings by trained protection personnel.
• Remote switching must always be carried out where remote facilities exist.
• Whenever the remote switching facility is not available approved HT Flash suit,
Face shield, HT gloves and Safety shoes shall be worn during operating.
• The area around surface substations must be kept free from grass and weeds.
• Each substation must be equipped with a fire extinguisher, fire blanket and a
sufficient means of fire suppression and containment system.
3.3.3 Safety Equipment Substations & Other
• When any testing or live switching of High Voltage takes place or high risk work
is conducted, the person shall wear:
 an approved flash suit,
 face shield,
 non-conductive gloves, and
 Safety shoes.
• Whenever inspections or maintenance type work is carried out at a substation,
mini substations, MCC, switching substations or transformers bays the full
standard PPE should be worn.

3.4 HT Switch Work


3.4.1 11KV
HT work shall only be performed by competent HT electrician authorized in writing
by engineer. The HT electrician must be in possession of necessary HT work
experience and theoretical training.
3.4.2 400V MCC/panel work
• Only electricians are authorized to work on 400V panels/MCC/DBs etc
• Whenever inspections or maintenance type work is carried out in a 400V MCC the
full standard PPE should be worn.
3.5 Earth of Electrical Equipment
To ensure that all electrical equipment has been properly earthed in so doing to
prevent fatal electrical shocking of personnel, the following requirements must be
adhered to:
• All 11kV/400V mini-substation, PFC yard, furnaces, MCCs, briquette plant, dryer
plant, admin Building/Canteen, conveyors, Raw material yard etc has their own earth
mat . All the equipments/structures in the respective area are connected to their earth
mat. All The earth mats are bonded together by means of copper conductor of 70mm2
earth cable.
• All the transformers will be connected to an earth mat before the
transformer/mini-substations is utilized. The earth mat will be placed
in the vicinity of the transformer and the connection maintained by
means of copper conductor of 70mm2 earth cable
• All the plug points 230V & 400V will be supplied with earth leakage protection.
• 230V Red plug points are dedicated circuits and therefore not protected by earth
leakage.
• For earthing the motor, the fourth core of the cable is utilized for motor internal
earthing.

4 Local/MCC Isolation
Local Isolation Box with stop and jog facility is provided for each motor. This
aprovided power and control circuit isolation for each 400V motor and has positive
lockout facility
5 Computer Equipment
Computer cables must be neat and be bound in such a way to prevent a fall or fire.
Where wires are on a working surface or walking area it must be safeguarded by
placing it into conducting holders.

Cable installations must meet the required standards in connection with


height and type of installations.
