Finland's Supreme Court has ruled that Voislav Torden, a Russian suspected of terror offences in Ukraine, cannot be extradited to face trial.
The court gave its opinion to the Justice Ministry in a statement on Friday. Torden has been in detention in Finland since he was apprehended at Lappeenranta airport on his way to Nice in July.
The court's opinion was first reported by Helsingin Sanomat. The court must evaluate each case where Finland is asked to extradite a suspect, and has found that conditions in Ukrainian prisons do not meet standards laid down in the European Convention on Human Rights.
Torden entered Finland on a false name, and has been the subject of appeals by his comrades in the Neo-Nazi Rusich group for him to return to Russia.
