Talks on arranging the meeting between Greece and Turkey as well as with the Turkish sector of Cyprus have failed to reach agreement. However, Foreign Minister Erkki Tuomioja says discussions will continue and that Finland was ready to stage the meeting before the EU summit in mid-December if agreement between the parties was reached.
The purpose of the proposed summit was to prevent a break in Turkey's EU membership negotiations.
Greece had threatened to impede Turkish membership negotiations if Turkey refused to open its ports and airports to Greek Cypriot vessels and planes.
The leader of Turkish sector on Cyprus Mehmet Ali Talatin says connecting Turkey's EU negotiations with the Cyprus problem is unfair.
