The Aga Khan Foundation, Afghanistan (AKF (Afg)) is an agency of the Aga Khan Development Network

The Aga Khan Foundation (AKF) is a non-denominational international development agency established
in 1967 by His Highness the Aga Khan. Its mission is to develop and promote creative solutions to
problems that impede social development, primarily in Asia and East Africa. Created as a private, non-
profit foundation under Swiss law, it has branches and independent affiliates in 19 countries.

AKF seeks to provide sustainable solutions to long-term problems of poverty, hunger, illiteracy, and ill
health. In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas
to improve quality of life in the areas of natural resource management, market development, governance,
education, and health.

POSITION OBJECTIVE
MERLU officer will be responsible for the implementation of M&E plans. He will be responsible for
designing tools and collecting, analyzing, and reporting primary and secondary data. He will be
conducting baseline/case studies and evaluations and regular field monitoring visits. He will be
responsible for sharing findings with relevant staff to improve program delivery and outcomes. He will
also be responsible for generating periodic program-related data and assessment reports.

JOB DUTIES AND RESPONSIBILITIES


• Develop and implement robust monitoring and evaluation instruments to ensure tracking of program
outputs and results at different levels (outputs, outcomes, and impact).
• Regularly update the program’s database and carry out regular assessment of data
• Regularly conduct field monitoring visits to find gaps in program implementation to ensure the
achievement of program results
• Collect high-quality data from the field, conduct baselines, evaluations, and research studies,
• Conducting training of enumerators, developing field plants, supervising field data collection process to
ensure capturing high-quality data, coordinating fieldwork with relevant stockholders in the area offices,
and providing regional management with adequate evidence to back up the program’s progress reports,
• Analyse data and develop study reports,
• Establishes effective knowledge management mechanisms, including documentation of baselines,
midline, end-line, and impact studies
• Conduct events to disseminate findings of field monitoring visits and other studies for relevant staff to
strengthen program implementation and delivery of results
• Perform other relevant duties as requested by regional management

• Support the coordination of all M&E-related studies.
• Support the coordination of timelines, budgets, responsibilities, and expected deliverables of M&E
studies.
• Support the coordination of all monitoring visits with national program themes & sectors and regional
offices.
• Support the coordination of reporting and dissemination events at regional levels
• Support and coordinate the planned ToTs and training of enumerators with regional MERL teams as
required
• Ensure that all M&E-related studies are followed by field reports which later complement the studies’
reports.
• Ensure that all monitoring findings are reported on time to relevant sources.
• In close collaboration with region teams, support the dissemination of monitoring findings and ensure
that feedback is recorded.
• To carry out the responsibilities of the role in a way that reflects AKF’s commitment to protecting children
and vulnerable adults following the Safeguarding Policy and Child Safeguarding Policy.
• To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy
as per the given training

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES


• Overall, Responsible for the support of Monitoring and Evaluation of planned and proposed activities
under various proposals according to their PMF(s).
• Contribute to / and coordinate the dissemination of monitoring and evaluation findings.
• Translation of study tools from English to Dari and vice versa.
• Update team members for any special task and support.
• Ensure that consultation with staff, beneficiaries, and partners is a key element of AKF’s work
• Support the planning and implementation of planned ToTs, Enumerators training, and monitoring visits.
• Support the team and contribute to the teamwork environment within MERL.

JOB SPECIFICATION
• At least a bachelor’s in social science, economy Agriculture, Business Administration, and English
literature. Experience coordinating/ managing multisector. Any other.
• At least 3 to 5 years of experience in the same field.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint and Access, Power BI, STATA).
• Excellent Report Writing Skills in English.
• Adaptable and professional attitude with excellent interpersonal and facilitation skills.
• Excellent Analytical, Communication, Problem Solving, and Team Building Skills.
• Self-motivated, proactive, efficient, reliable, and creative.

REQUIRED CORE COMPETENCIES


• Excellent oral and written skills in English.
• Ability to write excellent reports in the English language.
• Promoting Organizational learning and knowledge sharing.
• Ability to analyze quantitative data using Excel and other software.
• Ability to work in remotest parts of Badakhshan province.
• Seeks feedback from others and shares his knowledge with the team.
• Client Orientation.
• Increase clients’ trust, represent them in the organization, and provide on-time assistance and
support to them.
• Excellent knowledge and experience in M&E work.
