Write the main features of your own constitution and explain how would this help in reshaping our
government?
If I were to propose a change to the Philippine Constitution, I would advocate for a shift from a unitary to
a federal form of government and introduce critical revisions to enhance governance, equity, and
accountability. First, the Constitution would divide the country into autonomous federal regions based
on geographic, economic, and cultural factors, giving each region the power to govern local matters such
as education, healthcare, infrastructure, and resource management, while the central government
focuses on national concerns like foreign policy, defense, and monetary policy. New provisions would be
included in a new constitution: To ensure equitable development, there should be a creation of an
Equalization Fund where the wealthier regions should share in the development of the less privileged
regions, particularly in the historical underdeveloped regions of Mindanao and parts of Visayas. The
second would be to break the cycle of entrenched political elites through the banning of political
dynasties, strict term limits, and campaign finance reforms that will level the electoral playing field.
Third, there would be the provision for increased fiscal responsibility and transparency by ensuring
access to the national and regional government transactions and budgets from a centralized digital
platform to the public.
Additionally, the Constitution would also provide expanded protections under the Bill of Rights, such as
explicit recognition of digital rights (internet access as a public utility), environmental sustainability
(enshrining climate resilience and natural resource preservation as national priorities), and stronger
safeguards for indigenous peoples, guaranteeing their right to self-determination and protection of
ancestral lands. This includes economic adjustments that would see the ending of restrictive laws
governing foreign ownership to allow partial foreign investment in strategic areas for promoting
employment creation as well as national interests. The constitution would provide a gradual introduction
of federalism through pilots and gradual growth, combined with capacity building of the local
governments, and popular consultations. These changes are aimed at making the system of governance
more inclusive, equitable, and responsive to the needs of all citizens, addressing longstanding issues of
regional inequality, political corruption, and over-centralization, empowering citizens, and ensuring
sustainable growth for the entire nation.
