Finland and other EU and Nato countries were asked by Russia whether they plan to comply with commitments "not to strengthen their security at the expense of the security of others."
Finland confirmed on Tuesday that it received a message sent from the Russian embassy on behalf of foreign minister Sergey Lavrov about security guarantees.
At a press briefing on Tuesday, Finnish foreign minister Pekka Haavisto noted that the message was sent to countries in the EU and Nato.
On Sunday, Lavrov told a Russian TV programme the Kremlin had sent messages to members of Nato and the OSCE, asking whether they plan to comply with commitments "not to strengthen their security at the expense of the security of others," according to Russian news agency Tass.
"The embassy has handed over the respective letter to the foreign minister of Finland. We are waiting for the reaction from the Finnish side," it said.
Haavisto said it would be natural to discuss potential responses to the message with other EU countries.
"Our officials will look through the letter and see how other countries react to it," Haavisto said.
