The investigation encompasses all major and minor accidents, according to the newspaper Pohjolainen. Most accidents happen at railroad crossings. VR, however, believes other factors may be involved.
Officials hope interviewing survivors of less serious accidents will offer valuable information into the causes of the accident. Furthermore, not all railroad crashes have been unintentional. The investigation, however, will handle all deaths as accidents.
The Accident Investigation Board of Finland is carrying out the task. Such a large scale investigation has not been done before in Finland. The research, which has already begun, will be completed in about a year.
