The City of Espoo has called for an external investigation into the collapse of a temporary pedestrian bridge in the Tapiola district that injured dozens of people last week.
City authorities are also conducting their own probes into last Thursday's collapse, an incident which resulted in the injury of 24 people, most of them teenagers.
On Monday the City announced that the crossing between Merituulentie and Itätuulenkuja would remain closed for the time being while inspections of the temporary structures continued.
The City of Espoo also decided to shut down and inspect all of the temporary bridges around the construction sites in the Tapiola centre area.
The last time the bridge underwent a safety inspection was on 5 May, less than a week before the collapse, according to the City.
Authorities said last week that the victims fell five metres after the plywood-based bridge gave way at around 9.30am. The local rescue department said the victims suffered various injuries but none of them were considered to be life-threatening. More than half of the victims had been released from hospital by the following day.
Most of the injured were eighth graders from Helsinki on a field trip to an art museum.
Last week, trauma specialist Eero Hirvensalo reported that there were 45 people on the bridge when it gave way.
Police said on Tuesday that investigators have spoken with eyewitnesses about the incident over the past few days, including bystanders and construction workers who were near the area at the time.
Police added that they plan to reach out to the parents of the children involved in the incident on Tuesday.
Detective Inspector Matti Högman said the main goals of the preliminary investigation is to find out why the temporary bridge collapsed — as well as whether the incident was the result of someone's negligence.
He said that construction regulations and a technical report would also play a key role in clarifying these issues.
If authorities do find that negligence played a role in the incident, investigators will need to determine the degree of negligence.
The Safety Investigation Authority of Finland (Otkes) found that twisted transverse beams on the bridge caused the structure to collapse.
The cities of Espoo and Helsinki have both announced that all similar temporary bridge structures will be inspected. The City of Tampere has also announced plans to examine potential dangerous situations around construction sites.
The temporary footbridge in Tapiola was dismantled over the weekend. Police said they wrapped up the accident site investigation on Friday.
